1. Introduction
The problem of designing controller for enhancing the damping of electromechanical
power swing damping is still important. Rotor oscillations of synchronous generators result in
slow power and frequency oscillations, called electromechanical oscillations which are natural
phenomena observed in power systems Error: Reference source not found. The fading of
these oscillations is very slow without any controller, hence the transient period is quite long.
These oscillations can endanger the stability of power systems.
The stability of power system can be enhanced by using an appropriate controller of the
generator exciting voltage Error: Reference source not found, Error: Reference source not
found, Error: Reference source not found. This can be achieved by the application of an
additional feedback control in the AVR system of selected generating units. This additional
controller is called Power System Stabilizer.
Another power system stability enhancement method is based on Flexible AC
Transmission Systems (FACTS). These devices are installed in line transmission in order to
control the network power flow and by the way the voltage at a defined node. These devices
have an additional function which is the control of transient state related to electromechanical
oscillations. There is a huge number of FACTS installed in power systems all over the World
Error: Reference source not found. In the submitted paper the attention is focused on a
parallel device called Static VAR Compensator (SVC) used for reactive power compensation,
and then for the control of a node’s voltage.
An appropriate analysis of the damping phenomena should be carried out for the selection
of the damping controller based on FACTS device. The power system uncertainty is among
the key issues complicating the controller selection process Error: Reference source not
found. The controller feature relying on the maintenance of desired dynamic features, among
others stability despite the object is called object robustness, and the systems which are
characterized by this feature are called robust systems Error: Reference source not found.
Modern control theory, to which adaptative, optimal and artificial intelligence-based
control design belongs enables the resolution of robust controller design in uncertain
conditions, that means without complete knowledge of dynamic features of the system Error:

found. The obtained controllers obtained using these methods are mostly either high-order or
contains quite complicated control rules. Hence such solution is rarely satisfying from the
practical point of view because the power system utility technical staff is not keen to use it
for the sake of system operation security. They rather expect simpler solutions, similar to
those, to which they are used to, and for which they have a solid experience. It is, therefore,
essential to work on efficient controller tuning methods, which transfer functions are typical
and similar to those, which are commonly used in power systems.
The submitted paper proposes the design of a robust SVC-based controller using the
interval system theory and the Kharitonov’s Theory. The presented approach makes possible
the design of a constant parameter, low-order robust controller. The solution of the synthesis
problem leads to the determination of the admissible solution area within the controller
parameter space area. The final selection of the parameters can be carried out by using an
appropriate index performance.

2. Power system uncertainty
The operation conditions of a power system are varying continually. There are many causes of
this. The following are some of the more common causes: continual changes in power
consumption, resulting from the behaviour of power consumers, changes in operation states
resulting from the variation of generation and transmission device structure, which is due to
the lack of possibility of energy storage to a larger extent. Most of the time the energy
produced must be consumed at the same time as it is generated. That is why the energy
consumed has a great influence on the level of power generated, hence on the control of the
power system operation.
The following causes of uncertainty are a matter of great concern from the point of view of

Variations of power system parameters, variation of operation states of generating
units, in particular equipped with synchronous generators,
Variations of power system structure, during which a primary role is played by the
network configuration variations and the change of number of generating units under
operation,
Uncertain parameters of the power system elements, which the principal causes are the
variation of parameters due to climate variations, power system operation mode or
simply an erroneous parameter assessment,
Bad approximations in power system modeling resulting in unstructured uncertainties.
There are two main methods of modeling : the first one consists on physical or
topological reduction of the model Error: Reference source not found, the second is
based on linearization of a non-linear model of power system,
In the submitted paper the attention is paid to the main source of power system uncertainty,
which is the changes of power generation.
Considering the changes in load consumption, the active power produced by different power
units should have a range of variability as large as possible. However this range is limited by
several factors. Different authors Error: Reference source not foundError: Reference source
not found have underlined the importance of determining the possible operating range the
generator is capable of in actual operation; in fact, the operating conditions of the generating
plant and of the electrical power system may effectively limit the possible operating range of
the generator, with a significant reduction with respect to the synchronous machine capability
chart furnished by the manufacturer.
A capability chart of a typical synchronous generator is depicted in Fig.1. The prime mover is
supposed to limit the active power generated by the synchronous machine within a fixed
range according to the curve (AG, CD). the second boundary represents the thermal limitation
on the stator current (BC, DE); the third boundary represents the underexcitation limiter
OJEL) action (EF), the fourth one is related to the rotor current thermal limit (represents the
rotor field thermal limit specified by a DC current rating) (EF), the last one is the limitation
due to steady-state stability (FG),

Fig. 1 shows an example of limitation of generator active power Pi. The area limited by the
line KL represents the reactive capability limitation of the synchronous generator. KL is
composed of a few sections, among other section L’L, which corresponds to the area obtained
thanks to the excitation controller of the generator.
The generated active power depends not only on synchronous machine parameter design but
also on the plant (turbine and thermal elements) and power system operating conditions. The
upper limiter Pgmax (segment marked CD) depends on prime-mover MW output. The lower
limiter Pgmin (AG) depends on the technical minimum of the unit, whose rating depends on the
type and quality of fuel and the additional combustion of mazut.

5. Problem formulation
5.1. Design tasks
The design tasks is formulated as follows:
In the case of uncertain model of power system, a stabilizing controller with constant
parameters can be designed using the interval system theory. The designed controller will be
represented by a simple as possible transfer function GC ( s ) of a SVC device, inserted in a
robustly stable feed-back control system.
The selection of the controller parameters should be carried out by taking into account both
the criteria related to the damping of electromechanical oscillations and the control quality
criteria concerning the electrical quantities.

Typowy PSS składa się z elementu pomiarowego, elementu różniczkującego, elementu
korekcji fazowej, wzmacniacza sygnału, elementu ograniczającego.
Ze względu na fakt, że stała czasowa układu pomiarowego Tp nie jest wielkością
nastawialną, a jej wartość w przypadku nowoczesnych układów pomiarowych jest mała i
wynosi około Tp = ( 0,01 ÷0,03 ) s , element pomiarowy jest często pomijany w procesie
doboru parametrów regulatora.
Rolą elementu różniczkującego rzeczywistego, będącego filtrem górnoprzepustowym jest
eliminacja składowej stałej z sygnału wejściowego, tak aby regulator dostarczał sygnał
wyjściowy tylko w trakcie stanu nieustalonego. Element korekcji fazy, składający się z
połączonych szeregowo członów korekcyjnych, ma za zadanie wprowadzenie odpowiedniego
opóźnienia fazowego. Rolą wzmacniacza jest natomiast uzyskanie odpowiedniego efektu
tłumiącego.
Ponieważ wraz ze wzrostem rzędu regulatora GC ( s ) rośnie liczba wartości własnych układu
zamkniętego, która musi być odpornie stabilizowana, należy preferować regulatory o
możliwie najniższym rzędzie Error: Reference source not found. Dodatkową przesłanką za
takim postępowaniem jest niezawodność regulatora, która maleje wraz ze wzrostem liczby
jego elementów.
Dlatego też w referacie do celów projektowych przyjmuje się, regulator pierwszego rzędu

pozwalają na szybkie określenie zbioru parametrów stanowiącego zbiór rozwiązań

PI lub też PID. W pracy przedstawia się rozwiązanie umożliwiające wyznaczenie zbioru

5.6.Wybór parametrów regulatora
Kolejnym krokiem syntezy regulatora odpornego jest wybór jego parametrów ze zbioru
rozwiązań dopuszczalnych P S . Powszechnie powyższy etap projektowania regulatora jest
określany jako zadanie optymalizacji. W przypadku analizowanego obiektu niepewnego,
jakim jest system elektroenergetyczny, projektowanie regulatora stabilizującego urządzenia
SVC powinno prowadzić do kompromisu pomiędzy uzyskaniem odpowiedniego tłumienia
kołysań elektromechanicznych a zachowaniem jakości regulacji wielkości elektrycznych, na
które ma wpływ działanie projektowanego regulatora.
W referacie stosuje się analityczne podejście do wyboru optymalnych parametrów
regulatora odpornego. W tym przypadku wybór parametrów regulatora wygodnie jest
przeprowadzić na podstawie całkowych wskaźników jakości regulacji I , opartych o analizę
przebiegów czasowych przy wybranym zakłóceniu. Przy czym, jako zakłócenie testowe w
układach liniowych przyjmuje się skok wartości zadanej wybranej wielkości lub niezerowe
warunki początkowe pracy układu.

Jako wielkości podcałkowe przyjmuje się odchyłki wybranych wielkości regulacyjnych
od ich wartości ustalonych. W analizie uwzględnia się przebieg poślizgu wirnika generatora, a
także napięcie w węźle zainstalowania urządzenia SVC.
Wprowadza się trzy wskaźniki jakości. Pierwszy z nich, oznaczony Iω , pozwalający
ocenić jakość tłumienia kołysań elektromechanicznych, zdefiniowano zależnością:

6. Exsample
6.1. Case stady
W badaniach rozpatruje się układ testowy, w którym generator o mocy czynnej znamionowej
Pn=360MW oraz napięciu znamionowym Un=20 kV przyłączony jest za pomocą
transformatora blokowego do sieci przesyłowej o napięciu znamionowym Un=220 kV.
Dla potrzeb badań utworzono zbiór stanów pracy pozwalający na analizę możliwie
największego zakresu zmienności stanów obciążenia generatora, przy uwzględnieniu
ograniczeń technicznych pracy generatora oraz sieci. W tym celu w sposób arbitralny przyjęto
reprezentatywne wartości wybranych wielkości występujących w układzie. Powyższy wybór
dotyczył:

Na podstawie powyższych wartości utworzono zbiór trzydziestu stanów pracy układu.
Oprócz badań dla pełnego zakresu zmienności, wykonano badania dla ograniczonego zakresu
zmienności. W tym celu utworzono następujące podzbiory pomocnicze:
a) Ap1, do którego należą stany pracy spełniające warunek U g2 = 0.955 U n = 21 .0 kV ;
b) Ap2, do którego należą stany pracy spełniające następujące warunki 0.44 Pn ≤ Pg ≤ Pn
oraz U g1 =1.091 U n = 24 .0 kV lub U g2 =1.023 U n = 22 .5 kV .
Zbiór Ap1 odpowiada pracy generatora przy obciążeniu o charakterze pojemnościowym,
podczas gdy zbiór Ap2 odpowiada typowym stanom obciążenia generatora, w których generuje
on moc bierną o charakterze indukcyjnym.

Jako uzupełnienie analizy wartości własnych, na Rus.7 przestawiono przykładowe przebiegi
czasowe odpowiadające mocy czynnej, napięcia generatora, kąta wirnika generatora oraz
sygnału sterującego urządzenia FACTS dla stanu obciążenia P= Pn oraz Q=0.67Qn. Zakłócenie
testowe przyjęto w postaci zwarcia przemijającego w węźle systemu zastępczego.
Przedstawione przebiegi pokazują silne tłumienie kołysań mocy oraz kąta wirnika.
Zawarte wyniki analizy właściwości regulacyjnych zaprojektowanego regulatora odpornego
można podsumować następująco:
• Opracowany regulator wydatnie przyczyniają się do wzrostu tłumienia kołysań
elektromechanicznych.
• Opracowane regulatory w niewielkim stopniu wpływają na jakość regulacji napięcia
generatora.
• Dzięki dobranym parametrom regulator w początkowym etapie stanu przejściowego
realizuje sterowanie typu od pułapu do pułapu, co świadczy, że zaprojektowany
regulator pozwalają na efektywne wykorzystanie zdolności regulacyjnych urządzenia
SVC.

7. Conclusion
Przedstawiono metodę projektowania regulatora odpornego urządzenia FACTS typu SVC w
przypadku układu generator – sieć sztywna. Niepewność systemu elektroenergetycznego
opisano za pomocą transmitancji, w której licznik oraz mianownik są wyrażone poprzez
wielomiany przedziałowe. Jako źródło niepewności rozpatrywano zmienność stanów pracy na
skutek zmian mocy generowanej.
Zaproponowane rozwiązanie zadania projektowego regulatora odpornego wykorzystuje teorię
układów przedziałowych w której istotnym elementem jest twierdzenie Kharitonova. Zaletą
proponowanego podejścia jest możliwość projektowania regulatora niskiego rzędu o stałych
parametrach. Natomiast słabą stroną jest większy niż w innych metodach wysiłek

Przedstawiony sposób projektowy pozwala na określenie przestrzeni rozwiązań
dopuszczalnych, w przestrzeni parametrów regulatora, dla których analizowany układ jest
stabilny odpornie. Następnie w oparciu o zdefiniowany wskaźnik jakości wyznacza się
optymalne parametry regulatora.
W referacie przedstawiono rozwiązanie zadania projektowego w przypadku regulatora
pierwszego rzędu. Zaprezentowano wyniki analizy właściwości regulacyjnych
zaprojektowanego regulatora. Potwierdzają one, że dobrany regulator jest rzeczywiście
odporny, gdyż silnie tłumi kołysania elektromechaniczne dla różnych stanów pracy układu.
