1.0 From the President’s Desk:

1.1 President’s Address:
Dear friends,
We the parents are the pillar of strength to our children with intellectual disabilities. We are also
the last straw of hope to our children as long as we live. This becomes truer at the time of crisis
such as during COVID19 times. But when it comes to us as a person, whom do we fall back
upon! Necessarily on the near & dears, friends and those who understand our concerns, worries
and pains. Therefore, keep that in mind and groom these relationships by sharing your joys and
fears.
Fortunately all kinds of electronic media and apps are available today to stay connected with
friends and dear ones. Besides our children love to communicate (in their own way) with familiar
faces. So let them be also part of this relationship building. They will become the central figure
in due time.
Our children are more vulnerable to COVID19 because of inborn inflections and weaker
immunity due to variety of practical reasons. Therefore, we have to take that extra care to NOT
get infected ourselves and also to isolate our children from community as much as possible,
during these lockdown days.
Boredom is something which is playing on both children and parents’ mind. Boredom is also
‘devil’s workshop’ in present circumstances. So how to keep self and children occupied. Most
of our children miss their daily routine with which they are so familiar and habituated. So make
a routine for the child, keeping all the freedom of activities for him, like his other siblings. Even
if it means some extra time on mobile or on the favourite serial repeatedly, allow it for COVID19
sake. We can indulge in those time consuming hobbies and reading for which we could never
spare time, or so did we thought. Let there be no regret on this count in future.
Finally, it is also time to re-discover the beautiful relationships that sometimes remain in
background due to our earlier hectic schedule. Time to work together, pray together, play
together and laugh together!
Wish you a safe and happy time, Shrirang Bijur

3. Central Govt Issues like of NIEPID Actions, The National Trust, Parivaar
Circulars and Common Important Information:

3.1 Home Bound Videos: NIEPID RC Kolkata has started preparing small 40 -60 seconds videos
on various activities and is being disseminated to CWSN through 26 WhatsApp groups. These small
capsules are being specially designed to keep them engaged during this critical time. Apart from a
Special Educator two specialist are also a part of this group. This mode of teaching learning method
is being widely accepted and appreciated by families. This is very interactive from both ends.
(Source: Cdr SN Bijur).

3.2 Renewal of 12A/80G by 31-August-2020 (R): Regarding renewal requirement has been passed
into law on 27-March-2020. Effective date is 1-June-2020. All NGOs/charities must file for renewal
of 12A/80G by 31-August-2020. If they don’t, they will no longer be exempt from tax or be able to
raise funds. Separately, proposed CSR Rules 2020 already exclude charitable trusts and societies
from accepting CSR funds.
All NGOs/Charities will be tied down to helping with the Corona crisis - they won’t have time
to push renewal papers at the Government.
At this point, the question is whether civil society should help in the fight against Corona Virus or
get tied down in filing for tax renewals?
You should, therefore, write and ask CBDT / MoF /PMO for deferral of the effective date. Please
also mention this to your MPs/MLAs, explaining how it distracts you from the Corona fight. Please
also share this with any religious trust/corporate foundations/ associations that you know.
It is likely the government will listen to you - several ministers, including the PM, have been
referring to need for Civil Society’s help over the last couple of days.
Questions, doubts? Pl write to us at query@developaid.org.

5.CBM-SARO Partnership Activities, Health Safety and Common Welfare

Related Issues:
5.1 CBM-SARO: Latest details shall be sent in next issue after having received from Mr. Burde.

5.2 Miracle of ONION: A Report any MTC Chapter: In 1919, flu killed 40 million people.
A doctor visited the many farmers who had the attack to see if he could help them combat the flu.
Many of the farmers & their family had contracted the flu and many died. However, the doctor
came upon one farmer whose family was healthy and nobody in the house contracted the flu.
The doctor asked the farmer what he was doing that was different from the others. The farmer's
wife replied that she put an unpeeled onion in a dish and placed them in all the rooms in their house.
The doctor thought that could have been the cure so he asked for one of those onions. As he placed
it under the microscope, he found the flu virus in the onion. The onions obviously absorbed all the
bacteria and thereby kept the family healthy.
Now, I sent this story to a friend in Oregon who regularly contributes material to me on health
issues. She replied with this most interesting experience about onions: She said ' Thanks for the
reminder. I don't know about the farmer's story but, I do know that I myself got pneumonia and
became very ill. From my previous knowledge about onions, I cut both ends off an onion put it into
an empty jar, and place the jar next to myself overnight. By the morning, I began to feel better while
the onion became black.'
Lots of times when we have stomach problems, we don't know what to blame. Maybe the onions
that we ate earlier are to blame. Onions ABSORB BACTERIA and that is the reason why they are
so good at preventing us from getting *colds & flu* And for that very reason we should NOT eat
an onion that has been sitting for a time after it has been cut open.
Left over onions are poisonous. When food poisoning is reported, the first thing the officials look
for is whether the 'victim’ ate *ONIONS* and where those onions came from. Most probably the
*ONIONS, * are the cause. Onions are huge magnets for bacteria, especially uncooked ones.
E-Newsletter, Parivaar-NCPO, New Delhi, Vol.-VI, Issue-03, Ser.107-10 (Pd:01st Mar-30 th Apr, 2020)

Never ever keep a portion of sliced onion over a period of time and thereafter use it to prepare
food. It's not even safe if you put it in a zip-lock bag and placed it in your refrigerator. It is still
poisonous. Also, do not give onions to dogs. Their stomachs cannot metabolize onions.
Please remember it is dangerous to cut an onion and try to save it to cook with the next day, it
becomes highly poisonous for even a single night - as it creates toxic bacteria which causes
adverse stomach infections because of excess bile secretions and even food poisoning.
Let as many people as possible know this.

6.0 ESCAP, Inclusion International (II) and International Events:

Please note: Though input about conferences being given but no need to do booking
or registration immediately. In another one year, these conferenes would ne Internet
based (WEB-INAR) and no physical movement required.
6.1 Inclusion International (II): Message of Support from our President: We know from
history that in times of crisis, people with intellectual disabilities and their families are at very
high risk of being isolated, abandoned and forgotten. They and their families are at risk of being
denied equal access to healthcare and support when they need them most.
We have already heard many such stories during the current COVID-19 crisis: One thing I
know for sure, is that people with intellectual disabilities and their families have a wealth of skills
and knowledge to help them through this crisis. We know how to survive if we have to without
much help from our communities or our governments. Our biggest strength is always our
connections to each other and our ability to make do with what we’ve got.

Most of the time, we focus on thriving. We have big goals, big ideas, big plans. These are
important but for now, we will focus on surviving. I know it is painful to practice social distancing
after so many years of being distanced by the community, but this time is different. This time,
everybody is doing it. This time, in order to be included, we must be secluded.
Be gentle with yourselves. Try to find the moments in your day to show each other how much love
is in your heart, even if you don’t have words. Who in your network is lonely? How can you connect
with them to tell them they matter to you? If you use social media, it is a good tool to let others
know how you are doing or to share your methods of coping. Be honest about your feelings. You
can say, “I am lonely. I am sad. I am afraid.” We will not give in to anger. Instead, let us say “I
am strong. I am OK.” Or we can ask, “Who needs encouragement? Who needs help?”
If I had to choose one community to depend on to show courage in the face of adversity, it would
be ours. That is how we work,
With love, Sue Swenson, President, Inclusion International.

Inclusion International's network is working to respond:

We are calling on Governments, healthcare providers, emergency workers, friends and neighbours
to remember those who are the most vulnerable in our communities.
Our global network is mobilising to create resources and provide support in their countries and
communities to help make information available in accessible formats, ensuring that people have
access to the support they need.
Inclusion International is collecting and sharing the resources that our members have developed.
To share resources or find what you need to help reach people with intellectual disabilities please
go to our website: inclusion-international.org/coronavirus.
6.2 Concern by II for the PwDs: We know from history that in times of crisis, people with
intellectual disabilities and their families are at very high risk of being isolated, abandoned and
forgotten. People with intellectual disabilities and their families are at risk of being denied equal
access to health care and supports when they need them most. See details at Appendix- “F”.
