Policy-Guidelines Governing the


Revised RTA DEPUTATION PROGRAM

Prefatory Statement

The RTA Deputation Program is designed to expand the reach of the Traffic Officers of
the Road and Traffic Administration as a means of attaining its ultimate goal of making the lives
of the road users comfortable.

This program is aimed at professionalizing the accreditation of community-based


organizations, barangay, and other qualified groups, and the deputation of their respective
members as Traffic Officers who shall be under the control of the RTA.

This guidelines shall govern the implementation of the Program effective on July 1, 2016.

Purpose of the Program

The revised program shall professionalize the deputation of traffic officers by the RTA. It
shall ensure that the deputized traffic officers meet the minimum qualifications of traffic
deputies and are guided by clear and specific rules of their engagement. The Program also
removes the influence of politics from traffic management.

Who May Become Deputized Traffic Officers

Natural persons who possess the following minimum qualifications may qualify to
become Deputized Traffic Officers, subject to the evaluation of the RTA:

1. Must have completed at least First Years College Level education.


2. Must be at least (18) years of age at the time of the filing of application for
deputation.
3. Must be physically fit as evidenced by a certificate issued by a competent
physician not earlier than (6) months from the date of application for
deputation.
4. Must be a member of organized community-based group, civil group or club,
barangay peace-keeping force, government office, or other similar groups.
5. Must comply a Traffic Clearance to assure that he/she has no pending violation.
6. Must know how to drive a motor vehicle.
7. Must be willing to devote time to perform task as traffic officer.
8. Must be a person of integrity as certified by the head of the organization to which
he belong
Accreditation of Groups and
Memorandum of Understanding

The groups under which the prospective deputized traffic officers belong shall sign a
Memorandum of Understanding with the City Government through the Roads and Traffic
Administration detailing the professional relationship between the City Government and the
Accredited Groups.

Such Memorandum shall include the authority granted to the deputized traffic officers
which need not necessarily include the apprehension of traffic law violators and the issuance of
the TCT becomes necessary tool to make the deputation of the groups’ members more effective.

The MOU shall detail the conduct of operation by the deputized groups or the deputized
traffic officer.

Seminars

Member of the group who are slated to become a deputized traffic officer must undergo
the required seminars as may be designed by the RTA. Only candidates for deputation who
finished the required seminar shall be conferred the status of Deputized Traffic Officer.
Deputation certificates shall be issued to those who complete the required seminar.

The modules for the seminars shall be designed by the RTA, and where applicable, must
include inputs from deputized groups to make the program more responsive to the actual needs
on the road.

The RTA shall design refresher seminars for deputized traffic officer. Such seminar shall
be conducted not longer than once every semester. The deputation of those who fail to undergo
the refresher seminar shall be suspended until such time that they comply with the required
refresher.

Identification Card

The RTA shall come up with a standard design for the identification cards of the
deputized traffic officers who must wear such ID Cards every time they conduct traffic
operation.

Such ID Cards, which shall be 3.5 inches by 5 inches in size shall have expiry date which
shall not be longer than twelve (12) months from their issuance. It shall bear the seal of the City
of Cagayan de Oro and that of the Roads and Traffic Administration. The seal or logo of the
accredited group under which the deputized officer is a member may also be indicated on the ID
Card.

The ID Cards shall bear the Control Number, the photograph of the deputy, the
signatures required, and such other personal circumstances of the deputized traffic officer. It
shall also bear the signature of the deputized traffic officer and the deputizing authority.
The accredited groups shall be responsible for the production of the ID Cards for their
respective members. The color of the ID Cards shall be predominantly YELLOW.
Use and Color of Uniforms of Deputies

Deputized Traffic Officers may wear their respective uniforms as deputies according to
the design and specifications that the RTA shall come up with.

Generally, no deputies shall wear uniforms that have the same design and color as those
of the official uniforms of the organic RTA members and in no case shall uniforms of deputies
merely indicated the letters “RTA” at the back.

Uniforms for deputized traffic officer shall have the marking RTA DEPUTIZED Traffic
Officer at the back. The front design shall include the logo of the Barangay at the vest pocket
portion and the RTA logo at the right side shoulder.

Deputies may wear their respective organizations’ uniform with matching traffic vests
with the marking “DEPUTIZED Traffic Officer” at the back.

Deputized traffic officer who violate this requirement for uniform shall be stripped fo his
deputation and shall be disqualified for deputation for the next tree (3) years.

Vests, Whistles, Others

Deputized traffic officers must wear traffic vests with luminous color stripes whenever
they conduct operation.

No deputation certificates shall be issued to anybody, even if he has undergone the


required seminar, if upon inspection he does not possess the required paraphernalia such as
whistles, vests, uniforms, and other required objects.

Remuneration

The deputized traffic officer shall serve as such voluntarily, on their own free will and
volition, and shall not received any compensation or remuneration in any form from the RTA of
the City Government of Cagayan de Oro City.

Liabilities

The deputation of individuals and the accreditation of their respective groups shall not
be ground to hold the City Government, the RTA, its officers and employees, or other agents or
deputized officers liable for any responsibility or liability arising from acts of any such deputized
traffic officers, unless such acts are due to the negligence or with the concurrence of the RTA, its
officers and employees, or other agents or deputized officers.
Period Covered by Deputation

Deputation of traffic officers shall only be a period not exceeding one (1) year, subject to
renewal at the option of the RTA and upon compliance with the accredited groups or their
respective deputized members, of the deputation requirements.

Revocation of Deputation

The City Government or the Roads and Traffic Administration shall have the sole option
to revoke deputations.
