Architectural Engineering Specification

Digital Video Recording Transmitter

General Description
The transmitter described shall be a TeleEye model number RX3616 or equivalent. It
shall have 16 camera inputs, 2 audio inputs, 1 audio output, 1 audio PA and 16 alarm
inputs, 1 composite video output and 4 relay switches. The security management shall
comply with British standard BS8418:2003, include tamper detection, power or
system failure, motion detection, video loss, external alarm and arm/disarm zone. The
video compression and coding method shall be SMAC-M. The recording and
transmission performance shall not be affect by different connection types
(Recording, LAN, ADSL and Dial-up) speed. The transmission rate shall be up to
100fps (frame per second) on LAN. The recording rate shall up to 200fps.

1. Recording and Playback


1.1 The transmitter shall be able to record video images continuously, event-
driven or according to a time schedule to its internal hard drives. It shall
perform multi-rate data streaming compression and coding feature. The
feature shall have the capability to simultaneously record, allow multiple
users for different kinds of network viewing and playback with no loss of
performance as equivalent to SMAC-M.
1.1.1 SMAC-M allows different kinds of data steam operate
simultaneously shall not affect with each other. Totally 4 data streams
(Recording, LAN, ADSL and Dial-up) operate with different frame
rate and same picture quality.
1.1.2 The transmitter shall support up to 500GB removable hard drive and
record 10 days of images with the frame rate 200fps.
1.2 The transmitter shall provide record scheduling options for Normal and
Event status.
1.2.1 The Normal status shall be the pre-set recording mode.
1.2.2 The Event status shall provide option to record and triggered by
external alarm, video motion, power interruption or tamper.
1.3 The transmitter shall have a record retention feature that allows image to be
delete for a selected number of days.
1.4 The transmitter shall offer playback for:
1.4.1 Frame fast forward/rewind, fast picture search and pause keys
1.4.2 Event log, programmable event type, time and date.
1.4.2.1 Event types include:
1.4.2.1.1 External alarms
1.4.2.1.2 Motion detection
1.4.2.1.3 System event
1.4.3 Playback shall be quad mode or full screen mode.

2. Event and Security Management


2.1 The transmitter shall be fully comply with British standard BS8418:2003.
2.2 The transmitter shall support pre-set position for Pan/Tilt/Zoom camera. The
pre-set position shall be triggered by specific event. The PTZ camera shall
move to the pre-set position when the event is trigger.
2.3 The transmitter shall have a controllable arm/disarm feature. Event
management shall be controlled by arm/disarm on/off. The arm/disarm
feature shall include 3 types of zone (entry/exit, fire and normal zone).
2.3.1 Entry/exit zone allows user to set the delay time for entering or
leaving the surveillance area without triggering any alarm event. If
alarm recording action is enabled, recording starts at entry or exit
time through out the delay.
2.3.2 Fire zone allows alarm be triggered regards the status of arm/disarm.
2.3.3 Normal zone allows alarm be trigger by specific pre-set event during
arm status.
2.4 The transmitter shall support the following event type handling:
2.4.1 External alarm
2.4.1.1 The transmitter shall provide 1 alarm per camera.
2.4.1.2 The transmitter shall have sequential monitoring alarm
capability.
2.4.2 Tamper detection
2.4.2.1 Tamper detection shall be triggered by cut or short the wire
that connecting external alarm, relay switch or arm/disarm
input.
2.4.2.2 The tamper detection shall have SEOL and
DEOL options.
2.4.3 Video motion detection
2.2.3.1 The transmitter shall provide 16 x 12 masking grid for each
camera view.
2.2.3.2 The transmitter shall provide the option of three levels and
1 custom of motion sensitivity for each camera view.
2.4.4 Video loss
2.4.5 Power interruption
2.4.6 Disk full
2.4.7 System failure
2.5 The transmitter shall support the following event action types:
2.5.1 Buzzer
2.5.2 Dial back
2.5.3 Local recording
2.5.4 Relay switch control
2.5.5 Email notification
2.5.5.1 The transmitter shall supply the following information in
each e-mail sent:
2.5.5.1.1 Machine ID
2.5.5.1.2 Camera number
2.5.5.1.3 Time
2.5.5.1.4 Event type
2.6 Security
2.6.1 The transmitter shall request password for remote
login to the system.
2.6.2 The transmitter shall have an optional pre-registration
code request for remote software access to the
system.

3. Connectivity
3.1 The transmission rate on LAN shall up to 100fps.
3.2 The transmitter shall have 3 types of throughput control. It support network
bandwidth limitation (range 9.6kbps ~ 100Mbps), which can be pre-
configure on the unit itself.
3.3 The transmitter shall support sureLINK service (Internet connection
assigned with dynamic IP address).
3.4 The transmitter shall perform in low and medium bandwidth communication
network including ADSL, ISDN and PSTN.
3.5 The transmitter shall have a standard 10/100Base-T Ethernet connection.
The Ethernet connection shall allow live and recorded viewing on a
networked PC using the included software, or live viewing via web page
over internet explorer.
3.5.1 The software shall include the capabilities of:
3.5.1.1 Live full and quad screens of all cameras.
3.5.1.2 Fast forward and rewind recorded image.
3.5.1.3 Search and copy specific time and date data.
3.5.1.4 Manual copying of single images as BMP to PC.
3.5.1.5 Supports exterior Pan/Tilt/Zoom (PTZ) and telemetry
presets.
3.5.2 The Web page features shall include:
3.5.2.1 Viewing of live images in full and quad mode, including
telemetry control.
3.5.2.2 Playback with search date and time function.
3.5.2.3 Password authentication.
3.6 Multiple user access (up to six users), with no affect performance of live
viewing, playback and record capability.
3.7 The transmitter shall support remote system adjustments.

4. Miscellaneous
4.1 Connection
4.1.1 The transmitter shall have 2 audio inputs, 1 audio out and 1 PA
output.
4.1.2 The transmitter shall have an Ethernet RJ-45, 10/100 bast-T
connection.
4.1.3 The transmitter shall have a RS-232C modem port interface.
4.1.4 The transmitter shall have a RS-422/485 telemetry control interface.
4.1.5 The transmitter shall have a 1Vp-p BNC video output.
4.2 The transmitter shall comply with TeleEye DM4 or DM2 telemetry protocol.
4.3 Video Extraction
4.3.1 The transmitter shall support file export of digitally images over the
network and internal CD-R.
4.3.2 The extracted image shall be view on any PC without any pre-
installed player.
4.4 The transmitter shall provide a standalone user-friendly, paged menu system
that is controlled from the face of the transmitter and viewable on a
composite monitor that can be connected to the transmitter main monitor
output.
4.5 Electrical
4.5.1 The transmitter shall have four relay switches with maximum rating
24VAC and 1A.
4.5.2 The transmitter shall operate in voltage 12VDC and maximum rating
50W.
4.5.3 A power supply unit shall be included to provide an input voltage of
220 VAC 50Hz and an output voltage of 12VDC.
4.6 Operating environment
4.6.1 The transmitter shall operate under temperature range from 5C ~
45C.
4.6.2 The transmitter shall operate under relative humidity less than 85%,
no condensation.
4.7 Mechanical design
4.7.1 The transmitter shall measure 403mm x 370mm x 125 mm.
4.7.2 The transmitter unit weight shall be 3.5kg.
4.8 The transmitter shall fully comply with the British standard
BS 8418:2003
4.9 The transmitter shall be CE certified.
4.10The transmitter shall keep log for different events for 6
months.
4.11 Additional Functionality
4.11.1 The transmitter shall maintain all user-defined programming in the
event of power loss or power down.
4.11.2 Cameras
4.11.2.1 The transmitter shall provide BNC input.
4.11.2.2 The transmitter shall manual-detect connected cameras.
4.11.2.3 The transmitter shall provide on-screen indication (color in
blue) on the main monitor if power or video capability is
lost from any or all cameras.
4.11.2.4 The transmitter shall provide a user-programmable, camera
without affecting other camera recording.
4.11.2.5 The transmitter shall have software-controlled contrast and
color adjustment for each camera.
