On February 19, 2019 we attended session of barangay officials and

interview of Barangay Kumintang Ibaba Batangas City. In their meeting they
discuss on how they will maintain the peace and order in their place because
they can’t maintain the peace and order in barangay Kumintang Ibaba because
of lack in men and tools for rounding in curfew hours. The solution that they
came up with is since the barangay Kumintang ibaba is a big barangay, the
barangay captain suggested 2 barangay tanod will recieve a designation area to
round, watch and catch up whoever will disobey their instructions especially to
the minors. They also mention on what punishment will be given for those who
will disobey the segregation and burning the garbage. After the meeting/session
we conducted an interview to their barangay councilors and barangay captain
Enrique Cleofe. The first question is who are the Barangay officials of your
community, and their duties and responsibilities? They mentioned fist their
barangay captain Enrique Cleofe and their Barangay Councilors and SK
Chairman and they elaborate their duties and responsibilities. Captain Enrique
Cleofe is the father of the barangay and he is the one who carry the problems
and responsibilities in barangay Kumintang ibaba and the Barangay Councilors
are the one who making law for the Baranggay. For the second question on what
ordinances were successfully implemented in your barangay? They said that
they are proud to the barangay that they are adapting to the instructions and
ordinances of City. For the third question they said the one main problem in their
barangay is on how they will keep the peace and order in barangay because of
lackness in men and tools in rounding when curfew hours. They also mentioned
thise who are not obeying to their ordinance in burning of garbage. For the next
question, they mentioned their accomplishments as a Barangay officials. They
also said the most challenging as a Barangay official on how they will create a
ordinances and law for the barangay that will not give negative thoughts to the
citizens and how they will keep the positivity in the ordinance that they give to the
people of barangay. In terms of finances, they were handling the budget in every
branches of barangay like in medical supplies, projects, construction and peace
and order. They said that the barangay Kumintang Ibaba is having a budget 8
million pesos annually. On how they are distributing the workload for the officials,
the barangay captain is the one who give the instructions to every official and
how they will do it in neat or smooth way.

The second interview and session is in the municipality of Batangas at

Batangas City Hall. The session that we attended is compose of Doc. Jun
Berberabe as the vice City Mayor and his 11 councilors of Batangas City. They
mentioned first on how they will extend and make effective the ordinance in
segregation of garbage in Batangas City. Hon Karlos Buted suggested that give
instructions in every barangay that make the ordinance effective to the people in
every barangay of Batangas city. They also said if there will be disobedience in
this ordinance they give them warning first and if they will caught again it will
have a punishment. After the session we proceed to the interview with Vice
Mayor Doc Jun Berberabe. The first question is what inspired and motivated you
to run for Vice mayor of Batangas city? He said, he run for public office because
he believes that he can contribute to the welfare and advancement of Batangas
city. It was his dream to serve our people in batangas city and emulate greatness
despite the many sacrifices for the second question, as a city official, what are
your proposed plans and activities? He said he aims to continuously strive to
provide the basic, social, economic, and infrastructure services and support
facilities to its constituents and continue to be a industrialized Batangas city. The
third question is what are the ordinances are currently implement in this city? He
said as you heard in the session we aim to implement the segregation of
garbage. He also said they successfully implement the ordinance in interdiction
of plastic and removing the sidewalk vendors in batangas city to make the road
easier for commuter and other vehicles to pass through their destination. For the
question if they are in favors in banning in national highway/ road of tricycle
vehicles. He answered it is two sided for the people especially here in batangas
city because its good because it will lessen the vehicles in the road and it will
help to reduce the traffic and pollution in the city but it is also not good for our
tricycle drivers and other commuter especially at late nigh hours. Because the
only way you can get home is tricycle and this will be a big a big problem for
those who don’t have vehicle that can pick up them at work in late night. In terms
in finances they said that the budget that given to them is distributing in every
department/ branches. The most budget allotted to them is for the health. Like
the tb (tuberculosis), batangas city in high rate in terms of tb that’s why they gave
them full support, kit and tools to lessen the percentage of tb in batangas city.
For the peace and order in batangas city, they deploy different set of police every
night to round in every corner of batangas city since they are lacking in men to
round every night theres a place that they are not rounding. For the problems
they encountered or experience they manage to overcome those problems by
teamwork and being a good leader to his colleagues. He also said the hardest
part of being vice mayor on how they will execute the ordinances and implement
in every barangay that will not receive a negative thoughts from people.
