A. Arlan Magallanes, Executive Assistant of the Mayor and his representative for
the day presided the meeting. He announced to the body that Hon. Charlie
Guy SB member was the representative of the Vice-Mayor.
The meeting was called into order by the presiding officer. Ariel
Abellar moved that the meeting be started seconded by SB member Charlie
Guy.

B. The table was turned over by the presiding officer to Ariel Abellar to discuss
the agenda of the meeting. He stated that on their emergency meeting with the
Finance Committee and the COVID-19 Task Force the municipality needs P10
million for the expenses of COVID-19. He also said that they have to lessen
this amount due to lack of funds. Two members of the Task Force presented
and discuss their budget for their specific offices, Dr. Michelle Sanchez and
Annabelle Agner.
So they were able to deduct some amount stated and some things not
really needed were deleted.
This was the finalized budget of the municipality for COVID-19.

After the discussion of the budget Mr. Abellar announced procurement has already
started last Monday, March 23, 2020.
He also said that hazard pay will be granted to the Front Liners of P100.00 per day for
113 people taken from the savings.
The total amount for COVID-19 expenditures is P6.9 million.
After a thorough and serious discussion about the budget a motion was made by Julius
Ambida MENRO that the Continuing funds of prior year be used for COVID-19. This was
seconded by Jessie Mark Avorque.
Another motion was made by Ariel Abellar stating that the amount of P9.6 million be
used as budget for COVID-19. Elizabeth Demain seconded the motion.

C. The presiding officer turned over the table to Julius Ambida MENRO to

A motion was made that the above ICS be implemented this COVID-19 disaster by
the municipality by Dr. Michelle Lyn Sanchez and seconded by Anabelle Agner.
A resolution will be passed to the SB to legalize what has been discussed. A group
chat will be done among the COVID-19 Task Force for other discussion.
D. Other concerns
1. First priority for the distribution of food packs must be given to the
families belonging to the poorest of the poor.
2. Those concern people must assist the MSWDO on the task.
3. It was suggested that a list of recipients be, made for easy distribution.
Since there are no more issues and concerns to be discussed the table called for
adjournment.
A motion was presented by Hon. Gavino Valleramos to adjourn the meeting.
Seconded by all.
The meeting was adjourned at 4:30 o’clock in the afternoon.

A. Mark Carlo Dacillo MLGOO opened the meeting by introducing to the
audience the present of Emma Lauron a representative from DOH to give
some updates ‘on COVID-19.
1. Mrs. Lauron announced to the group about Dr. Molon’s report on COVID-
19 positive patient from Catarman Samamr confined at the old EVRMC.
Still waiting for the test result.
2. PUIs at the region still on quarantine no test result.
B. Dr. Michelle Lyn Sanchez MHO opened up saying that this is the 4 th meeting
done for COVID-19 municipal level.
1. Same activities are done to PUMs and PUIs.
2. Check points for COVID-19 is done 24/7.
3. Disinfection must be done every Friday in all barangays including canals
using sprayer.
4. Houses must be closed during disinfection.
5. Chlorine is used 1 gram to 3.2 gallons of water or 1 tablespoon to 45
gallons of water on ¼ cup to 1 gallon of water zonrox – ¼ cup -1 gallon of
water.
6. A day before disinfection announcement to constituents must be done by
telling them that disinfection will be done the next day. Houses must be
closed to avoid disaster.
7. Brgy. Chairman must report to MHO regarding the updates of PUMs,
PUIs every 8:00 o’clock in the morning each day. At 9:00 o’clock A.M
.MHO in turn will give updates to the mayor at the same.
8. PUMs with no history of travel but with cough, colds and fever must be
separated from those with history travel.
9. PUIs with moderate to severe symptoms will be brought to the Evacuation
Center as the Municipal Quarantine Center.
10. Barangay must have a Barangay Isolation Unit for PUI.
a. Empty House if there is can be used.
b. Sta. Cruz may use Day Care Center.
c. DEPED refused to let the school be used for COVID-19 PUI,
quarantine.
d. Brgy. Chairman as BHERT chairman must see to it that PUMs, PUIs
are monitored and investigated always.
e. Use of quarantine pass, observe the entrance and exit of barangays.
f. Check point COVID-19 personnel must be provided with kit or
improvised protection gears.
g. Bong Go donations for COVID-19 Kits.
h. Barangays has to have COVID kits in their barangay especially those
in the checkpoints.
i. Barangays must create a Barangay Sanitation Team for Barangay
Disinfection.

After the 14 days quarantine a Certificate of Completion will be issued by the Monitoring
Team signed by the Brgy. Chairman and the MHO.
j. Presence of PUI severe, MHO calls PDRRMO to pick up the patient of
none ambulance may be used.
k. Respiratory cases (fever, colds, cough) are not accepted by Carigara
Hospital.
l. PUI is resolve with absence of symptoms.
m. 15 day quarantine of PUMs must be completed or else he has to start
again until the 15 days is over.
n. Hygiene kit must be provided in the checkpoint like alcohol, soap,
water sanitizer etc.
o. Testing area for Eastern Visayas, Carigara or Palompon to Cebu.
p. Line consultation is done by the RHU.

C. Thelma Brazil, ABC president voiced out that:
1. Government must extend support to constituents in this times of
disaster. P1 million prize for cleanest and greenest barangay may be
used for COVID-19 is as suggested.
2. Eradicate paper works for canvass of goods to maximize time for
purchase of goods for the barangays.
D.
1. Anabelle Agner MSWDO informed them that LGU had distributed food
packs to PUMs, PUIs first round.
2. Municipal Level
a. 3,000 households are recipients of food packs for a month
consumption.
1,200 canvass of rice at P2, 000.00/canvass – 2.4 million

E. Ariel Abellar MACCO suggested to Barangay Chairmen to revisit PPMPS
including the SK Fund if needed. See to it that their funds has to be maximize.
PUM, PUI indigent families are priorities for food packs.
F. Bairan Brgy. Chairman suggested that the NFA building in their barangay
maybe used for their Brgy. Isolation Center since they have nowhere to go.
But MHO was not in favor of it since the place is lack of amenities for the
isolation.
G. MLGOO however suggested the Auditorium as Isolation Center for the
barangays since the place will accommodate many PUM and PUI.
H. The E.O for COVID-19 was presented and was discussed by the Executive
Assistant Richie Labaclado.
There were some addendums given to it like the liquor ban.
I. Chief Fire Marshall Julio M. Esplanada volunteered that they need the
disinfectant and a vehicle to go around the barangays. Disinfection of vehicles
are done at the RHU.
J. The Brgy. Chairmen are doing their best that their constituents must observe
precautionary measures to combat COVID-19 but still they would like to
request uniformed men to be seen in their barangays.
III. Other matters
A. JOs has to work up to March 31, 2020 only.
Front liners have to continue.
B. Quarantine Pass is needed.
Suggestion that barangay chairman’s certification must also state that the
holder is not a PUM, PUI.
C. Avoid distribution of goods as of now.
Done only in times of high crisis.
No more concerns for discussion.
The meeting was adjourned at 4:30 o’clock in the afternoon.
