National Service Training Program

What is NSTP?
"The prime duty of the government is to
serve and protect the people. The
government may call upon the people to
defend the state, and in fulfilment
thereof, all citizens may be required under
conditions provided by law, to render
personal military or civil service“

What is the NSTP
Law?
The NSTP Law or RA 9163 is a program
aimed at enhancing civic consciousness
and defense preparedness in the youth by
developing the ethics of service and
patriotism.
It is a consolidation of House Bill No. 3593
and Senate Bill No. 1824 passed by the
House of Representatives and the Senate
in 2001. The NSTP Law was signed in
January 23, 2002.
The NSTP Law has made ROTC optional
since the first semester of school year
2002-2003 and has allowed students to
choose from ROTC, LTS and CWTS as a
requisite for graduation.
Three Components of NSTP

1. Civic Welfare Training Service


(CWTS)
2. Literacy Training Service (LTS)
3. Reserve Officer Training Corp
(ROTC)
It is designed to actively involve students
in activities contributory to the general
welfare and betterment of life for the
members of the community or the
enhancement of its facilities.

CWTS
Common Focus of CWTS:
1. Health
2. Education
3. Environment
4. Entrepreneurship
5. Safety
6. Recreation
7. Morals of the Citizenry

CWTS
This program is designed to train
students to teach literacy and
numeracy skills to children, out-of-
school youth, and other segments of
the society in need of their service.

LTS
This program is designed to provide
military training to tertiary level
students in order to motivate, train,
organize, and mobilize them for
national defense preparedness.

ROTC
ROTC shall develop to its members
1. Patriotism
2. Moral Virtues
3. Respect for Rights of Civilians
4. Adherence to the Constitution

ROTC
Who shall take
the NSTP?
All incoming freshmen students, male
and female, enrolled in any
baccalaureate and in at least two (2)-
year course technical-vocational
course or associate courses, are
required to complete one (1) NSTP
component of their choice as a
graduation requirement.
Since when has
the NSTP been
implemented?
The NSTP has been implemented since
the start of school year 2002-2003
How is the NSTP
taken up?
Each of the NSTP components is
undertaken for an academic period of two
(2) semesters and is credited for three (3)
units per semester with fifty-four (54) to
ninety (90) training hours per semester
What if I cannot take
the NSTP during the
regular semester?
A one-summer program in exchange of
the two (2)-semester program may be
designed, formulated, and adopted by
DND, CHED, and TESDA, subject to the
capability of the school and the Armed
Forces of the Philippines (AFP) to handle
the same.
What if the NSTP
component of my
choice is not offered
in my school?
If the school doesn’t offer the NSTP
component, the student will be allowed
to cross-enrol to other schools.

The student will be subjected to the


existing rules and regulations of their
school of origin and accepting school.
What will
become of NSTP
graduates?
Graduates of the non-ROTC components
shall belong to the National Service
Reserve Corp (NSRC) which could be
tapped by the State for literacy and civic
welfare activities.

Graduates of the ROTC component shall


form part of the AFP Citizen Armed Force,
subject to DND requirements.
Who is responsible
in supervising the
NSTP to students?
School authorities shall exercise academic
and administrative supervision over the
design and implementation of the NSTP
components in their school.

In case of ROTC, the school will be in


collaboration with the DND in the
supervision and implementation.
What lead agencies
will monitor the
implementation of
the NSTP?
1. CHED Regional Offices
2. TESDA Provincial and District Offices
3. DND-AFP
Is the NSTP available
in all schools and
universities?
All higher and technical-vocational
schools offer at least one (1) of the NSTP
components.

State universities and colleges offer the


ROTC component and at least one (1)
other NSTP component.
NSTP in CEFI
CEFI offers the CWTS/LTS
The program is taken in 2 semesters.

The subjects in the program are


requirements for a baccalaureate degree
for both male and female students.
The program is designed to encourage the
youth to contribute in improving the
general welfare and the quality of Filipino
life.

Students are required to carry out


projects and services contributory to the
general welfare and betterment of life of
community people.
NSTP-CWTS VISION
To train students to become innovators of social change
with a culture of excellence and to become leaders with
integrity, competence, and commitment to render service
to the community.

To develop in the youth the values of patriotism and


national pride, discipline and hardwork, integrity and
accountability for nation building, and volunteerism as
valuable and effective members of the National Service
Corp of CWTS.

Topics and Scope
of Instruction
1. Self-awareness and values
development deals with the
nature of self, personal
development, roots of the
Filipino character, nationalism
and patriotism, and good
citizenship values with core
Filipino values.
2. Leadership training discusses
the concepts of leadership,
human behavior,
communication, motivation,
teamwork, time management,
and decision making.
3. Dimensions of development
covers global, national, and local
issues on (a) health, (b) education,
(c) entrepreneurship, (d) recreation,
(e) morals of the citizenry and other
social welfare concerns such as
voter’s education and poverty
alleviation
4. Community exposure and
agency visits refer to the nature,
development, and approaches
in community work and
community building.
5. Community needs assessment
includes knowing the
community and community
needs assessment process,
survey, and actual conduct.
6. Community services dwell on
drug education, health
education (medical and dental),
environmental education, and
entrepreneurship, and culture.
7. Program evaluation tackles
the fundamentals,
development, implementation,
monitoring, and evaluation of
the program.
NSTP in CEFI

GUIDELINES and POLICIES


General Policy:

Foreign students are exempted


from taking the NSTP

SK Officials are exempted from


taking the NSTP

They have to submit documentations of


their activities in the barangay
General Policy:

A NSTP student is only allowed


to have three (3) absences
(equivalent to 9 hours).
Excused absences must be accompanied with
necessary documents.

If a student acquired more than


three absences, he will be
dropped from NSTP 1 or will
receive a grade of 5.

Checking of attendance will be


conducted twice every session.

No uniform, no entry.

Collecting money from


members for a group project is
discouraged
PUNCTUALITY
Meeting is every other Saturday
Duration of meeting is
9:00 AM -12:00
1:00 PM – 4:00 PM.
(with 15-min break)
Students are not allowed to leave
school premises during lunch
break.
The guards on duty deny
entrance to late students.
