5. These are useful in evolving a suitable price policy
The Commissioner of Civil Supplies is organizing Price Monitory Committee
meeting frequently under the Chairmanship of the Chief Secretary to monitor the
prices of essential commodities.
The Directorate has been collecting data on Prices, Wages and construct of
Indices on various prices to meet the requirement of both Central and State
Governments, in addition to the estimation of Gross State Domestic Product
(GSDP) and Gross District Domestic Product (GDDP).
The indices released by the Government of India viz., Consumer Price Index
of Industrial Workers, Agricultural Labourers & Rural Labourers, Urban, Rural &
Combined and Wholesale Price Index are also included in this report.
This Publication is divided into three parts i.e., Prices, Wages and Index
Numbers. The details are as follows.

RETAIL PRICES: Retail prices are those actually charged to the consumers for cash
transaction and are inclusive of all taxes which are payable by them. However,
rebates and discounts given to consumers in general are taken into account. Thus,
the retail price may be defined as money cost to the consumer of a specified unit of
sale which is inclusive of all taxes but excludes all rebates, discounts, etc

¾ Retail prices are used to monitor prices of essential commodities for the
benefit of consumers in order to ensure affordable prices.
¾ Retail prices are also used to construct consumer price indices
¾ These prices have been collecting on daily & weekly for monitoring at
different levels right from Divisional head quarters to State in order to
take faster and effective Market intervention.
Directorate of Economics & Statistics collects and forwards the retail prices of
essential commodities regularly on Daily, Weekly, Monthly and Yearly basis to the
Civil supplies Department and to the Group of Ministers so as to take appropriate
measures for achieving the desired stability in prices by the Government.
1) DAILY RETAIL PRICES:
The Directorate has been collecting the prices of six Essential commodities
from 49 Revenue Divisional Head Quarters in the State on daily bases and
compiles on daily /weekly/Monthly bases to monitor Price trends. The (6) Essential
Commodities are Rice, Redgramdal, Groundnut Oil, Tamarind (with / without
seed), Red Chillies (dry) and Onions altogether in 13 grades. The daily prices data
is uploaded to the Hon’ble Chief Minister CORE dashboard from this department.
Period of Collection: On all working days.
Time of Collection: Every day between 10.00A.M to 1.00 P.M
Transmission of Information: Immediately after collecting the information, the
data will be transmitted to the DES through the Web
application.
Users: The Directorate will furnish the information of all 49
centers along with State averages to the
Commissioner of Civil Supplies every day. Weekly /
Monthly consolidated report is also being furnished to
the commissioner of Civil Supplies and submitted to
the Group of Ministers during the review meetings
Note: The Daily prices data of six essential commodities has been tabulated
into Month-wise and District-wise and the Monthly average is presented
in Tables 1to3.Centre wise prices are also available on DES Web-site.

2) WEEKLY RETAIL PRICES
The Directorate is also collecting and compiling the Retail Prices of
25 Essential Commodities from all the 49 Revenue Divisions in the State on Every
Friday in 30 grades.
Utility: State consolidated report is submitted to the review meeting of Group of
Ministers in addition to furnishing to the following departments regularly.
The Average Retail Prices of certain Essential Commodities for the years
2011-12 to 2014-15 in Andhra Pradesh are presented in the following graphs.

3) WHOLESALE PRICES: Wholesale Price is generally taken as the rate at which a
relatively large transaction or purchases, usually for further sale, is effected. . The
price includes all incidentals born by the purchaser such as cost of container,
charges for weightment, Wholesalers Commission, Market Fees and Taxes, charity, if
any, etc.
COLLECTION OF PRICES
The Wholesale Prices of '40' Agricultural Commodities are collected once in a
month from all the selected wholesale centres in the State. The data will be
consolidated at the district headquarters and the district report is transmitted
through online.
The wholesale prices for each of the agricultural commodities are collected
variety-wise. The variety of the items has been selected based on major
transactions.
Month wise and Commodity wise State Average Wholesale Prices are resented
in Table-7.
SELECTION OF CENTRES
The centres have been selected based on the availability of the commodity in
the District.
GENERATION OF REPORT
State Average Wholesale Prices are generated on monthly basis

The data collecting through monthly reports is used for verification of the
market trends in comparison with “Farm Harvest Prices” and “Retail Prices”.

4) AGRICULTURE PRICES
Usage: These Prices used in the estimation of GSDP/DDP, ( i.e for arriving the
gross value of output of each commodity at farm gate prices/at market cost)
The prices, which are using in the estimation of GSDP are Agricultural Producer
Prices i.e. Price received by farmers for their produce at the Village site, first stage
sale of produce immediately after harvest. Farm Harvest Prices are being collected
for 23 Principal Agriculture Commodities.
Farm Harvest Price is defined “as an average price at which the commodity
in bulk is disposed off by the producers at the village site during the specified
harvest period”. Farm Harvest Prices are collected during the Peak Marketing
Period i.e., for six to eight weeks in both Kharif and Rabi Seasons separately.
These Prices have been collected for 23 Principal Agriculture Commodities viz., 1.
Paddy,2. Jowar, 3.Bajra, 4.Maize, 5.Ragi, 6.Korra, 7.Red gram, 8.Bengal gram,
9.Black gram, 10.Green gram, 11.Horse gram, 12.Cane Jaggery (Gur), 13.Onions,
14.Turmeric,15.Chillies Dry, 16.Coriander, 17.Groundnut, 18.Gingelly,
19.Safflower, 20.Castor,21.Mesta, 22.Cotton Kapas and 23.Tobacco(v).

consumers. And if the prices fixed are lower than the wholesale market rates,
there is no incentives to farmers.
The consumer will get commodities relatively at fair price when compared
with local markets and street vendors.
The Directorate has been collecting the monthly whole sale prices of Live
Stock, Livestock Product, Poultry and Livestock Feed for 69 items from 53 selected
centers covering all 13 Districts in the State. These prices are used to estimate the
Gross State Domestic Product from live stock sector at state level. These prices are
collected at the point of production or at the first sale point.

FORMAT-2: Prices of of Livestock Products such as meat, head, legs, Hide and
skin etc., are collected in this format.
FORMAT-3: Prices of Poultry and Livestock Feed etc., are collected in this format.

Collection of Prices: The data is collected from all Districts in the state once in a
month by following methodology as given below:
• The information relating to “Live Stock Particulars” are collected from Cattle
Sandy (Market)@ One popular center per District
• The Prices relating to “Live Stock Products” are collected from Slaughter
House @ one popular market center per District
• The Prices relating to “Poultry Products and Feed” are collected from
Predominant Poultry farms area (two poultry farms per district)
• The prices relating to “Eggs” are collected from “NECC Publication”
• The prices relating to “Wool” are collected from the Kurnool district only
• The Prices relating to “Milk” are collected from milk collection chill centre in
the selected village.
The main objective of collection of these data to compile an index number of:
The data also shows the trend of prices of building materials and wages of
certain categories of construction labour. Presently, the data on prices and wages
are being collected from 26 centres spread over in the state.
A detailed procedure for collection of such data has been laid down by the
NBO along with instructions to cover special situations which might involve a

process of substitution or the prescribed grade and variety of different building
materials. Necessary proformae for collection of data have also been prescribed.
a). Building Material Price: The main aim for price data collection is to know the
price change of the prescribed quantity and quality at a particular centre on a
particular date. While collecting data on Building material price, these factors have
to be strictly followed.
1. Price of same quality to be collected every time 2. Unit must be the same
3. Quantity must be the same 4. Price must be collected from the designated shop,
and pre decided market of the centre.5. Price must be collected on the last working
day of each quarter.6. Price should be the one the builder actually paid, it should
include the sales tax and local tax if any.7. Data has to be collected without
interval/break.
In case, if prescribed grade and variety is not available in the selected shop,
the price for the same item is collected from the reserved shop. If that is also not
available, the price may be collected for the prescribed quality and quantity in any
other shop in the market. In case, prescribed quality is not available, then
commonly used quality is selected.
b). Building Labour wage
The wage rates are collected for the particular centre as follows

The Building Construction Cost Index for the years 2011-12 to 2014-15 for

Part II
WAGES
Agriculture Labour is one of the most vulnerable segments of the
country's Labour force. The regular wage employment in the rural areas is an
exception rather than rule. Casual employment is the norm with seasonality as
characteristic feature depending upon the agricultural operations. Collection of
regular data on Agriculture labour is of paramount importance for
formulation of Wage policy and for enforcement of Minimum Wages in the
State.
The DES collects agricultural and non agricultural labour wages on Monthly
basis to fulfill the needs of Ministry of Agricultural, GOI .
The centre wise data received for 23 occupations from the districts is
computerized. Before computerization, the data is thoroughly scrutinized
and discrepancies, if any, are referred back to the field for clarification. In the
next stage, occupational wise collected data grouped in to category wise and
arrived at average monthly wages for four different categories. District-wise
and monthly State Average of Daily Wages of Agriculture and Non Agriculture
labour are compiled.
The information collected are compiled for the following categories.

SKILLED LABOUR: Those labour engaged in preparation and servicing of
Agricultural implements comes under this category such as Blacksmith,
Carpenter and Cobblers of that village.
HERDSMEN: Those engaged in Rearing, Grazing Cattle, Sheep, Goat etc., are
termed as Herdsmen. They may be either engaged on annual basis, monthly or
daily basis.
After collecting the monthly Daily wages, the data is compiled into
category wise average wage price relatives (1980-81 =100 as a base year ) and
reported to the Economic Advisor, Ministry of Agriculture and cooperation, Govt.
of India.

Part III
INDEX NUMBERS
Price Index is an indicator of the average price movement over a period for a
fixed basket of goods / services. The constitution of the basket of goods &
services is done keeping in to consideration whether the changes are to be
measured in Retail, Wholesale prices etc. It is also considered as a barometer of
economic activity. There are two types of price indices, namely, the Wholesale
price index (WPI) and the consumer price index (CPI), compiled in the country.
1) Consumer Price Index : The main objective of the Consumer Price Index is
to measure changes over a period of time in the level of retail prices of a
fixed basket of goods and services of a targeted group of people consume.
¾ There are four consumer price indices compiled in the country for
different segments of consumers, namely, the industrial workers
(IW), agricultural labourers (AL) and rural labourers (RL). CPI
(Rural, Urban and combined).

INTRODUCTION
The history of compilation & maintenance of Consumer Price Index
Numbers for industrial Workers owes its origin to the deteriorating economic
condition of the workers on account of abnormal rise in prices following the First
World War. As a result of sharp rise in prices and the cost of living, some
Provincial Governments started conducting Family Budget Enquiries and
compilation of Consumer Price Index Numbers for Industrial Workers in the
country. But none of them was entirely satisfactory.
In pursuance of the recommendations made by the Rau Court of Enquiry,
the job of compilation & maintenance of Consumer Price Index Numbers for
Industrial Workers was taken over by the Central Govt. in 1941.

However, the compilation of index numbers on uniform and scientific lines
was started only after the conduct of the Family Living Surveys during 1958-59
at 50 important industrial centres, spread over length and breadth of the
country, and compilation of Consumer Price Index Numbers for Industrial
Workers on base 1960=100. Since then the compilation and maintenance of
Consumer Price Index Numbers are being done by the Labour Bureau on a
continuous basis.
¾ The series (1982=100) had replaced the old (1960=100) series in
December, 1988 with the release of October, 1988 index.
¾ The new series on base 2001=100 has been released on 9th March,
2006 with January, 2006 index which has replaced the earlier
(1982=100) series.
SCOPE AND COVERAGE : Under the 1960 series of Consumer Price index
Numbers for Industrial Workers, the coverage of Industrial Workers was limited
to 3 sectors i.e. Factories, Mines and Plantations. The coverage of the Industrial
Workers for 1982 and 2001 series for the conduct of working class Family
Income & Expenditure Surveys were extended to seven sectors by including four
more sectors viz. i) Railways, ii) Public Motor Transport Undertakings, iii)
Electricity Generating and Distributing Establishments, and iv) Ports and Docks.
Under the 2001=100 series, the Labour Bureau has been compiling
Consumer Price Index Numbers for Industrial Workers for 78 selected centres
and all-India as against 70 centres in the 1982 series. These 78 centres were
selected on the basis of their industrial importance in the country and distributed
among different States in proportion to the industrial employment in the State
subject to a maximum allotment of 5 centres per state per sector.
WEIGHTING DIAGRAM:
The Centre-wise Weighting Diagrams for the Index has derived from
results of Working Class Family Income and Expenditure Surveys conducted
during 1999-2000 in all the 78 selected centres. The survey was conducted over

a period of 12 months in each and every selected centre during 1999-2000,
with an equal number of sample of families was canvassed every month.
As it was not feasible to monitor the price behaviour of all the items on
which index population reported consumption expenditure (nor it is necessary),
only representative items were retained in the index basket, which were
manageable over time. For this purpose, the first step was to form group of
items which meet similar or related demands of the consumers.
The total expenditure on consumption items was divided into 6 main groups viz.,
I - Food
II - Pan, Supari, Tobacco & Intoxicants
III - Fuel & Light
IV - Housing
V - Clothing, Bedding & Footwear
VI - Miscellaneous
In the first and the last group, a few well-defined sub-groups have also
been formed.
The items directly retained in the basket were those which a) constitute
atleast one percent expenditure in the Group/Sub-Group; (b) had significant
number of families reporting expenditure; and c) could be priced satisfactorily
over the life of the series. The remaining items were imputed to related items or
to a group of items depending upon their similarity of want satisfying capacity,
manufacturing process or price behaviour, etc. The percentage expenditure on
each item in the sub-group/group represents its weight. Similarly, the
percentage expenditure on sub-group/group in the Group/Total consumption
expenditure represents their weight.
RETAIL PRICES
The retail prices used in the index calculation are those actually charged
to the consumers for cash transaction and are inclusive of all taxes which are

payable by him. However, rebates and discounts given to consumers in general
are taken into account. Thus, the retail price may be defined as money cost to
the consumer of a specified unit of sale which is inclusive of all taxes but
excludes all rebates, discounts, etc. The retail prices of price sensitive items
such as cereals, pulses, vegetables & fruits, oils & fats, etc. are collected on a
weekly basis. Similarly, the prices of some other items like cinema, furniture,
utensils, clothing, house-hold appliances, etc., which are known to vary less
frequently, are collected on monthly basis. However, the price data relating to
house rent, school/college fees and books, etc. are collected on six-
monthly/yearly basis as these items do not show much change in their price
behaviour.
The retail prices of the selected items are collected on the fixed date/day
While collecting prices, various elements such as fixity of markets, shops,
specifications, unit of purchase, day and time of price quotations, etc. are
maintained for the purpose of comparability.
HOUSING INDEX
For compiling housing index, the rented, self-owned and rent free houses
are taken into account. The rental data for self-owned houses are collected from
the comparable rented dwellings of the locality or within the vicinity of the
locality. However, for rent-free houses, rent index is frozen at 100. Thus, for
compiling the housing group index, three separate indices are compiled for rent-
free, rented and self-owned houses and these indices are combined by using
their respective weights, which are proportion of families residing in these three
categories of houses, to work out the weighted housing index for the centre.
Housing index is compiled by following ‘Chain Base method’, once in every six
months viz., January and July and kept constant for the subsequent five months.
Rental data, for utilising in the compilation of housing index, are collected twice
a year, from a sample of dwellings through half yearly Repeat House Rent
Surveys.

In the first stage, price quotations of an item in all outlets of all the
markets in a month are averaged for a centre. On the basis of this average
price, a price relative (over base period price) is worked out. However, in case of
certain items which are supplied through subsidized outlets (fair price shops),
first the weighted average price of open market and fair outlets in each selected
market of a centre is worked out (weight being availability ratio in the respective
outlets in that month). In the next stage, a simple average of these market
prices is worked out to arrive at the centre price. On the basis of this average
centre price, a price relative is worked out. The sub-group or group index is
worked out as a weighted average of an item/sub-group index respectively. The
general index of a centre is worked out as a weighted average of group indices.
An all-India index, which is weighted average of 78 centre indices, is also
worked out every month. The weight assigned to each centre is the proportion of
the total consumption expenditure of estimated number of families allocated to a
centre in the State to sum total of all such expenditure over all centers in the
country.
On par with Central Series, the D.E. & S., A.P is also compiling the CPI-IW
with same base year 2001=100 for 4 complex centres and releasing index every
Month after approval of Standing Committee.

2) CPI NUMBERS FOR AGRICULTURAL LABOURERS & RURAL
LABOURERS (CPI AL&RL)

SCOPE & COVERAGE: The Consumer Price Index Numbers for Agricultural
Labour cover the households of agricultural labourers and the Consumer Price
Index Numbers for Rural Labour cover the households of rural labourers
(including agricultural labourers). The rural retail prices utilised in these
two series of index numbers are the same, but the weighting diagrams
used for compiling these indices are different.

WEIGHTING DIAGRAM:
The consumer expenditure data collected by the NSSO, in its 38th Round
in 1983, was used for deriving weighting diagrams for all the 20 States and All-
India, separately for Agricultural Labourers and Rural Labourers.
For calculation of the index, groups and sub-groups were formed, to the
extent possible, on the pattern of CPI Numbers for industrial workers on base
1982=100 and. The expenditure was categorized into following groups:-
(i) Food;
(v) Miscellaneous.
As it was not feasible to include all the items of expenditure in the index
basket because of their un-manageability due to large number or existence of
items which can not be priced easily or non-availability of regular price data for
some of the items, recourse to imputation of expenditure was undertaken.

Imputations were done at four levels, viz., (i) item level, (ii) section level,
(iii) sub-group level, and (iv) group level. Item level imputation consisted of
straight addition of expenditure of one or more unpriced items to a priced item
within the same sub-group/group. Section level imputation consisted
of proportionate distribution of expenditure of one or more unpriced items over
several priced items which formed a distinct section within a sub-group/group.
SELECTION OF BASE YEAR: A number of factors are taken into account for
determining the base year of the series. A period affected by developments of
serious nature such as war, floods, draught etc. is not adopted as the base year
because it cannot be treated as a normal year. Generally, a year during which
the enquiry is conducted or a period not very distant from survey period for
which reliable price data are available is adopted as the base year.
The base period of the current series has been taken as agricultural year
(July, 1986 to June, 1987). Though there is a gap between the weight base
(1983) and the comparison base (1986-87), no adjustment in weights has been
made owing to differences in price levels between two periods.

The State index from these state price relatives is worked out by using the
Laspeyre,s base weighted formula.
All-India Index: The all-India index is worked out as a weighted average of the
indices of 20 States, weights being the estimated consumption expenditure of all
rural and agricultural labour households in each State as a proportion of
corresponding expenditure for all-India. All-India group indices are also compiled
by using the State weights in the particular group, derived as a proportion of
corresponding expenditure at all-India level.

index figures of 1986-87 series need to be multiplied by the linking
factors as given below:-

3) BUILDING CONSTRUCTION COST INDEX IN A.P.

The Directorate has been collecting the Prices of Building Materials and
Wage Rates of Construction Workers on the last working day of every quarter
from 13 District Headquarters and 13 Rural Centres covering one from each
District and the State average as well as District wise Price details are being
sent to the National Building Organisation, New Delhi along with the wages of
the Construction Labour.
The quarterly average Prices are worked out for the State on the basis of
the Prices received from the Districts and compiles Index Numbers for Rural
and Urban Centres separately.
The Quarter-wise Building Construction Cost Index with the Base year
1988- 89=100 for the year 2014-15 is presented in the Table- 16(A) and 16(B).

(5) CONSUMER PRICE INDEX NUMBERS FOR URBAN & RURAL AREAS
(6) Separate series of index numbers are being compiled to capture the price
movements in retail level in India. Details are as follows:
1. Consumer Price Index for Industrial Workers (CPI-IW),
2. Consumer Price Index for Agricultural Labourers / Rural Labourers
(CPI -AL/RL)
All these indices are designed to measure the changes in the prices of
goods and services consumed by specific segments of population. The National
Statistical Commission has recommended that the current CPI series does not
encompass the changes in the prices for the entire Rural and Urban population.
Hence, there is a need to compile the CPI separately for the entire Rural and
Urban populations.
