1 Introduction
1.1 Health Support Queensland
Health Support Queensland (HSQ) is an organisational Division of the Department of
Health and delivers a range of support services to enable the delivery of frontline health
services. HSQ provides services to all Queensland Hospital and Health Services
(HHSs), to other government agencies and to commercial clients. The current services
provided by HSQ include: pathology services, procurement and logistics for health-
related equipment, products and services, biomedical technology services, forensic
and scientific services, linen and laundry services, medicines management,
13HEALTH, radiology support and payroll.

1.2 Corporate Enterprise Solutions


Our focus is to provide solutions and services that support Queensland Health’s
Enterprise Corporate Applications and supporting payroll transactional processes. This
application suite includes the largest integrated rostering and SAP payroll solution in
the public sector and the SAP S/4HANA financial procurement and supply chain and
materials management, asset acquisition and management and project systems and
management environment (S/4HANA solution). Corporate Technology Solutions

1.3 Corporate Technology Services


Corporate Technology Services is key business area of Corporate Enterprise Solutions
with responsibility for the SAP HR system and Workbrain rostering component
ensuring that both remain in full vendor support, and that the resultant enhanced
systems can be leveraged to achieve direct business value through improved
workforce management capability and practices.

SAP Business Support Unit, CTS has responsibility for supporting the S/4HANA
solution which is Queensland Health’s innovative finance, business and logistics
solution.

S/4HANA comprises of General Ledger Accounting, Asset Accounting, Accounts


Payable, Accounts Receivable, Management Accounting and Budgeting, Asset
Management, Real Estate, Inventory Management, Operational Procurement, and
Extended Warehouse Management.

2 Evaluation
2.1 Purpose
The SAP Extended Warehouse Management (EWM) role will be responsible for
managing and contributing to system configuration and maintenance of the
Department’s SAP S/4HANA instance. They will provide expert advice and content
knowledge of the solution to ensure configuration activities are completed to meet
service delivery objectives.
Additionally, you will be responsible for managing a small multi-disciplinary team to
achieve the objectives of the Department by providing strategic expert advice to
management and end users on application and associated issues and initiative,
including risk and issue identification.

2.2 Role Specific Duties


Responsibilities and duties to be undertaken by the role include but are not limited to:
The primary duties of this role include the following:
 Configure and test SAP S/4HANA EWM in accordance with strict information
system standards and documentation requirements.
 Transfer knowledge to support staff of SAP S/4HANA EWM in accordance with the
adopted functionality and operating procedures.
 Document system configuration, technical specifications and procedures ensuring
that they are maintained, reflect best practice for user requirements and
appropriately comply with recognised Departmental and Government policies.
 Liaise with clients to solve problems that arise in the SAP S/4HANA EWM in a
timely manner.
 Proactively assess the effectiveness of the SAP S/4HANA EWM and liaise closely
with stakeholders to recommend modifications to improve system effectiveness.
 Provide expert advice and support in the completion of quality reviews of
deliverables.
 Recommend and implement improvements to the processes involved in the
deployment of application and infrastructure releases within Corporate Technology
Services. This person will also be recognized as a subject matter expert in EWM
and be influential in setting direction and process.
 Provide expert advice on changes to the solution design to ensure the system
design remains robust, fit for purpose and meets requirements
 Work collaboratively with other management team members of the support team to
ensure that each EWM system change has been fully considered for both
application and infrastructure implications and the resources are available to
implement changes.
 Other duties as directed.

 Organisational Duties as follows:


- Contribute to the effective management of the Division by adhering to relevant
financial management practices, quality management practices (ISO:9001)
and public administration policies (related to Freedom of Information, Judicial
Review etc).

- Discharge responsibilities of the position with reference to employment equity,
anti-discrimination, occupational health and safety, and ethical behaviour.
- Ensure that the information of Queensland Health is managed in accordance
with Departmental Information Security policy and Standards; in order to
ensure its confidentiality, availability and integrity.

2.3 ‘Ideal candidate’ description


Section 2.6 lists the criteria that will be applied to assess candidate suitability. As a
more general guide, vendors are encouraged to consider the following in their own pre-
assessment of which candidate to submit for consideration.
An ‘ideal candidate’ would have
Proven experience in the support and configuration of large-scale SAP Solutions,
preferably S/4HANA EWM

Well-developed analytical and problem-solving skills in SAP S/4HANA in the following


areas:
 SAP ERP solutions, particularly in the SAP module areas of EWM.
 Extensive experience in designing, configuring and supporting SAP solutions,
particularly EWM.
 High level knowledge of the integration aspect of SAP modules, including ability to
develop high quality system specifications, configuration documentation and
testing scenarios.
 Experience leading and assisting clients with designing leading edge workflow
solutions, configuration and enhancement of proprietary software product within
SAP.

These skills should include experience in formulation, documenting and implementing


functional and technical specifications, including:
 Good written and oral communication skills
 Good knowledge of current technical trends, including systems integration, and
service-oriented architecture.
Skills in the following areas would also be highly regarded:
 The candidate will ideally have forged their skill set through working in and leading
complex, large enhancements and business-as-usual support ―as a broad
indication, it is anticipated that candidates would have a minimum of 2 years’
experience in EWM.

2.4 Deliverables

Deliverables will be agreed with the Director, Solution Development, Corporate


Technology Services at the commencement of the engagement.

2.5 Additional Information
 Hours of Work. The role is expected to be delivered on a full-time basis on site at
317 Edward Street, Brisbane, 8 hours per day, 5 days per week unless otherwise
agreed with the Executive Director, Corporate Technology Services. It is highly
likely that the role will be required to be available to work outside standard working
hours to ensure activities, testing and release programs and project activities
remain on schedule.
 Smoking within Government Buildings. Smoking within Queensland Health
buildings (“buildings” to include corridors, passageways, walkways, balconies)
other than in defined areas is prohibited.
 Privacy Statement. Information Division as part of Queensland Health collects
information for the purpose of establishing and maintaining contractor, employee
and personnel records. Your personal information will not be passed onto any
third party unless your prior approval is obtained or unless legally required to do
so.

Specific Skills
30% EC3 Demonstrated well-developed analytical and problem-solving skills in
SAP S/4HANA particularly:
 SAP EWM
25% EC4 Extensive experience and configuration knowledge in EWM.
30% EC5 Demonstrated experience leading and assisting clients with designing
leading edge workflow solutions, configuration and enhancement of
proprietary software product within SAP.
5% EC6* Availability to meet proposed term of engagement, including extension
options.
10% EC7* Cost effectiveness.

* Criteria 6 and 7 will be assessed from the RMS Submission report. Candidates do not need to respond to these
criteria.
