WARNING !

Medium voltage switchgear is safe and effective when proper precautions are taken.
Hazardous voltage and energy levels exist and may cause death or injury if precautions are
not followed

1. Never work around live or energized bus. Do not remove bolted cover, bolted doors, or
bolted access plates when the equipment is energized. Live bus is enclosed behind
metal panel and these panels should not be removed unless the bus is de-energized.

2. Never use a circuit breaker rated at a different voltage from the equipment. Never use a
lower interrupting rating than the system is designed for.

3. Only qualified personnel should maintain or operate switchgear. Maintenance


personnel should be qualified to work around medium voltage equipment and familiar
with switchgear in general. Operators should be trained in the proper use of switchgear
and it’scomponents. Both should have electrical shock and burn medical training.

4. Do not life shutters when switchgear is energized. Dangerous voltage exists behind
shutters. They are automatically close when breaker is removed to prevent accidental
contact.

5. Do not insert partially disassembled breakers, test breakers, ground and test devices or
other items into an energized cell. Tests using these devices must only be conducted
when main bus is de-energized.

6. Never manually close a circuit breaker into a live circuit.

7. Never disconnect or open the secondary circuit of current transformers when they are
on energized circuits. High voltages will develop between contacts. Keep spare current
transformers shorted on their secondary circuit.

8. When circuits are opened for maintenance, repair or inspection, lock circuit breakers or
disconnect switches in the open position and tag or mark to let others know that it is
locked open for safety purpose. In addition, bus should be grounded to prevent
accidents due to accidental closure or back feeding.

1 SWITCHGEAR DESCRIPTION

This instruction manual describes general and basic matters required for packing, storage,
installation, operation, maintenance and inspection of the product to secure safety of
operator and optimal operation of the product.

The manual shall be known well in parallel with relevant drawings and documents
provided additionally.

Metal-clad switchgear is a form of protection for power distribution systems.

The major elements in metal-clad switchgear are the circuit breakers, bus and cable,
relays, control equipments and the metal-clad structure itself.

All elements have different functions but their combined purpose is to deliver power with
minimum outages while at the same time reacting quickly to interrupt short circuit currents
before serious damage can occur to other devices.

Circuit breakers are the actual circuit interruption devices. In a typical system each feeder
will have a separate circuit breaker while each incoming line will also have a breaker.
These are designed to limit the fault current through them while at the same time allow
normal currents to flow.

Bus and cable are the actual method of power distribution. Current flows through them
and they are insulated from ground and each other as appropriate for their voltage level.

Relays are the sensors of the system. They react to voltage, current, frequency, or other
system conditions. When those conditions match predetermined levels the relays will
initiate tripping of the appropriate breakers.

Control equipment is used to check or control system parameters. Lights indicate if


breakers are open or closed. Control switches will open or close breakers, enable or disable
relays or devices or determine operational modes [i.e. remote or manual or automatic.].

Meters will show voltage, currents, frequencies, or other relevant parameters.

The structure of switchgear services multiple functions. It protects all the elements from
damage or environmental influences. It protects a person from voltages and energies that is
harmful. It isolates sections of the switchgear from each other.

Finally in supports the various devices and provides a mounting position for them.

The equipment is designed for exposure to dripping liquids but dripping liquids can
destroy the integrity of the insulation and must be avoid.

2 PACKING

The silica gel bags are put in each unit and enclosure in order to keep in the dry air status.
e.g. approx. 2kq per on panel

Note: the warning and caution printed on the crate. Lifting angles are bolted on the top of
the MV Switchgear. Use them to the lift and transfer the crate in accordance with lifting
marks on the crate before the unpacking.

It is recommended that MV Switchgear is moved, without being unpacking, to the place


where it is installed. To move the MV Switchgear after the unpacking, use rolls of small
diameter if a crane is not available.

During transportation, particular care should be taken not to let fall down the MV
Switchgear because of gravity is relatively high.

3 RECEIVING, TRANSPORTATION & STORAGE

Based on the requirements of the contract, LS-VINA perform freight forwarding


appropriate.

3.1 Receiving

When the electrical panels to place regulations, stakeholders need to check the status of
electrical cabinets and sign the minutes of the freight forwarders. Any damage that occurs
during shipping process, stakeholders based on contractual provisions to require repair or
compensation.
Note small items may be packed with larger ones.

3.2 TRANSPORTATION.
Before handling refer to the drawings for approximate weight of shipping sections. Use
only equipment rated for lifting the weights involved, and crews skilled with heavy lifting
of large electrical equipment.

Use proper equipment lifting weight requirements.

Allows the use of roller skating bottom barrel to move the electrical panels.
After uncrating the switchgear shipping sections should be moved by cranes using chain
and spreader bars. Breakers generally have their own lifting eyes.

Dragging of skidding switchgear along the ground may damage foundations, warp
enclosure and fling dirt of rocks into the switchgear.

Improper lifting or failure to use spreader bars may cause damage to the enclosure by
applying a compressive lateral force. Improperly rated lifting equipment or untrained crews
may drop or bend switchgear causing breakage, warp-age and misalignment.

3.3 Storage

 Product electrical panels must be stored indoors in a dry place and order.
 Product electrical panels outdoor storage outdoor permitted
 Refer to accompanying instructions on the packing crates.
 Batteries and breakers should be stored under the requirements of their respective
instruction books

4 INSTALLATION

4.1 Instalation

On commencement of installation on site, the switch-room must be completely finished,


provided with lighting and the electricity supply, lockable, dry and with facilities for
ventilation.

All the necessary preparations, such as well openings, ducts, etc., for laying the power
and control cables up to the switchgear must already be complete.

Where switchgear panels have top-mounted structures for earthing switches or


instrument transformers, it must be ensured that ceiling height is sufficient for the opening
travel of the pressure relief plates.

4.2 Foundations

Before placing the switchgear the foundation must be poured and settled. The mounting
area of the switchgear should be level to plus or minus 2mm

This is true whether switchgear is mounted directly to the pad, is resting on imbedded
rails or any other type of mounting.

An area stretching 1.2m in front of the switchgear must be leveled to plus or minus 3mm
for indoor switchgear.

Unlevel foundation may cause improper operation of doors and potential transformer
cabinets. Weatherproof seals may not align correctly.

If not ensure flatness of the floor in front of the indoor switchgear systems will interfere in
the opening and closing the door, moving breakers and potential transformer compartments.

For indoor switchgear not to be swayed (eg: cable tray hole, wiring, earth cable ...) the
strengthening plate on top of the concrete layer, including holes system in there.

This problem needs to be stopped before the equipment is installed. When installed
outdoors switchgear must be sealed. (eg: cable tray holes, wiring, earth cable ...)

All work for concrete foundations need to be prepared before placing the electrical
switchgear.

These jobs involves flattening the ground, drill holes and set anchor bolts

Add to that the problems of the physical layer of concrete after placing the switchgear, the
surface layer of concrete dust may cause damage to the switchgear.

4.3 Arrangement.

Before fixed awitchgear on the foundation, all materials for packaging must be removed.

All switchgear are arranged and calibration before fixed them by foundation bolts and bolts
for assemble busbar.

4.4 Assembly

4.4.1 Indoor Assembly

After the switchgear are aligned and the same height, they must be connected by
connector switchgear bolts M8x25 mm. Only temporary fitting bolts between the
switchgear together switchgears connected, this will allow the insert buffer to facilitate
assembly. After calibration is complete tighten bolts to ensure strong construction.

Fixed switchgear by foundation bolts to finishing connection the switchgear. The

4.4.2 Main busbar to connect switchgear.

The main busbar connection switchgear are connected by bolts.

After the busbar aligned it may allow connections the busbar in the switchgear together
adjacent with bolts.

Clean contact surface with nonflammable, non-caution cleaning solution and wipe off
with nonabrasive cloth. Bolt bus sections together. Attach boot, if provided.

from up to down, reference (Figure 4.2 and 4.3)

4.4.3 The circuit transformer.

Current transformers was installed in power cable connection compartment. The


secondary coil of current transformer must always be short-circuited.

※ Notice!
If the currents transformer work in standby mode (no load), the secondary coil should
be short circuit to avoid discharge case

4.4.4 The Fuse.


The electrical fuses used as isolation devices, protective measuring transformer or power
control to protective transformer. Remove the fuse before shipping or packing.

4.4.5 Primary cable connection


In case of connecting primary cables to terminal or bus, the followings should be observed;
 Before connecting the incoming cable, open the primary circuit breaker at first.
 Remove the cover plate for incoming cable and then pull the incoming cable up to
the terminal end of the circuit breaker sufficiently.
 Considering diameter and number of the incoming cable, perforate a penetration
hole for cable entrance. Especially, in case of using cable gland, perforate a
penetration hole based on outer diameter of the gland.
 Within the panel, the length of the incoming cable shall be adjusted in
consideration of the extent of wire bending radius. In case of bending the incoming
cable almost perpendicularly at lower part of panel, pay attention not to destroy
insulation of the cable.
 Penetrate the incoming cable through the perforated cover plate and fix to it.
 At the connection of the cable to the terminal, refer to the mounting bolt torque
standard in ‘Table 4’ for the extent of bolt fastening.
 When connecting the power cable, it is recommended to treat ending part with
termination kit (RAYCHEM, 3M or equipment). Refer to the following figure for
the distance from the ending part;

4.4.7 Pre-operational Testing And Inspections


During factory testing the switchgear underwent complete functional testing of the
control and metering circuits, megger and hipot testing of the main bus and an inspection
to assure it was correct and complete. When the equipment is assembled in the field it is
important to conduct tests to assure that the switchgear has been correctly reassembled.

4.4.8 Primary circuits


It is recommended that the primary bus be meggered prior to energization. A minimum
of 50 megohms should be measured to ground and phase to phase. It may be necessary to
disconnect potential transformer fuses as potential transformers are usually tried together
in a delta or wye.

High potential testing is not required but if desired it should be followed according to
IEC. Standards. Potential and control power transformers must be disconnected during
this test.

Circuit breakers should be meggered prior to energization. Phase to phase and phase to
ground insulation resistance must be at least 50 megohms.

4.4.9 Setting relay.


Each power distribution system has its own characteristics and relay settings should
correspond to those characteristics. Relay setting insulations are given in the instruction
book for particular types of relays. Setting should be coordinated within the switchgear,
and to devices upstream and downstream of the switchgear.

5 OPERATION

※ Note on safety at work


The relative work and operating procedures must be carried out carefully by trained
specialists familiar with the installation, taking into account all the relative safety
regulations according to the IEC and other relevant professional bodies, as well as any
local and work regulations and instructions.

※ Warning
When operating power is not going on top of the electrical switchgear, because this act can
to broken or damaged equipment in decompression chambers, or can accident when has
power failures.

5.1 Commissioning

5.1.1 Preparation

For preparation putting the components into operation, the following tasks are required to
be performed before connecting switchgear on the medium-voltage power supply:
 Check the general condition of the switchgear for any damage or defects.
 Visually inspect the switching devices, withdrawable parts, isolating contacts,
insulating parts, etc.
 Check connection of the main earthing bar to the installation earthing conductor
(following the appropriate safety regulations).
 Remove all residues of materials, foreign bodies and tools from the switchgear.
 Clean the switchgear, rubbing down insulating parts with a soft, dry, clean, non-
fraying cloth. Remove any greasy or sticky dirt.
 Perform AC voltage testing of the main circuits according to IEC 62271-200 where

necessary. Pay special attention to voltage transformers and cables, etc. during this
procedure.
 Power supply to th control circuit.
 Operational testing of the switchgear by hand or by electric, at the same time
observing the corresponding location is displayed on a components.
 Check electrical interlock and mechanical interlock whether or not operating
normally.
 Install protective devices in switchgears in value as required and then check its
protective function by specialized test equipment.
 Instruct operators about the basic details of the normal use of electrical switchgears.
 Check status ready for operation and condition switchgear between input and output
of the power system.

Depending on the division of tasks, it is sometimes necessary to check all the equipment in
the adjacent areas with electrical switchgear follow as:
 Power cables
 Control cables
 Power supply to control cables
 Remote control system
 Switch room equipment
 Switch room conditions

5.1.2 Start-up
 Observe all relevant regulations on safety.
 Make sure that the breaker in the switchgear is open state (OFF).
 Open all earthing switch and remove the short circuit connection (if any during the
test) in the switchgear .
 Power supply to incoming switchgear cables.
 Connect the switchgear in a step by step, observing signals and indicator.
 Check the connection of the phase at space related to the other switchgears,
especially when there are multiple incoming switchgears and including contact
switchgear.
 Implement measurement and test all functions of the equipment, which operating
depends on the high-voltage power supply when connected.

 Review, retrieving for anything unusual in the switchgear is not.

5.2 Operate Vacuum Circuit Breaker


※ Only operate switchgear when the front door of the compartment breaker is closed!

5.2.1. For Pro-Mec breaker type.

Push VCB from “TEST” position to “RUN” position:


※ To ensure earthing switch was in in the open state “OFF”!
o Connect the connector of control circuit cables.
o Close the front door of switchgear.

o To ensure VCB is open state (OFF) , and operate hole cover of earthing switch is
closed.

o Insert the operation hand into hole in the front of the switchgear, after by hand twist
ending its latch protection cover.

o To rotate operation hands in clockwise (about 30 ~ 40 rounds) until the indicator


reaches rung position "RUN" and now VCB was in aready position to work.

o Observe the position of the indicator device.


o To draw out crank out of switchgear.

※ Notice :
For devices that can be drawout as circuit breakers, voltage transformers, in the
course of operation is not stop in a hovering position between "work" position
"test " position!

To drawout VCB from “RUN” position to “TEST” position:


o To ensure VCB was open state (OFF). (Fig. 5.2.1.1)
o Conversely of the process described above will be implement to bring the device
back at work position.

※ Important note:
Insertion and withdrawal of circuit-breakers (and other withdrawable parts) must
be gradual, in order to avoid any shocks which could deform the mechanical
interlock. If the operations are prevented, do not force the interlocks and check
that the operating sequence is correct. Please also refer to the technical
documentation of the circuit-breakers for installation operations.

To drawout VCB from “TEST” position to the trolley :


o Open the door of breaker compartment.
o Remove the connector of control cable and put it into the control store location on
VCB

o To pull the VCB to trolley position, with both hands, sliding interlock hands like
below figure and to bring out trolley, note to put the VCB out of the switchgear, the

VCB and earthing switch was on open state.

o Move trolley to the front of switchgear, adjust the height to suit the VCB location

(Fig. 5.2.1.5: Operation to bring VCB in and out of switchgear)


o To drawout VCB out of the trolley bracket and secures it to the trolley bracket
(Fig. 5.2.1.5)
o Pull the trolley out of switchgear position.
o After to bring VCB out of switchgear, the shutter cover to point of contact of the
VCB and operation hole cover plate of earthing switch has must in their place.

In case to bring VCB from trolley into switchgear, adjust the trolley are contained VCB
in front of the switchgear, adjustable the face of trolley suit floor height of
compartment VCB and fixed trolley in switchgear, with both hands, sliding interlock

hands like below figure and to push VCB into inside of the switchgear.

To spring charge for VCB .


VCB is not spring charge yet (Fig. 5.2.1.7.A), insert the operation hand into spring
charge hole (fig. 5.2.1.7.B) on the VCB and rotate it in a clockwise direction until you
hear "tick" sound so at that time spring charged (Fig. 5.2.1.7.C)

When the VCB is the open position, the spring must be charged (Figure 5.2.4.C),
press the button "ON" to close the VCB. And press the button "OFF" to open the
VCB.

It’s a equipment use to bring VCB into or out of switchgear for maintenance purposes
or if any troubleshooting

Note: Need at least two operator to operate trolley when operate VCB into or out
of switchgear. Ensure that the operator has been trained and understand the essential
functions of the trolley through the manufacturer.

5.2.2 Earthing switch (assemble with VCB-PROMEC)


5.2.2.1 Earthing switch with VCB
Earthing switch has mechanical structure as tuck style. Each earthing switch is used with
a VCB and can only be closed when the VCB is in "TEST" position.

 ON and OFF by hand:


Warning: Checking the coil for interlock was power supply or not.
 Use the hand pull & slider operation hole cover latch to the right side, still keep it
then insert crank into the operating hole (when earthing switch in the closed position,
the sliding latch still in place as below figure).

Insert crank into the hexagonal shaft so that have full space for movement including
in case the distance limited in all side.
 Rotate the crank clockwise direction around 180 ° to close the earthing switch, until

to pull the slide latch to right side and still keep then insert rank into the operation hole.

then fix the trolley on switchgear.

5.5 Voltage transformer together fuse trolley type.

Voltage transformers and the fuses put on the slide push trolley. Push trolley operate by
disconnect voltage transformers and fuses out of the main circuit (circuit dynamics), was
taken out of the switchgear by pulling trolley out the floor, then the fixed safety catch with
hole on the floor. Need to check push trolley have to operate gently or not. Fuse protection
for voltage transformers should also be checked to ensure that it is operating normally.

5.6 Measuring and protective


Measurement and protection functions will automatic measure and record the parameters
of the system. If there is any change in the system exceeds the preset limit, the relay will
disconnect the circuit breakers suitable (the circuit breaker have value exceeds the preset
value). In some cases, these relays can be manually restored. Even some relays can to key
"lockout" relay to protect the circuit breaker. This type of protection is kept until the
"lockout" relay has been set again. Refer to electrical circuits drawings for clearing
understand about protection relay system.

5.7 The heater.

The heater will work even in normal conditions. The heater helps reduce the moisture
condensation by raising the temperature in the switchgear up a little higher than the
ambient temperature. So if the heater is damaged, replace them as soon as possible. The
recommended thermostat settings in step 40C.

6 TESTING AND INSPECTION

After the equipment has been installed and all connections have been made, it should be
tested and inspected before putting it in service. The equipment and devices have been
made to ensure that the equipment has been properly installed and that all connections are
correct.

Guidance of testing devices such as relays, instruments and meters are given in the
instruction attached with O& M manual.The settings of the protective relay must be set
according to relay’s setting table

The operation of the breaker with its associated devices may be tested in the unit while
the equipment is energized by racking the breaker into the test position and engaging the
secondary coupler.

High potential tests to check the integrity of the insulation are notnecessary if the
insulation instructions in this book are carefully followed.
If the purchaser desire to make high potential tests, the test voltage should not exceed
75% of factory test voltage in accordance with IEC.
Potential transformers, and control power transformers, must be disconnectedduring high
voltage testing

7 SAFETY PRECAUTIONS
Before operating or working on any electrical equipment. Read this manual carefully to
understand those function and how to handle it safely.

In this manual, safety precautions are ranked into two types;

[DANGER] and [CAUTION]these two ranks are defined as follows

A danger notic with this symbol indicates that neglecting the suggested procedure or
practice could be fatal or result in serious personal injury.

A caution notice with this symbol indicates that neglecting the suggested procedure
or practice could result in moderate or slight personal injury and/or property damage.

Note that failing to observe caution notices could in serious injury/damage in some
situations.
Because safety notices contain important safety information, be sure to read and
observe them.

7.1. Operate Electrical Machinery and Apparatus

In order to prevent accidents, anyone handling electrical machinery and apparatus must
be thoroughly acquainted with the precautions noted below and with those in section 2.
Most accidents can be prevented by being careful. Always observe these precautions.

7.1.1 General Precautions

 Do not smoke or use a flame in the vicinity of the equipment.
 Wear a helmet, safety shoes and work clothes when working on the
equipment.
 Cut off the power supply
 Otherwise there is the danger of electric shock from live bus-bars and
other current carrying parts when the switchgear or other electrical
panel is opened.
 Make sure there is no voltage in the circuit before any electrical work
is done. And make panel ground (Use a voltmeter/circuit tester or the
like)
 Never work on live part. (Except in an emergency)
 Before working, think carefully about the steps you will take, inspect
the surroundings for any possible dangers, and inform your associates
of what you plan to do. Then work quickly and efficiently.
 Provide sufficient lighting for the work area.
 Maintain an orderly work area. Do not scatter tools or other articles
about.
 Learn the proper way to use a circuit tester and other necessary tools.

● Daily inspection
- Check appearance for any damage, Pay special attention for noise, bad odor
and discoloration.
● Periodic Inspection
- Check each bus bar fixing section, device mounting section and wiring
section for any looseness. If any looseness is found, fasten the fixed bolts
again.
- Check appearance of each device (vacuum circuit breaker, vacuum contactor,
protective relay, current & potential transformer, fuse, module card, etc.) for
any missing or damage. If any failure or damage is found, replace with the
spare parts.
- Check each device (vacuum circuit breaker, vacuum contactor, protective
relay, current & potential transformer, fuse, module card, etc.) for noise, bad
odor of discoloration. If any noise, bad odor or discoloration is found, replace
with the spare parts.
- Check the mechanical operating section of each device (vacuum circuit
breaker, vacuum contactor, protective relay, etc.) for any mechanical
malfunction in operation. If any malfunction is found, replace with the spare
parts.

7.1.2 Precautions for Hot-line Work

Never perform hot-line work unless it is unavoidable. If repair of live circuits or


electrical devices is unavoidable, gain a thorough under-standing of section 2. “Electric
Shock Prevention” and obey the precautions listed below.

- Cover tools with vinyl tape as wherever possible.

of live part.
- Place insulation between the live section of the circuit and the section to be
worked on.
- Wear rubber gloves on both hands (and wear rubber boots).
● Work with the right hand as much as possible, and take care not to lose your
balance.A loss of balance due to the movement of the ship can cause an accident.
● Station someone who can cut the power off immediately in an emergency, and
establish a signal between yourself and that person.

7.1.3 Guidelines for Fire Extinguishing


In the event of an electrical fire, quickly perform the following procedures.

Fire Extinguishing
● Cut off the power to the circuit or device from which the fire began.
● Cut off the power to other circuit or devices which may be damaged by the fire,
including those which could be damaged if the fire spreads.
● Do not cut off power to any devices which could cause a serious accident if
deprived of power.
● Inform your supervisor and anyone close to the area of the fire.
● Use a fire extinguisher (powder or halide type) to fight the fire
In s small room or section, there is the danger or asphyxiation from the
fireextinguishing material, so be careful to avoid this.
In this case of electrical fires, always cut off the power supply first.
Take a good look around and think before working. Then work fasts to stop the
spreading of the fire.
● Be careful when using water to extinguish an electrical fire.
The person fighting the fire could be electrocuted by current flow through the
water.
This is especially true of seawater but also true of fresh water.
● Think carefully when choosing between seawater and a fire extinguisher.
Once electrical devices have come in contact with seawater it is difficult to
restore them to their original condition.
In some cases, a fire extinguisher is the best choice even if it requires more time
than seawater to put out the file.

7.2 Electrical Shock Prevention


7.2.1 General Information on Electric Shock
● The Danger of Electricity
● Receiving an electric shock is extremely dangerous.
Even a relatively small amount current can be fatal if it passes through the head,
lungs, or other vital organ.
● 100V AC is more dangerous than is generally thought.
● At 100V AC, 60/50 Hz, even a 50milliamperes (mA) is dangerous and 50~100mA
can cause a fatal electric shock.
● The Symptoms of an Electric Shock Victim
The symptoms described below must be treated immediately with artificial
respiration or Cardiopulmonary Resuscitation (CPR) until the victim recovers.
These are symptoms of electric shock and should not be confused with death. It
is not unusual for a person suffering from these symptoms to recover even after
several hours of artificial respiration or cardiopulmonary resuscitation (CPR).
The Symptoms are listed in order from mild to most serious case.
- Breathing stops.
- Normal breathing can usually be restored after continuing artificial
respiration for a short while.
- Breathing stops, face is pallid, and pulse is very weak or undetectable.

7.2.2 Prevention of Electric Shock


Anyone who is operating or performs maintenance or repairs on electricalequipment, or
anyone who supervises people doing such work, and take the following measures to
prevent electric shock accidents.

● Never assume there is no voltage applied to the circuit until the voltage has been
confirmed (measured).
● Always cut off the power supply and confirm that there is no voltage applied to the
circuit before any electrical work is done. Most accidents occur because the
power is mistakenly assumed to be off.
● Always use rubber gloves, rubber boots, and an insulation mat when doing
electrical work.
● Tag the power supply switch when doing electrical work.
● (ex. "Do Not Turn on Power: Maintenance Work")
● If someone turns on the power while maintenance work is being done, and
accident could occur.
● Operate switches with the right hand while holding the left hand back and always
from the body.
● Station people in such strategic places as near the switchboard in order cut off the
power immediately if an accident occurs

8.1 General
Maintenance serves to preserve trouble-free operation and achieve the longest possible
working life of the switchgear. It comprises the following closely related activities;

When carrying out all maintenance work, the regulations in the country of installation
must be strictlycomplied with.

Maintenance work may only be performed in a careful manner by trained personnel


familiar with thecharacteristics of the individual switchgear, in accordance with all relevant
IEC safety regulations andthose of other technical authorities, and with other overriding
instructions. It is recommended that LSIS service personnel be called in to perform the
servicing and repair work detailed below.

The inspection and servicing intervals for some of the equipment/components (e.g. parts
subjects towear) are determined by fixed criteria, such as switching frequency, length of
service and number ofshort-circuit breaking operations. On the other hand, for other parts
the length of the intervals maydepend, for example, on the different modes of operation in
individual cases, the degree of loading,and also environmental influences (including
pollution and aggressive air).

8.2 Classification of Periodic Inspection


● Where necessary, the working area must be isolated and secured against
reconnection in accordancewith the Safety Regulations specified by IEC and
appropriate national standards before inspection.
● Correct condition of the switchgear should be monitored by regular inspections.
● Under normal operating conditions, inspection should be carried out once every
four years byspecially trained professional electricians.

● Under abnormal operating conditions (including adverse climatic conditions)


and/or specialenvironmental stresses (heavy pollution and aggressive atmosphere,
among others), inspectionmay be necessary at shorter intervals.
● Inspection is primarily to carry out a visual check for grime, corrosion and
moisture:
● Effects of high temperature on the main circuits.
● Traces of partial discharge on the insulating material parts.
● Traces of leakage current on the insulating material parts.
● Surfaces of the contact systems.
● However, inspection must also to include correct mechanical/electrical operation
of the followingparts: switching devices, actuating, interlocking, protection and
signaling devices.

Caution!

Instrument transformer circuit


● With regard to the switching devices, their separate Instruction manual should be
followed.
● Check all switchgear accessories and auxiliary devices (e.g. storage batteries).
● No partial discharge must occur on the surfaces of equipment at operating voltage.
This can, forexample, be detected by characteristic noises, a clearly perceptible
smell of ozone, or visible glowingin the dark.
● Visually checking the contact system. We recommend to turn the contact system
alternately in orderto clean the inner contact points of the contact system.
The contact points should be cleaned if signs of overheating (discolored surface)
are visible.
● If any irregular conditions are detected, then relative repair measures must be
taken.

8.2.1 Visual inspection


To ascertain that, under normal operating conditions, switchgear appearsworking
correctly.To check that metering instruments and indicating lamps arefunctioning, it is
recommended that this inspection should beundertaken as an internal part to regular
routine operational checks that are to be conducted at the swtchgear.

8.2.2 Planned inspections

that system components are functioning asrequired. The inspections are scheduled, taking
into account operating requirement, environmental conditions etc, at regular intervals

8.2.3 Planned inspections routine


This consists of periodical inspections on a monthly and annual basis.

8.2.4 Monthly inspections


These involve visual inspections which require the opening of doors which are
admissible without interrupting the supply, and where necessary.

8.2.5 Annual inspections


These require a full operational test to be performed ensuring allequipment is fully and
efficiently operable without any abnormalities.
All equipment and components should be inspected according tomanufacturer’s data.
Where equipment is required to maintain its supply, caution should beexercised when
inspecting.
If a full inspection is not possible as energization needs to bemaintained then a visual
inspection should be performed, and a fulloperational inspection must be rescheduled for
more convenient time in the near future.

8.3 Maintenance and Repair of Equipment


Restrictions imposed by the equipment should be highlight where applicable.

8.3.1 Isolating procedure of the main bus bar for SWGR.


● Open the main circuit breaker bus de-energized.
● Check the no-voltage of bus and earth to necessary spot andcheck the de-
energization by voltage test meter.
● Discharge the remaining current from the capacitor to earthafter a 2 min period has
elapsed after isolation if necessary.
● Prevention of mis-operation should be ensured by locking of thecircuit breaker of
disconnect in the "OFF" position and positingof warning signs "MEN AT
WORK".

8.3.2 General safety procedures


If must be appreciated that complete safety of men and equipmentcannot be ensured
without the cooperation of all people involved. It is therefore expected that persons
working in the plant area. i.e representatives of the owner, consultant and contractor will
follow the safety regulations outlined in this procedure.

Before commencing any testing, commissioning or operation activitiesthe following


general conditions shall apply.

It is necessary for the operator to understand the construction ofequipment and operation
methods for safety.
● The working area shall be clear and free from debris and leftover materials.
● Access to all working areas and equipment shall be clear.
● Ventilation system shall be satisfactory.
● Danger/warning signs as applicable shall be posted.
● Entry to the working/operation area shall be restricted toauthorized persons only.
● Fire fighting facilities shall be available where applicable.
● Check strict and accurate communication with relative quarters.
● Ensure equipment is de-energized (electrically isolated).The circuit diagram
should be checked in the case of powersupplies, bus alive on circuit breaker
primary, etc. De-energization should be confirmed with test meters.Before
conducting any tests on equipment, that equipment shall beproperly grounded. To
ensure maximum security all energized zones shall be keptlocked, where
practicable, and wherever possible all locked, where practicable, and wherever
possible all equipment shall also be locked. Key will be under the control of the
responsible person as designated in this document.

8.4 Repair of Surface Damage


Repair of surface damage;
● Carry out repair work immediately after a defect has been discovered.
● Completely remove all rust from damaged paintwork areas on steel sheet and other
steel parts by mechanical means, e.g. with a wire brush.
