FOREWORD

By their very nature, technical Specifications are continuously subject to modifications and
revisions. To strengthen their merit and usefulness, continuous improvements, addendum, deletion
of disparate information and consequently provision of updated revisions are to be made in order
to ascertain that such Specifications meet the current requirements, inclusive of Iranian Petroleum
Standards (IPS) and the recognized and acceptable national and international Standards, as well as
the optimal codes and practices based on the accumulated in-house know-how and plant
knowledge and experiences.

However, in reality, due to several reasons, not to mention the complexity of the matter, the
ultimate goal of continuous direct embedment of the required changes on the relevant
Specifications may be far reaching. Therefore, in the interim periods between the officially issued
revisions, the required changes will appear in other documents related to the engineering and
design work of the on going projects.

In response to the initiative of the Design and Engineering Directorate, and considering that the
task of the execution of several important and mega projects for the realization of the new oil
refineries, pipelines and oil terminals as well as improvements of the existing facilities, has been
assigned to NIOEC, it was decided to update the NIOEC Specifications and to issue new official
revisions.

The Design and Engineering Directorate was itself entrusted to carry out this important task, and
as such by forming several special technical committees, working in close co-operation and
cohesion and sharing their expertise and knowledge, the updated and revised NIOEC
Specifications were successfully prepared and complied.

These Specifications are intended to be used for Oil Refineries, Distribution Depots, Oil
Terminals, Pipelines and Pump Stations within NIOEC's projects, and have been proven to be of
high value for such purposes. It must however be appreciated that these Specifications represent
the minimum requirements and should in no way be interpreted as a restriction on the use of better
procedures, engineering and design practices or materials.

We encourage and highly appreciate the users and other clear sighted and experts to send their
comments on the Specifications to the Design and Engineering Director of NIOEC for evaluation
and approval.

1. SCOPE

NIOEC Specifications cover the general requirements for detailed engineering


procurements, testing inspection & construction of refinery/oil plant, distribution depots,
pump stations and pipe lines.

This Specification covers the minimum requirements for fireproofing of structures,


equipment supports and cables in all areas subject to fire hazard, as defined herein.

2. REFERENCES

Throughout this Specification the following dated and undated standards/codes are referred
to these referenced documents shall, to the extent specified herein, form a part of this
Specification.
For undated references, the latest edition of the referenced document (including any
supplements and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in dated references that occur after the cited date , shall
mutually be agreed upon by NIOEC and the Vender / Contractor.

3. UNITS

International system of unites (ST) shall be used in accordance with NIOEC-SP-00-10,


unless otherwise specified.

4. DEFINITIONS

- Vermuculite: Hydrated laminar magnesium-alumi-num-iron silicate which is heat-


expanded 8 to 12 times to produce a light noncombustible mineral material used for
fireproofing and as aggregate in lightweight concrete
- Perlite: Natural volcanic material that is heat- expanded to a form used for lightweight
concrete aggregate, fireproofing, and potting soil.

5. GENERAL

When this specification forms part of contract documents, the contractor shall furnish all
material, tools, equipment, utilities, facilities, scaffolding, etc., and shall perform all labor
and services necessary for the proper execution and completion of all fireproofing for
structural steel or other equipment as shown on the drawings, as specified herein and/ or as
reasonably implied.

6. MATERIALS

a. All fireproofing shall be carried out using concrete or brick as specified and referenced
herein. intumescent mastics and paints are not acceptable materials. Special fireproofing
concrete may be used with the written approval of N I O E C .
b. All fireproofing pured concrete shall meet the requirements of NIOEC-SP-10-01.
Maximum aggregate size shall be 10 mm. the minimum equivalent cube compressive
strength at 28 days shall be 21 N/mm2 and concrete shall have a minimum cement
content of 350 kg/m³.
c. All fire proofing gun-applied concrete fine aggregate shall comply with this table and
shall consist of 1 Part cement to 3.5 Part of fine aggregate proportioned by weight. the
minimum equivalent cube compressive strength at 28 days shall be 28 N / mm2 .

d. Reinforcing fabric for poured concrete fire proofing shall be galvanized weld mesh with
wire size of 100mm× 100mm×2.5mm

e. The gun-applied concrete fireproofing shall be reinforced with galvanized steel welded

f. wire fabric 50 mm x 50 mm x 3 mm dia for all large surface areas e. g. vessel skirts.For
vermiculite cement , the galvanized mesh shall be 25 mm x 25 mm x 1.6 mm .

g. On structural steel members material shall be 25 mm x 25 mm x 2 mm galvanized steel


welded wire fabric maintained at 20 mm from profile by the use of 20 mm dia carbon steel
bars, suitably located to maintain this distance at all locations.

h. Refer to NIOEC standard drawings listed under clause 2 for details of application of
various materials.

i. Brickwork should be of good quality building brick or second quality firebrick, set in
cement mortar.

j. Vermiculite or perlite shall be supplied as a dry premixed factory- controlled material in


suitable containers. The mix shall be based on Vermiculite or perlite (instead of gravel)
with cement plus additives to improve its rheological properties that are resistant to high
temperatures. Dry densities range from 400 to 1300 kg per cube.

7. DESIGN APPLICATIONS

7.1 Fireproofing Structural Steel

In all areas subject to fire hazard, all steel columns, supporting equipment, such as
towers, tanks, vessels, exchangers, transfer lines, etc. containing flammable or toxic
materials, shall be fireproofed from the base up to and including beams and cross
members transmitting equipment loads to columns, that is, the equipment support
level. Generally fireproofing need not be carried out higher than 7.5 m above grade.
Refer to NIOEC- SD-1002 for typical pipe rack and air cooler structure arrangement.

7.2 Fireproofing Vertical Vessel Skirts

7.2.1 Steel skirts of vertical vessels containing hydrocarbons or toxic materials should be
fireproofed according to the table shown:

7.2.2 Vessel skirts shall be fireproofed with manually or pneumatically applied concrete.
Reinforcement shall be applied to fireproofing according to referenced N I O E C
Standard Drawing.

7.2.3 L. P. G. Storage spheres shall have the legs fireproofed.

7.2.4 When standard saddles (saddle height less than 30 centimeters at lowest point) are
used to support horizontal vessels and exchangers these saddles shall not be
fireproofed. Otherwise entire saddle shall be fireproofed.

7.2.5 Main heater columns shall be fireproofed from the top of concrete pier, to within 50
mm of underside of hearth plates. Supporting hearth beams shall be fireproofed.

7.2.6 Local runs of power cables and instrument cables or tubing vital to the emergency
shutdown system of the plant, which must run above ground and pass through areas
of high fire risk, such as adjacent to heaters or hot oil pumps, shall be provided with
fire protection in order to give sufficient time in the event of a fire, to enable the
unit to be shut down safety. The design of the protection shall be approved by
NIOEC.

7.2.7 Anchor bolts at ground level need not be fireproofed unless specifically requested
but such bolts located above ground level for elevated vessels should be covered
with mortar cement.

8. SURFACE PREPARATION OF STEEL WORK

- All surfaces to receive fireproofing shall be free from loose flaky rust, loose scale, mud,
oil, grease, or other coatings that would reduce concrete bond.

- Steelwork which is to be fireproofed by brickwork shall be freed from with scale, rust,
grease and dirt and painted with 2 coats of solvent based bituminous paint. This shall be
applied even if the steel has received a shop priming coat.

9. APPLICATION OF BRICKWORK FIREPROOFING

When bricks are used for the protection of vessel skirts, they shall be built close around
the skirt and reinforced with 2 horizontal strands of 2 mm (14 SWG) reinforcing wire in
the mortar between courses at every third course up from the bottom.

10. APPLICATION OF CONCRETE FIREPROOFING

a. Concrete fireproofing may be gunited, poured or troweled concrete with 50 mm


minimum thickness on all sides of steel members, except that beams under walk plates
may have their top flange left exposed.
The concrete shall be held in place by securely fastened wire mesh as specified in
clauses 6.d and 6.e . Fireproofing need not be rubbed to a smooth finish provided there
is no honeycomb.

b. Any unusual details necessary for applying fireproofing to structural steel members
shall be shown on the structural steel drawings.

c. Concrete shall be kept moist for seven days while maintaining a temperature over (5 c)
to ensure proper curing.

d. All fireproofing shall be carried out after completion of the insulation and/or painting of
the vessel/ steel structures. This is to avoid the staining of the fireproofing concrete by
rust run-off when it rains.

11. INSPECTION

NIOEC or its appointed representative reserves the right to inspect the work during all
phases of preparation and application.
