• Introduction
This document describes HvACC Standard Operating Procedures for ATC Training in
accordance with VATEUD and VATSIM regulations. It is very important for both trainees,
mentors and ATCos to apply the following procedures. In order to fully understand the
procedures specified hereafter, ATCos shall be familiar with VATSIM and VATEUD training
and operating procedures. In case of discrepancy between HvACC and VATEUD procedures
then HvACC SOP’s have precedance. It is obvious that SOP’s cannot include all situations
and hence in exceptional circumstances Training Department shall assess,evaluate and act
as required by situation.
• Definitions
Mentor An Air Traffic Controller, full member of HvACC that holds at least the C1
rating and is authorized by HvACC Training Department to provide ATC
training.
Training Department The members of the HvACC Staff dedicated to ATC Training (e.g. Training
Staff Director, ATC Trainers).
Training Liaison The person responsible to observe and supervise the progress of a
student.
Student Any Air Traffic Controller providing ATC Services within Athinai FIR (full
members and visitors).
• Ratings
Rating Description
According to VATSIM Global Rating Policy (GRP
http://www.vatsim.net/documents/globalratingspolicy), the ATC ratings are the following:
A. Tower Trainee (S1)
This rating does not cover any particular competencies. A member can use this rating to
control no higher than Tower (TWR) subject to local restrictions.
B. Tower Controller (S2)
This rating includes all airport DEL, GND and TWR control services, except at a tower that
provides procedural approach services as outlined in Section 4.6 of this Policy
C. TMA Controller (S3)
This rating includes APP and DEP control services associated with a particular airport/area.
D. Enroute Controller (C1)
This rating is for all Enroute CTR sectors; both radar and nonradar control services.
E. Senior Controller (C3)
• Rating requirements
HvACC, as a member of VATEUD, applies the following requirements for rating certification
as described in the VATSIM GRP and VATEUD. HvACC reserves the right to differ in a more
restricted manner to these requirements according to its local procedures. For each rating,
requirements are as follows:
I) Tower Trainee (S1)
THIS RATING IS A DIRECT ENTRY LEVEL THAT HAS NO ASSOCIATED
COMPETENCIES. Although S1 is a direct entry level, a theoretical examination shall be
successfully completed prior to S1 rating award (see fig.1)
II) Tower Controller (S2) – TWR positions (incl. DEL, GND and TWR)
According to HvACC regulations, both theoretical and controller practical test (CPT) exams
required for the award of S2 rating(see fig.2) to ensure that following competencies are
fulfilled in accordance with HvACC, VATEUD and Vatsim standards:
A) GENERAL
1. Setup, Configure and Connect to the network
2. Demonstrates understanding of the ATS role
3. Displays service delivery awareness
4. Displays situational awareness
5. Manages communication priority
6. Uses correct phraseology
7. Manages Flight Strips, Tags and Flight Plans
8. Displays professional behaviour and pleasant attitude
B) ATC COORDINATION
1. Coordinates with other ATC where required
C) CLEARANCE DELIVERY
1. Correctly identifies aircraft and applicable flight rule.
2. Applies basic altimetry
3. Issues appropriate clearance and departure instructions
D) GROUND OPERATIONS
1. Issues appropriate GND instructions where/when required
2. Correctly transfers aircraft to TWR where required
E) TOWER OPERATIONS
1. Selects suitable Duty/Active Runway
2. Generates ATIS
3. Issues appropriate TWR instructions where/when required
4. Issues takeoff clearances
5. Issues landing clearances
6. Applies correct runway separation
7. Handles missed approaches
8. Manages circuit traffic
9. Correctly transfers aircraft to next ATC unit.
3. Displays service delivery awareness
4. Displays situational awareness
5. Manages communication priority
6. Uses correct phraseology
7. Manages Flight Strips, Tags and Flight Plans
8. Displays professional behaviour and pleasant attitude
B) ATC COORDINATION
1. Coordinates with other ATC where required
C) TRAFFIC MANAGEMENT
1. Issues appropriate CTR instructions where/when required
2. Applies advanced altimetry concepts
3. Provides suitable vectors to aircraft when required
4. Initiates holding when necessary to regulate traffic flow
5. Adjusts aircraft speed or track to achieve initial sequencing for arrival
6. Correctly transfers aircraft to next ATC unit
D) SEPARATION
1. Provides separation service appropriate for class of airspace
2. Applies appropriate vertical separation between aircraft
3. Applies appropriate vertical separation to aircraft operating in the RVSM band
4. Applies time separation between aircraft in nonradar environment
5. Applies separation between aircraft in radar environment
6. Preemptively applies separation assurance to avoid rather than resolve conflicts
E) AIRSPACE SERVICES
1. Provides traffic services appropriate for class of airspace
2. Provides additional information or navigation service
3. Issues airways clearance to aircraft entering CTA
4. Terminates services for aircraft leaving CTA
5. Issues STAR Clearance where necessary
6. Provides services appropriate to VFR aircraft
C1 Level 5 - CTR
(CTR)
All HvACC
In accordance with the VATSIM Global Ratings Policy, the table above lists the current
VATSIM ratings, the associated HvACC certification level that can be achieved at each
VATSIM rating, and the highest position that can be staffed for each rating and certification
level.
HvACC certification levels for each controller are demonstrated on the HvACC controllers list
as well as the specific position certifications (e.g. Athens Venizelos Ground, Tower, etc.).
In addition, a student can be marked as Developmental and be able to provide services
without supervision when he/she receives a SOLO validation in accordance with the VATSIM
GRP. In this case the student will be able to provide ATS of one rating above their current
VATSIM rating only at the designated position decided by the HvACC Training Department.
The name of this student will appear on the solo validation page.
Example: An S3 student in under training for the C1 rating and they are considered “Level 5 –
Developmental”, this means that the student can solo man a designated CTR position (for
instance LGMD_CTR).
● TrainingFlows
• Training Requests
In order to receive formal training from a Mentor, a student must schedule that session online
through the Training Request Forum.
• The student must read the required material prior to requesting training.
• Please allow for a reasonable amount of time for a Mentor to respond to the training
request with a compatible date and time.
• Training requests may be performed for proficiency reviews.
• Consolidation of Learning
After each level is completed, the student must consolidate what he/ she has just learned by
using those new skills to control traffic on the VATSIM network.
Consolidation of Learning is defined as ten (10) hours of live controlling on the VATSIM
network working the newly certified DEL/GND position, twenty (20) hours for the newly
certified TWR position and fifty (50) hours for the newly certified APP position.
During this time, students operating the newly certified position should be observed by the
training staff.
Also during this time online, the Prerequisites for Advancement must be demonstrated to
proficiency.
Please note that if the student is not being observed by the training staff, the Prerequisites for
Advancement cannot be fulfilled thus delaying the progression of the student. The amount of
time a student controller spends on the live network will directly affect the opportunities for
advancement. The more controlling time, the more time the Mentor will have to observe.
A specific signoff must be received in the student's file from a Mentor indicating the student
has met the Prerequisites for Advancement prior to starting training for the next Level/rating.
Only after the Consolidation of Learning phase has been completed, can a student continue
on with the training program.
In certain circumstances the Consolidation of Learning requirements may be waived for
visitors, and transfers Training Director’s discretion.
At any point during or AFTER the Consolidation of Learning phase a Mentor notices
deficiencies in a student's performance, then a training session will be scheduled for
remedial training at the approval of the Training Department Staff.
• Transfers and Visitors
Controllers that transfer or visit from another vACC, FIR or ARTCC often bring a wealth of
knowledge and experience; because of this fact, it is impossible to outline a specific flow that
they must follow.
The general procedure for transfers and visitors is as follows:
Email the Training Department (training@hvacc.org) and schedule a meeting in order to
become familiar with the training program. This meeting will also allow the Training
Department to gauge the controller's background and capabilities.
After assessing the transfer or visitor, the Training Department Staff reserves the right to tailor
the process described in the training flow chart to meet the controller's specific needs.
Training gates bordered in "red" in the training flow chart are mandatory for visitors and
transfers up to their current VATSIM rating.
For Visitors:
The HvACC will NOT train or award any VATSIM rating. This is the responsibility of the home
vACC, FIR or ARTCC.
Additionally the HvACC will not do any sort of remedial training, if the student requires it. This
is the responsibility of the home vACC, FIR or ARTCC.
Training of visitors comes as a second priority to the Training Department. Our first priority is
the HvACC students.
If any significant delay is received in training, please email the Training Director.
• Training Liaison
Each student is assigned to a Mentor, which from now on will be called Training Liaison. This
person is mainly responsible to answer student’s questions, discuss training material and
supervise the student’s progress in general. We encourage students to contact their training
liaison in case they have problems, questions or deficiencies.
• Student File
The Training Department reserves the right to maintain a student file for each active or
inactive student. The purpose of this file is to keep track of student’s progress and/or
deficiencies so that he/she can receive the proper training and become a better controller.
