The number of recognized disability conditions has been increased from 7 to 21 in the
RPWD Act 2016 as follows:.

The Government, NGOs and civil society institutions have been providing services to the
persons with disabilities since long, but these efforts have gained momentum since 1970’s
when the decade was marked by a new approach to disability with the concept of “Rights
for Disabled Persons”. The United Nations took the lead and issued declarations relating to
Rights to the Disabled Persons (1975). The decade 1983-92 was declared as the “Decade of
the Disabled Persons”. This was followed by the “Asia and Pacific Decade of Disabled
Persons” (1993-2002). The standard rules for the equalization of opportunities for persons
with disabilities were adopted by the UN General Assembly in 1993.

Since 1970, Ministry of Social Justice and Empowerment, Govt. of India has established
several Institutions to train professionals/manpower in the field of rehabilitation. There
are Nine National Institutes:
(i) Swami Vivekanand National Institute of the Rehabilitation Training and Research
(SVNIRTAR), Cuttack
(ii) National Institute for Locomotor Disabilities (NILD), Kolkata
(iii) National Institute for Empowerment of Persons with Multiple Disabilities (NIEPMD),
Chennai
(iv) Pt. Deendayal Upadhyaya National Institute for Persons with Physical Disabilities
(PDUNIPPD), Delhi
(v) Ali Yavar Jung National Institute of Speech and Hearing Disabilities (AYJNISHD),
Mumbai
(vi) National Institute for the Empowerment of Persons with Visual Disabilities (NIEPVD),
Dehradun
(vii) National Institute for the Empowerment of Persons with Intellectual
Disabilities (NIEPID), Secunderabad
(viii) Indian Sign Language Research & Training Centre (ISLRTC), New Delhi
(ix) National Institute of Mental Health and Rehabilitation (NIMHR), Sehore, Madhya
Pradesh
These Institutes are conducting training programs at Degree and Postgraduate level in
their respective disciplines. The Institutes also carry out research; develop models of
rehabilitation services, manpower development, and clinical & therapeutic services. They
also have extensive outreach programs so that services are available in a decentralized
manner. Over the years, the Institutes have trained thousands of professionals who are
working all over the Country and abroad. In addition to the above, the Ministry has also
established Composite Regional Centres, District Disability Rehabilitation Centres,
supporting to voluntary action programs and National Program of Rehabilitation of
Persons with Disabilities under state sector scheme. For further information website:

2. THE INSTITUTE: -
SVNIRTAR was established as an Autonomous Body under DEPwDs (DIVYANGJAN),
Ministry of Social Justice & Empowerment, Govt. of India in early eighties with the
following aims and objectives.
Human resource development in the field of rehabilitation.
Developing model service delivery system for people with disability.
Undertaking research and development in the field of rehabilitation.
Undertaking Clinical and therapeutic services.
Undertaking extension & outreach programs.
2.1. SVNIRTAR is located at Olatpur, PO-Bairoi, in the District of Cuttack, Odisha 30 kms
from Cuttack and Bhubaneswar. It has well-developed departments in Physical
Medicine and Rehabilitation, Physiotherapy, Occupational Therapy and Prosthetics
and Orthotics. It has 100 bedded hospital where surgeries are performed for
correction of deformities, contractures, clubfoot and Hansen’s disease and has made
a name for itself in limb lengthening surgeries through Illizarov method. The
Institution is strong in research and has a fair amount of published work. The
faculties are of National and International repute. The Institute is running Bachelors
Degree programs in Physiotherapy, Occupational Therapy and Prosthetics &
Orthotics courses. SVNIRTAR also conducts Postgraduate courses like Diploma
National Board (DNB) in Physical Medicine and Rehabilitation, Master of
Physiotherapy, Master of Occupational Therapy and Master in Prosthetics &

2.2 Courses offered by SVNIRTAR
2.1.1 Degree courses (Affiliated to Utkal university):-
The regular Long-term courses conducted by SVNIRTAR are as follows:
i. Bachelor of Physiotherapy (4years + 6 Months Internship)
ii. Bachelor of Occupational Therapy (4 years + 6 Months Internship)
iii. Bachelor in Prosthetics and Orthotics (4 years + 6 Months Internship )
2.1.2 Post graduate courses (Affiliated to Utkal university):-

Admission into above * specialization Subject to approval from Ministry of SJ&E,
Government of India.
Reservation for SC, ST & OBC are based upon vertical reservation, however reservation
for PH and NE candidates are based on horizontal reservation.
6. POST GRADUATE ENTRANCE TEST-2020
All the above seats shall be filled through Post Graduate Entrance Test (PGET-2020)
conducted by the Institute. Indian nationals residing in India or abroad /Foreign
Nationals particularly from neighboring South East Asian Countries seeking
admission as per eligibility are required to appear the POST
GRADUATEENTRANCE TEST, PGET-2020. The test will carry 100 marks. Duration
of the test will be 90 minutes.

number generated after online form fill-up should be mentioned. This
is also required to be mentioned while paying the examination fee.

17.07.2020. The candidate has to download and take printout of the
admit card from the SVNIRTAR website which must be endorsed by
the Invigilator of the examination centre for allowing the candidate to
appear in the examination.

iv) In the event of the candidate withdrawing himself/herself from the course
the entire course fee deposited will be forfeited and caution money deposited
at the time of admission will be refunded during the time of leaving the
course, duly recovering the losses/damages to the Institutes if any and any
sums spent by the Institute in training the candidate as per the rules of the
Institute.
vii) The candidates should bring their original certificates with two sets of
attested photocopies of the certificates at the time of counseling/admission.
Failure to produce these will lead to forfeiture of chance of admission.
ix) Canvassing to influence the result in any form will lead to disqualification.
x) The candidate should preserve the Admit card till the time of admission.
xi) The candidates should scrupulously follow the rules of discipline and code of
conduct as per the rules framed by the Institute from time to time.
xii) Limited hostel seats are available. The candidates will be given preference in
hostel admission at the discretion of the Chairman-cum –Director. The
candidates admitted to hostel will have to follow the hostel rules framed
from time to time and shall maintain utmost discipline, decency and decorum
in their behavior with the staff, co-workers, co-students etc. In case a
candidate cannot be provided hostel accommodation in the Institute, he/she
will be required to make his/her own arrangement.
xiii) Students must attend classes regularly. Unauthorized/willful absence from
classes for one month continuously will lead to the expulsion of the candidate
from the course.
xiv) The Utkal university rules regarding the percentage of attendance will be
applicable.

Admission into MPT/MOT/MPO Courses.
IMPORTANT:
IF SVNIRTAR WILL NOT BE IN A POSITION TO CONDUCT PGET-2020
ENTRANCE TEST AT DIFFERENT EXAMINATION CENTERS THROUGHOUT
INDIA DUE TO COVID-19 SITUATIONS, THEN SELECTION OF CANDIDATES WILL
BE MADE AS PER THE INSTRUCTIONS RECEIVED FROM MINISTRY OF SOCIAL
JUSTICE AND EMPOWERMENT, GOVT. OF INDIA
EWS QUOTA AT SVNIRTAR WILL BE IMPLEMENTED ON RECEIPT OF APPROVAL
FROM COMPETENT AUTHORITY
