1.0 SCOPE

1.1 This specification applies to all GE PPLP gas turbine products and Suppliers of major sub-
components and ancillary equipment.

1.2 This specification covers the requirements governing surface cleaning and the Preparation,
selection and application of the coating systems to be used on the Exterior and interior surfaces of
all equipment supplied to or by GE PPLP

1.3 Appendices A thru E summarize the painting systems used by GE PPLP in their factory. Sub-
suppliers are required to use this painting system also.

2.0 CODES AND STANDARDS

3.0 SURFACE CLEANING AND PREPARATION

3.1 All burrs, weld splatter, indentations, and all other sharp surface projections shall
be ground smooth prior to further surface preparation. Any grinding done after
abrasive blasting shall be suitably cleaned to obtain proper anchor pattern.

3.2 Existing holes shall be smoothed before cleaning.

3.3 All sharp edges shall be rounded to a smooth radius.

3.4 All local mounted instruments, gauges, nameplates, control valve stems, code
stamps, electrical fixtures, shall be protected to prevent damage during cleaning
and painting. Where practical, electrical cable shall be installed after blasting.
Nameplates, which are attached in a manner that will allow corrosion to occur
behind the nameplate, shall be removed prior to sandblasting and painting and then
reattached after painting is completed.

3.5 Abrasive blasting shall be done in an area away from painting operations and
freshly coated surfaces to prevent contamination.

3.6 The abrasive will be silica sand, flint, or metal shot, sized to give the specified
anchor profile as indicated in the Addendum sheets. A mesh size will be used as

prescribed for thickness of paint to be applied. The maximum particle size shall be
no larger than that passing through a 16-mesh screen. (EXCEPTION: See
Stainless Steel Sec. (3.12)

3.7 The height of profile of the anchor pattern shall be suitable for the specifications of
the paint manufacturer.

3.8 All oil and/or grease contaminations shall be removed by solvent washing using
SSPC-SP1, Latest Revision as a guide before starting abrasive blasting. No acid
washes or other cleaning solutions or solvents may be used on metal surfaces after
abrasive blasting. This includes any inhibitive washes intended to prevent rusting.

3.9 All surfaces requiring blasting are to be blast cleaned in accordance with Society
for Protective Coatings (SSPC) guidelines.

3.10 To avoid condensation, abrasive blasting shall be performed only during daylight
hours and the steel surface be at least 5 degrees F. above the dew point during
cleaning operations. Records of wet bulb and dry bulb temperatures before
blasting and during blasting must be maintained.

3.11 The blast-cleaned surface shall be coated with primer within four hours and prior to
sundown of the same day unless authorized by GE PPLP. Any steel that is not
primed or is wet by rain or moisture shall be reblasted. Under no circumstances
shall the surface be allowed to rust before priming, regardless of the time elapsed.

3.12 All stainless steel piping, which will require coating, will require brush blasting in
accordance with SSPC-SP7, Latest Revision (unless otherwise specified by GE
PPLP). This process will be used to remove all contamination during processing
and to achieve a uniform finish. The abrasive used shall be free of carbon, clay or
other contaminants.

Stainless steel vessels, when required by drawings, specifications and/or purchase


order will be Brush (Bead or Sugar) blasted in accordance with SP7.

This procedure will be used on all stainless steel, which will be subjected to an
environment in which the material has not been protected from carbon
contamination or displays poor cosmetic appearance. All welding displaying
welding temperature discoloration shall be cleaned by this process. This process is
not intended to create an anchor pattern. A uniform matte finish is preferred.

Any substitution of cleaning method must have the written acceptance of GE


PPLP.

4.0 SURFACES NOT REQUIRING PAINTING

4.1 The following surfaces do not require painting or coating:

(A) Copper and copper alloys.


(B) Hot Dip Galvanized Surfaces (except as required by contract).
(C) Fiberglass, plastic or plastic-coated material not susceptible to ultraviolet
deterioration.
(D) Instrument cases, etc., shall not be grit blasted or painted.
(E) Nameplates, machined surfaces, instrument glass, flanged faces, control
valve stems and similar items.
(F) Stainless (unless otherwise specified by GE PPLP).

4.2 Machined and threaded surfaces shall be protected with a temporary readily
removable rust preventative, plastic protectors, or tape.

5.0 MIXING, THINNING AND STORAGE

5.1 Use manufacturer's recommendation for paint mixing, thinning & storage.

6.0 COATINGS (SEE ADDENDUMS FOR APPROVED CRITERIA)

6.1 General Coating Procedure

6.1.1 A two (2) coat system shall be utilized on all exterior/interior structures
and equipment exposed to outside environments (including the underside
of the main skid). Any deviation must be submitted for review &
acceptance by GE Quality.

6.1.2 Blast to achieve a 1 to 2-mil (25 to 50-micron) profile as indicated by a


Keane-Tator Surface Profile Comparator, Testex Tape or similar device.

6.1.3 The zinc primer coat of paint shall be applied to no less than 3.0 MDFT
nor more than 5.0 MDFT.

6.1.4 The final coat (topcoat) shall be a color specified by customer or GE PPLP
standard. The topcoat shall be applied to no less than 3.0 MDFT and a
maximum of 5.0 MDFT. For both zinc primer and topcoat, the maximum
allowed is 10.0 MDFT.

6.1.5 On interior structure, the primer coat shall be applied to not less than 3.0
MDFT. With a maximum of 5.0 MDFT.

6.1.6 The top coat of the interior structure shall be applied to not less than 3.0
MDFT and 5.0 MDFT maximum.

6.1.7 Unit mounted vendor supplied items purchased "off the shelf", may have
manufacturer's standard paint, subject to review and written acceptance by
GE PPLP engineering materials specification group.

6.2 General Coating Application

6.2.1 To the maximum extent practicable, each coat of material shall be applied
as a continuous film of uniform thickness free of pinholes. Any thin spots
or areas missed during the applications shall be re-coated and permitted to
dry before the next coat is applied in accordance with manufacturers'
recommendation.

6.2.2 Each coat shall be in a proper state of cure before application of the
succeeding coat. Material shall be considered sufficiently cured for
recoating when an additional coat can be applied without the development
of any detrimental film irregularities, such as lifting or loss of adhesion of
the undercoat, and after the manufacturers' minimum recommended drying
time has elapsed.

6.2.3 Alternate coats shall be tinted sufficiently to produce enough contrast to


indicate complete coverage of the surface. When the paint is the color of
the steel, or when the tinting of the final coat is objectionable, the first coat
to be applied shall be tinted. The tinting material must not be detrimental
to the service life of the paint.

6.2.4 The edges of structural shapes and process equipment shall receive the first
pass of each coat followed directly by the coating of the remaining
surfaces.

6.3 Air Spray Application

6.3.1 The equipment used shall be suitable for the intended purpose, shall be
capable of properly atomizing the paint to be applied, and shall be
equipped with suitable pressure regulators, and gauges. The air caps,
nozzles, and needles shall be those recommended by the manufacturer of
the equipment for the material to be sprayed. The equipment shall be kept
in satisfactory condition to permit proper paint application.

6.3.2 Traps or separators shall be provided to remove oil and condensed water
from the air. These traps or separators must be of adequate size and the
drain valves must be opened slightly to permit continuous draining of
condensate during operations. The air from the spray gun impinging
against the surface shall show no condensed water or oil.

6.3.3 The pressure on the material in the pot shall be adjusted when necessary
for changes in elevation of the gun above the pot. The atomizing air
pressure at the gun shall be high enough to properly atomize the paint, but

not so high as to cause excessive fogging of the paint, excessive


evaporation of solvent, or loss by overspray.

6.3.4 Spray equipment shall be kept sufficiently clean so that dirt, dried paint,
and other foreign materials are not deposited in the paint film. Any
solvents left in the equipment shall be completely removed before
applying paint to the surface being painted. Equipment shall be purged
with thinner compatible with product to be sprayed.

6.3.5 Paint shall be applied in a uniform layer, with proper overlapping at the
edge of the spray pattern. The spray pattern shall be adjusted so that the
paint is deposited uniformly. During application, the gun shall be held
perpendicular to the surface and at a distance as recommended by the paint
manufacturer, which will ensure that a wet layer of paint is deposited on
the surface. The trigger of the gun should be released at the end of each
stroke and restarted only after forward motion of the gun has started.

6.3.6 Areas inaccessible to the spray gun shall be painted per Section 6.4 of this
specification.

6.3.7 Particular precautions for spraying inorganic zinc are listed in the
manufacturers' instruction. Agitated pots must be used in spraying
inorganic zinc.

6.4 Brush Application

6.4.1 Coatings shall be brushed on all areas, which cannot be properly spray
coated for any reason.

6.4.2 Brushes shall be of a style and quality that will enable proper application
of paint. Round or oval brushes are most suitable for rivets, bolts, irregular
surfaces, and rough or pitted steel. Wide, flat brushes are suitable for large
flat areas, but they shall not have a width over five inches.

6.4.3 The brushing shall be done so that a smooth coat as nearly uniform in
thickness as possible is obtained.

6.4.4 Paint shall be worked into all corners.

6.4.5 There shall be a minimum of brush marks in the coat of applied paint.

6.4.6 Surfaces not accessible to brushes shall be painted by spray, daubers, or


sheep-skin.

6.5 General Consideration and Protection

6.5.1 Contact surfaces of all components (bottom of skids, mounting surfaces of


equipment, pipe supports, brackets, bolt holes, etc.) are included in the
scope of work to receive a minimum of the primer coat prior to assembly.

6.5.2 For surfaces to be painted which cannot be abrasive blasted, solvent may
be used to remove all oil film, dirt, scale or flaking paint. Edges shall be
finished using power disc circular sanding. Power brushing can be used;
however, care must be taken not to burnish the metal surface.

6.5.3 All nameplates, manufacturers' identification tags, instrument glass,


finished flange faces, control valve stems and similar items shall be
protected during cleaning and coating.

6.5.4 Paint shall be protected from rain, condensation, contamination, snow and
freezing to the fullest extent practical until cured.

6.5.5 All non-mating flange surfaces shall be blasted and coated in accordance
with these specifications. Gasket and ring faces shall be protected from
blasting and coating.

6.5.6 Primer coat thickness is critical to paint system integrity and shall meet the
required specification.

6.6 Drying of Coated Surfaces

6.6.1 No paint shall be force dried under conditions, which will cause checking,
wrinkling, blistering, formation of pinholes, or detrimentally affect the
condition of the paint.

6.6.2 No drier shall be added to a paint on the job unless specifically called for
in the manufacturers' specification for the paint.

6.7 Repair of Damaged Paint Surfaces

6.7.1 Where shop paint has been damaged in handling, all damaged and loosely
adhering paint shall be removed and the surface thoroughly cleaned.
Edges of the breaks shall be feathered, and the designated number of prime
and finish coats applied.

6.7.2 For these areas of touch-up, the prime coat shall be applied in accordance
with section 6.1.3 of this document.

6.8 Inspection

6.8.1 All subcontracted work and materials applied under this specification shall
be subject to inspection by GE’s Quality.

6.8.2 All parts of the work shall be readily accessible to the inspector.

6.8.3 Each coat shall be inspected prior to application of the next coat. Areas
found to contain runs, overspray, roughness, pinholes, sags, or other signs
of improper application, shall be repaired or recoated in accordance with
this specification.

6.8.4 Each coat of paint shall be gauged for dry film thickness using a calibrated
dry film gauge of the Mikrotest type or an approved equivalent.

6.8.5 NOTE - Data listed within Addendum F shall be recorded and submitted
for review and approval prior to shipment.

6.8.6 All instruments or measuring equipment utilized in collecting inspection


data shall be calibrated and traceable to National Standards.

6.8.7 GE reserves the option to perform final acceptance of any coatings. Final
acceptance shall be determined by using ASTM D4541, pull adhesion test
with a minimum acceptance of 600 PSI.

7.0 GALVANIZING

7.1 General

7.1.1 When galvanizing is specified on the drawings, items shall be prepared for
hot-dipped galvanizing in accordance with ASTM Specification A-385
latest edition and shall be galvanized in accordance with ASTM
Specification A123/A123M, latest edition. The weight of the Zinc coating
per square foot of actual surface shall average not less than 3.0 ounces and
no individual specimen shall show less than 2.5 ounces.

7.1.2 Hot dipped galvanizing of bolts, nuts, washers, shall be in accordance with
ASTM Specification A153/A153M, latest edition and ASTM Specification
A143 latest edition.

7.1.3 Pipe galvanizing coatings shall be per ASTM Specification A53/A53M or


as specified above for structural steel.

7.2.2 Galvanized members, which are to be permanently fixed to the structure


by welding, shall be attached after the supports are primed, but before
topcoats are applied. The heat affected zone area shall be cleaned of all
welding flux, blasted and primed with the approved coating systems as
described in this specification.

7.3 Repair of Galvanized Surfaces

7.3.1 All galvanized surfaces that require welding, cutting, drilling or other
preparation and any galvanized surface that has been damaged shall be
repaired with an approved coating repair system. Before application of
repair coating, surfaces shall be prepared in accordance with SSPC-SP1,
followed by SSPC-SP11.

8.0 OUTSIDE MANUFACTURERS OF CONTROL CABINETS, SWITCHGEAR, MOTOR


CONTROL CENTERS, PROTECTIVE RELAYS

8.1 General Coating Procedure

8.1.1 Products used shall be ANSI 61 Gray, and applied to no less than 3.0
MDFT.

8.1.2 Manufacturers who wish to utilize their cleaning and coating method shall
submit their procedures to GE Quality for approval prior to use.
