Minutes of the 46th meeting of Western Region constituents regarding Connectivity/LTA Applications held on 13.04.2020

List of participants is enclosed at Annexure-I.

COO (CTU-PLG), POWERGRID welcomed all the participants. Thereafter, deliberations as per the agenda commenced and the
details of the deliberations are as given below.

1.0 Minutes of the 44th and 45th Western Region constituents meeting regarding Connectivity / LTA Applications
The minutes of the 44th & 45th Meetings of Western Region constituents regarding Long Term Access and Connectivity applications
held on 28.01.2020 & 28.02.2020 were issued vide letters dated 24.02.2020 & 08.04.2020 respectively. As no comments /
observations were received, the minutes were confirmed.

2.0 Proposal for grant of connectivity to the applications received from renewable energy sources
It was informed that 2 nos. of applications for Stage-I Connectivity were received in the month of February, 2020. The details of the
applications along with proposal for Grant of Stage-I Connectivity are as under:

*As per the national wind solar hybrid policy, wind-solar plant is recognized as hybrid plant if the rated power capacity of one resource is at least 25% of the
rated power capacity of other resource. RSEPL is compliant with the same.

With respect to application at Sl. 1, (RSEPL Hybrid Power One Limited)[RHPOL], the applicant informed that although the Installed
capacity of the hybrid project is 205.15MW (as given above), the net quantum of power to be interchanged with the ISTS Grid shall
never exceed 150MW. It was also informed that AGEMPL has already been granted Stage-II connectivity for its 300MW, 250MW &
175MW wind projects totaling 725MW at Bhuj PS through AGEMPL - Bhuj 220kV D/c line (with power carrying capacity of about

400MW per ckt). Hence, RHPOL seeks to utilise the spare 75MW capacity on the dedicated line of AGEMPL for which the Stage-II
connectivity application has already been made by them in the month of Mar'20.

CTU informed that as only 75MW spare capacity is available on the dedicated line of AGEMPL, it would not be possible to grant
150MW Stage-I connectivity through this corridor.

Representative of RHPOL stated that Stage-I connectivity may be granted only for 75MW for which they shall also submit a formal
written communication shortly. Subsequently, M/s RHPOL vide letter dated 20.04.2020 confirmed that since the available capacity
on AGEMPL - Bhuj PS 220kV D/c line is 75MW, M/s RHPOL may be granted Stage-I Connectivity for 75MW instead of 150MW.

After deliberations, it was decided to grant Stage-I connectivity to RHOPL for 75MW at Bhuj PS through AGEMPL - Bhuj 220kV D/c
line for which lead generator agreement has already been signed by RHOPL and AGEMPL and submitted along with the Stage-II
connectivity application (received in Mar'20).

With respect to application at Sl. 2, it was informed that Rewa Ultra Mega Solar Limited has already granted Stage-I connectivity for
450MW Neemuch project through the following transmission system:

 Rewa Ultra Mega Solar Limited - Chittorgarh PS 400kV S/c line

Now, RUMS has applied for additional 50MW Stage-I connectivity for the same project making the total connectivity capacity as
500MW.

Representative of RUMS Ltd. informed that RfP for 500MW Neemuch project has already been issued. Further, additional 500MW
solar potential also exists in the vicinity of Neemuch project, which shall be developed in Phase-II. MPNRED informed that they are
taking up the matter with MNRE to enhance the capacity of Neemuch project from earlier sanctioned 500 MW to 1000 MW.

After further deliberations, it was decided that the Stage-I connectivity for additional 50MW quantum shall be granted at Chittorgarh
S/s (existing) utilizing the earlier agreed Rewa Ultra Mega Solar Limited - Chittorgarh PS 400kV S/c line (under the scope of
RUMSL).

It was informed that the various provisions which shall be applied with respect to grant of connectivity to the ISTS Grid as given at
Annexure-II. The applicants noted the same.

3.0 Transmission system for effecting the LTAs granted from Torrent Energy Ltd. (DGEN) Power plant in Dahej, Gujarat
It was informed that the following LTAs totaling 1200MW have been granted to Torrent Energy Ltd./Torrent Power Ltd. for transfer
of power from DGEN Power plant in Dahej, Gujarat:
 800MW LTA granted to Torrent Energy Ltd.: 400MW - NR (Target) & 400MW - WR (Target)
 400MW LTA granted to Torrent Power Ltd. for power transfer to Ahmedabad(Gujarat) through 400kV Nicol S/s of
Ahmedabad
For effecting above LTA, following transmission system strengthening was identified:
 DGEN – Vadodara 400kV D/c line
 Navsari – Bhestan 220kV D/c line

Subsequently, M/s TPL vide letter dated 01.10.2015 informed regarding the merger of Torrent Energy Ltd. With Torrent Power Ltd.
In terms of order dated 13.08.2015 of Hon’ble Gujarat High Court.

It was further informed that the above system was awarded to DGEN Transmission Company Ltd (DGENTCL) through Tariff Based
Competitive Bidding (TBCB) route with commissioning schedule of May 2018. M/s DGENTCL did not take up the implementation of
the scheme. In view of the same, CERC vide order dated 11.06.19 in petition 9/SM/2018 cancelled the transmission license of
DGENTCL. The matter was discussed in the 2ndWRSCT held on 21.05.19 wherein it was decided that in view of consistent
overloading observed on Vav-Popadiya / Sachin-Navsari (GETCO) - Navsari (PGCIL) 220 kV lines, Navsari (PG) – Bhestan 220 kV
D/c line shall be taken up as a separate system strengthening scheme under ISTS.

Further, it was discussed in 1st WRPC (TP) meeting held on 11.01.2020 that for evacuation of power from DGEN generation
project, considering revised network topology & load-generation scenario, DGEN - Navsari 400kV D/c (triple) line would be
adequate and DGEN – Vadodara 400kV D/c line may not be required. Accordingly, the following was agreed in the meeting:

i) 800 MW LTA granted to M/s TEL can be operationalized with the following transmission system:
 TEL(DGEN) TPS – Navsari 400kV D/c (Triple) – Dedicated line of Gen. developer (already under operation)
 220kV Navsari (PG) – Bhesthan (GETCO) D/c – Under Implementation by POWERGRID under RTM as a separate
system strengthening scheme
ii) The 400 MW LTA granted to M/s Torrent Power Limited (TPL), Ahmedabad may be operationalised with the existing system

However, the above cases may be deliberated in the ensuing Connectivity/LTA meeting.

Representative of TPL informed that deliberations were held in the above WRPC(TP) meeting regarding operationalization of
1200MW LTA with revised transmission system in the absence of TPL representative. Hence, the matter may be discussed further
along with TPL.

CTU informed that this meeting has been convened as there is a need to change the LTA intimations of M/s TPL from DGEN power
plant in view of the decisions in the 1st WRPC (TP) meeting in consultation with TPL.

WRLDC stated that as per the LTA Agreement signed between POWERGRID & M/s TPL, any change in LTA Agreement needs to
be mutually agreed. Accordingly, matters pertaining to operationalisation of LTA may be mutually discussed and finalized amongst
CTU & M/s TPL.

TPL representatives stated that they do not have any details to review and understand implication of change in the LTA scheme
and hence cannot comment on any scheme at this stage which is different from that mentioned in the LTA agreement. Accordingly,
they need some more time to review the changes from operational, legal and regulatory considerations.

After further deliberations, it was decided that the matter for operationalization of LTA may be deliberated in a separate meeting
amongst CEA, CTU & M/s TPL. Subsequently, same shall be taken up again in the ensuing Conn/LTA meeting.

4.0 Connectivity application of BALCO for 250MW as bulk consumer


CTU informed that M/s BALCO has already granted connectivity of 2010MW [1200MW (4x300MW) as IPP & 810MW (4x67.5 +
4x135) as CPP] through BALCO - Dharamjaygarh 400kV D/c line as per the details given below:

About 800 MW load is expected for their new smelter plant for which around 550MW captive generation is already available. Thus
M/s BALCO had applied for connectivity (Appl. No. 1200000909 dated 01.12.2017) for importing the additional 250MW capacity as
a “bulk consumer”. The Matter was deliberated in 1st meeting of WRSCT held on 05.09.2018 wherein it was decided to grant
connectivity to M/s BALCO through BALCO- Dharamjaygarh 400kV D/c line (2nd Line). However, there being no provision under the
extant Connectivity Regulations for construction of dedicated transmission line by a bulk consumer, BALCO was advised to
approach the Hon’ble Commission seeking clarification regarding construction modalities for proposed connectivity line.

CERC vide order dated 29.01.2020 in Petition no. 299/MP/2018 directed the following:
 BALCO’s prayer for allowing to construct, own and operate a new dedicated transmission line (BALCO-Dharamjaygarh 400
kV D/c (2nd) line was rejected as there is no provision in the Act or in the 2009 Connectivity Regulations for construction of a
dedicated transmission line by a bulk consumer
 CERC accepted the recommendation of the committee as regards providing Connectivity through existing 400kV BALCO-
Dharamjaygarh D/c line through suitable metering, accounting and scheduling arrangements for the two entities namely

BALCO (as a captive generator) and BALCO (as bulk consumer). The metering arrangement proposed by the Committee is
as below:

 WRLDC shall carry out scheduling and accounting for these two entities at ISTS periphery duly considering accounting of
BALCO (as Bulk consumer) at its interface with BALCO (as captive generator). Necessary metering and accounting
arrangements shall be finalised by CTU and WRLDC after discussing the same at Western Regional Power Committee.

In view of the above direction from CERC, connectivity is proposed to be granted to M/s BALCO for 250MW (Bulk Consumer)
through bus extension between BALCO (CPP/IPP) & BALCO (Bulk consumer) entities using the existing BALCO (CPP/IPP) -
Dharamjaygarh 400 kV D/c line as per the following arrangement:

BALCO agreed to the above connectivity arrangement of 250MW (bulk consumer).

M/s BALCO informed that as per the report of the committee, the members agreed to consider the LILO of 2nd circuit of Korba -
Birsinghpur 400kV D/c line at BALCO along with bypass arrangement at BALCO switchyard to cater to contingency conditions in
case connectivity is agreed through existing BALCO - Dharamjaygarh 400kV D/c line. This contingency arrangement requires
procurement of additional 2x315MVA 400/220kV ICTs by BALCO at its switchyard. Further, CERC has directed that as suggested
by NLDC, BALCO may be provided with additional source other than Dharamjayagarh from reliability point of view and this aspect
may be considered by CTU in consultation with CEA and NLDC so that required reliability is met.

M/s BALCO also intimated that it will take at least 2 years for the new smelter plant to come up and intimated that the tentative date
of commissioning of the same may be considered as Apr'22.

After further deliberations, following was decided:


 Connectivity shall be granted to M/s BALCO for 250MW (Bulk Consumer) through bus extension between BALCO
(CPP/IPP) & BALCO (Bulk consumer) entities using the existing BALCO (CPP/IPP) - Dharamjaygarh 400 kV D/c line. The
grant of connectivity will become effective upon physical interconnection of the new smelter load and segregation of
generation switchyard into two sections as per details below:

 Section A (Bulk consumer- 250MW load): 580MW [1x300MW(CPP) + 4x70MW(up gradation of 4x67.5MW) (CPP)]
units along with New Smelter Load of 800MW]
o 1x300MW(CPP) + 4x70MW(CPP) units on Section A will become an integral part of the load of M/s BALCO (to be
connected as a bulk consumer). The details of the individual units shall be captured in the connection agreement
(CON-6) to be signed by M/s BALCO.
 Section B: 1440MW [1x300 (IPP) + 2x300MW (CPP) + 4x135MW (CPP)] units with existing smelter load of 940MW
along with 3x315 MVA 400/220 kV transformer. The exportable capacity on this bus shall be about 385MW and the
350MW LTA [200(Tamil Nadu), 95(KSEB) & 55(CSPTrCL)] granted to M/s BALCO shall be from this section.
o The connectivity for 1440MW [1x300 (as IPP) + 2x300MW (as CPP) + 4x135MW (as CPP)] units on Section B
(with existing smelter load of 940MW), shall stand revised with the above arrangement for which modified
connection agreement is to be signed by M/s BALCO before effecting the connectivity of Section-A as mentioned
above.

 With above arrangement two entities shall be connected at ISTS interface point of Dharamjaygarh namely BALCO (as
CPP/IPP units) and BALCO (as Bulk consumer). M/s BALCO was requested to coordinate with WRLDC to finalize the
required metering arrangements and intimate the same to CTU upon finalization for incorporation in the connection
agreement.
 M/s BALCO shall be required to intimate in advance regarding physical interconnection and segregation of the new smelter
load. The final changeover of connectivity as per details mentioned above, shall be effected only upon timely confirmation

regarding availability of scheduling / accounting arrangements for both the entities i.e. BALCO (as CPP/IPP units) and
BALCO (as bulk consumer)
 Matter regarding provision of additional source for BALCO from reliability point of view under contingency condition shall be
discussed in a separate meeting amongst CEA, CTU, NLDC, WRLDC & BALCO.

5.0 Proposal for grant of Stage-I, Stage-II connectivity & LTA to Masaya Solar Energy Private Limited

Stage-I & Stage-II Connectivity

5. 1 CTU informed that Stage-I & Stage-II connectivity and LTA applications from Masaya Solar Energy Private Limited have been
received in the month of Dec-19 and Jan-20 respectively. Details of the applications are as under:

5. 2 The applications were discussed in the 45th Meeting of Western Region constituents regarding Long Term Access and Connectivity
applications held on 28.02.2020 wherein after deliberations, it was decided to deliberate the matter in a separate meeting.

5. 3 It was further informed that the matter was subsequently deliberated in a meeting convened under the chairmanship of Chairperson
CEA through VC on 30.03.3020 with participation from CTU, MNRE, MPNRED, MPPTCL, RUMS and SECI in which MPPTCL
informed that about 45-50 percent power that would be injected by the projects at Khandwa & Indore at 220 kV level would flow
through MPPTCL (STU) network. This is causing overloading in the STU network. The loading on account of this additional flow of
power through the STU network would create losses which the developer needs to pay to the State. It was further stated that since
these RE generators have been waived off from the liability of inter-state transmission charges and losses, they should have no

problem in applying for connectivity at 400 kV level. In the event connectivity is provided at 220 kV bus of PGCIL sub-station, the
LTA order may have a clear mention that, for any power flow through STU network, necessary transmission charges and losses as
per regulatory provision shall be applicable.

5. 4 MPPTCL stated that to avoid overloading due to injection of power at 220kV Khandwa S/s from Masaya project, connectivity may
be provided at 400kV level.

5. 5 Representative of SECI informed that it was agreed in the CEA meeting to grant connectivity to MSEPL at 220 kV level of existing
Khandwa (PG) S/s. Regarding MPPTCL's concerns for STU transmission charges & losses, it was decided that the same may be
taken up by them at the appropriate forum.

5. 6 CEA informed that the matter was deliberated at length in the meeting held on 30.03.2020 wherein it was decided that the above
issue being commercial in nature, MPPTCL may approach the appropriate forum. It was further informed that the minutes are under
finalisation and the observations of MPPTCL shall be duly noted in the same.

5. 7 After deliberations, it was decided that the matter of grant of connectivity to MSEPL shall be dealt with as per the outcome in the
minutes of the above meeting. Subsequently, minutes of the subject meeting were issued by CEA vide letter dated 16.04.2020 in
which the following was decided:

 M/s Masaya Solar Energy Pvt. Ltd may be granted connectivity at 220 kV level of existing Khandwa (PG) S/stn.
 MPPTCL’s concerns regarding applicability of STU transmission charges and losses on portion of power flowing from the
generation project into Madhya Pradesh system is a commercial issue, which needs to be addressed at appropriate forum.

5. 8 Keeping above in view, connectivity is granted to MSEPL with the following transmission system:

It was informed that the various provisions which shall be applied with respect to grant of connectivity to the ISTS Grid as given at
Annexure-II. M/s MSEPL noted the same.

Long Term Access


5. 9 Representative of M/s MSEPL stated that considering the current lockdown situation amid the COVID-19 outbreak, they desire to
extend the LTA commencement date by a further period of 2-3 months and they shall be intimating the firm dates after the meeting.

5. 10 It was informed that with the proposed injection of 300MW power at 220kV level of Khandwa S/s, line loadings are found generally
in order. Hence, no additional transmission system strengthening shall be required for effecting power transfer through LTA. After
deliberations, it was decided to grant LTA to M/s MSEPL with existing transmission system from revised start date to be intimated
by M/s MSEPL after the meeting.

5. 11 Subsequently, M/s MSEPL vide e-mail dated 29.04.2020 provided the revised LTA start date as 15.12.21 and end date as 15.12.46

5. 12 The LTA shall be made effective from the revised start date of LTA as requested by the applicant (i.e. 15.12.21) and M/s MSEPL
shall be liable to bear the applicable transmission charges from that date. Masaya Solar Energy Private Limited shall be required to
the sign the Long Term Access Agreement within 30 days from the date of intimation of Grant of LTA. No extension shall be
granted on any ground and in case of failure to sign the Agreement, the grant of LTA shall be revoked without any prior notice.

5. 13 MPPTCL’s concerns regarding applicability of STU transmission charges and losses on portion of power flowing from the
generation project into Madhya Pradesh STU system is a commercial issue, which needs to be addressed at appropriate forum.

Annexure-II

The following provisions shall be applied with respect to grant of connectivity to the ISTS Grid:

 The grant of Stage-I Connectivity shall not create any vested right in favor of the grantee on ISTS infrastructure including bays.
Stage-I Connectivity grantee shall be required to update the quarterly progress of development of their generation project and
associated transmission infrastructure/dedicated line as per format RCON-I-M. Further, Stage-I Connectivity grantees who fail to
apply for Stage-II Connectivity within 24 months from grant of Stage-I Connectivity shall cease to be Stage-I grantee and their
Application fees shall be forfeited.
 If the capacity of the Stage-I Connectivity location is allocated to other Stage-II grantees, the balance Stage-I grantees shall be
allocated Stage-II Connectivity to an alternate location.
 For optimization of ROW, it is proposed that transmission towers of various dedicated lines, up to 2-3 km periphery from the
entry of the pooling station may be of multi-circuit type. The generation developers/applicants associated with the various
pooling stations may coordinate amongst themselves for implementation of such span/stretches of the dedicated connectivity
lines with M/C towers.
 The grant of Stage-I / Stage-II Connectivity shall not entitle an applicant to interchange any power with the grid unless it obtains
LTA/MTOA/STOA for power transfer requirements. As grant of LTA may require transmission system strengthening, the
applicants are advised to apply for LTA immediately, to enable timely transfer of power to the beneficiaries. Also as per the
prevailing Transmission Planning Criteria of CEA, “N-1” contingency criteria may not be applied to the immediate connectivity of
wind/solar farms with the ISTS/Intra State grid.
 Stage-II Connectivity Grantee shall sign the Transmission Agreement for Connectivity and submit the Connectivity Bank
Guarantee (Conn-BG) to CTU within 30 days of issue of intimation. No extension of time shall be granted and in case of failure
to sign the Agreement and / or to furnish the requisite bank guarantee, Stage-II Connectivity shall be cancelled under intimation
to the grantee without any prior notice.
 The Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in the format given at
FORMAT-RCON-II-M by the last day of each quarter. Failure to update progress of the monitoring parameters shall be
considered as adverse progress and in such case CTU shall approach the Commission for appropriate directions. Further, the
Stage-II Connectivity grantees shall be required to complete the dedicated transmission line(s) and pooling sub-station(s) within
24 months from the date of intimation of bay allocation at existing or new / under-construction ISTS sub-station. If the grantee
fails to complete the dedicated transmission line within the stipulated period, the Conn-BG of the grantee shall be encashed and
Stage-II connectivity shall be revoked.

 Applicants after grant of Stage-II Connectivity to the grid shall have to furnish additional details to CTU for signing of
“Connection Agreement” as per format given at FORMAT-CON-4. The finalized template of generation data for Solar and Wind
based generation projects has been appended as additional sections at Para F (Details of Connection – Solar PV Station) and
Para G (Details of Connection – Wind Generating Station) in the existing FORMAT-CON-4. The modified FORMAT CON-4 is
available on our website (www.powergridindia.com >> CTU Open Access). The CTU will process the above information and will
intimate the Connection details as per format given at FORMAT-CON-5. Pursuant to such Connection details, the applicant
shall have to sign “Connection Agreement” with CTU prior to the physical inter-connection as per format given at FORMAT-
CON-6. In case the connectivity is granted to the ISTS of an inter-State transmission licensee other than the CTU, a tripartite
agreement shall be signed between the applicant, the Central Transmission Utility and such inter-State transmission licensee, in
line with the provisions of the Regulations.

 Applicants are required to submit the test reports supported vide undertaking as well as compliance certificate from
manufacturer for all applicable provisions under the CEA (Technical Standards for Connectivity to the Grid) Regulations, 2007
(as amended) (including the provisions of LVRT/HVRT, active power injection control, dynamically varying reactive power
support, limits for Harmonic & DC current injection, Flicker limits etc.) from labs accredited by Govt./NABL/other recognized
agencies. In case any discrepancies / incompleteness are found in the documents / test reports submitted to CTU, the
connection offer (CON-5) / connection agreement (CON-6) shall not be processed further.
