NATIONAL AFFAIRS
MCA introduced LLP settlement Scheme, 2020 to allow one-time condonation of delayed filing
of required documents with ROC
On March 4, 2020, the Ministry of Corporate Affairs (MCA) has introduced a scheme namely “LLP Settlement
Scheme, 2020” for limited liability partnership (LLPs) by allowing a one-time condonation of delay in filing
statutorily required documents with the Registrar of Office (ROC) by exercise of its power u/s 460 of the
Companies Act, 2013.
In simplified language, it means the scheme is providing a three-month window from 16th March, 2020 to 13th
June, 2020 to LLPs for completing overdue or delayed filings of four forms which were due for filing
till 31st October, 2019. Also, the additional fee on these forms is reduced to Rs. 10 from Rs. 100 per day of
delay with upper cap of Rs. 5,000 per form. The four forms are:

Reason behind the launch of LLP Settlement Scheme, 2020:
Due to applicability of additional fee on late filing, a large number of LLPs have remained non-compliant,
mainly on account of their inability to pay late fees for the cumulative period of delay. This move is one time
opportunity for LLPs to ensure that they make necessary compliance in defaulting LLPs.
Points to be noted
-It should be noted that the scheme will be applicable to LLP which is registered under the Limited Liability
Partnership Act, 2008 which has made default in filing of documents on the due date(s) specified under the LLP
Act, 2008 and rules made there in.
-The defaulting LLPs, which have filed their pending documents till 13th June 2020 shall not be subjected to
prosecution by ROC for such defaults.
-If LLP does not file pending forms till 13th June 2020 then the additional fees would be back to Rs. 100 and it
will have no upper cap.

SC allows trade in cryptocurrency by rejecting RBI 2018 circular


On March 4, 2020, Supreme Court (SC) has lifted ban on trading in virtual currency, cryptocurrency and
bitcoins by cancelling the Reserve Bank of India (RBI) 2018 circular that barred banks from serving companies
dealing in cryptocurrency exchanges. The decision in this regard has been taken by the three-judge Bench
headed by Justice Rohinton Fali Nariman and consisted Justice Shripathi Ravindra Bhat, and Justice V
Ramasubramanian.

• The plea was filed by Internet and Mobile Association of India (IAMAI) challenging RBI’s 2018
circular because the members of IAMAI also include cryptocurrency exchanges.
• IAMAI had claimed that the move of RBI banned legitimate business activity via the virtual
currencies (VCs).
What is RBI’s 2018 circular?
On April 6, 2018, RBI had issued the circular barring RBI-regulated entities from providing any service in
relation to virtual currencies to any person or entity dealing or settling with those. The services include
transfer or receipt of money in accounts relating to the purchase or sale of virtual currencies.
What is Cryptocurrency?
Cryptocurrency is used to move money between bank and a client which usually runs on a blockchain
technology. Blockchain is a type of Distributed Ledger Technology (DLT). DLT uses independent computers aka
nodes to record, share and synchronize transactions in their respective electronic ledgers instead of keeping
data centralized as in a traditional ledger.

Overview of Cabinet approvals on March 4, 2020


On March 4, 2020, Union Cabinet headed by Prime Minister (PM) Narendra Damodardas Modi has approved
the following proposals:
Cabinet approves the Foreign Direct Investment policy on Civil Aviation
The Union Cabinet has approved an amended Foreign Direct Investment (FDI) policy on civil aviation which
permits non-resident Indian (NRI) nationals to own 100% stakes of Air India.

• The present FDI policy permits 100% FDI in scheduled Air Transport Service/Domestic Scheduled
Passenger Airline (Automatic up to 49% and Government route beyond 49%). For NRIs, 100% FDI
is permitted under automatic route in Scheduled Air Transport Service/Domestic Scheduled
Passenger Airline subject to the condition that Substantial Ownership & Effective Control (SOEC)
shall be vested in Indian Nationals as per aircraft rules, 1937.
• It should be noted that Air India has a debt of nearly Rs 58,351 crore (as on March 31, 2019). The
Centre has given ‘in-principle’ approval for its strategic disinvestment and has invited bids from
interested parties with March 17, 2020 as the deadline.

Cabinet approves Mega Consolidation of ten PSBs into four w.e.f. 1.4.2020
The Union Cabinet has approved the mega consolidation of following ten PSBs into four which would be
effective from 1.4.2020.

Oriental Bank of Commerce (OBC) and United Bank of India (UBI) Punjab National Bank (PNB)
Syndicate Bank Canara Bank
Andhra Bank and Corporation Bank Union Bank of India

Key Points:
-This would result in creation of seven large PSBs with each amalgamated entity having a business of over Rs 8
lakh crore, and five smaller ones. There were 27 PSBs in 2017 and now there would be 12.
-The above amalgamation will be in addition to State Bank of India (SBI), Bank of Baroda (BoB), and Bank
of India (BoI).
-The five smaller PSBs are Central Bank of India (CBI), Indian Overseas Bank (IOB), UCO Bank, Bank of
Maharashtra (BOM), and Punjab and Sind Bank.
Cabinet approves Companies (Second Amendment) Bill, 2019
The Union Cabinet has approved the Companies (Second Amendment) Bill, 2019 to amend the Companies Act,
2013. With this approval 72 amendments will be made to the Companies Act.
• As a part of amendments, 23 offences would be recategorised out of 66 compoundable offences
under the Act. Also, 7 compoundable offences would be omitted under the Act.
• It is proposed to remove imprisonment and reduce punishment under the act. Besides, the quantum
of penalty will also be reduced.
• Earlier, the Companies (Amendment) Act, 2015 amended certain provisions of the Act to remove
difficulties faced in implementation of various provisions of the Act.
• The Amendment Bill, inter alia, would enable the listing of Indian companies on stock exchanges in
foreign jurisdictions, which is expected to increase the competitiveness of Indian companies in
terms of access to capital, broader investor base and better valuations. The framework for enabling
such listing under the foreign exchange and securities laws would be finalised by the Ministry of

Finance in consultation with Ministry of Corporate Affairs, Reserve Bank of India (RBI) and the
Securities and Exchange Board of India (SEBI).

Cabinet clears MoU between India and Côte d’lvoire on cooperation in the health sector
On March 4, 2020, The Cabinet Committee on Economic Affairs (CCEA) Chaired by the Prime Minister (PM) Shri
Narendra Modi has approved a Memorandum of Understanding (MoU) between Ministry of Health and
Family Welfare of the Republic of India and the Ministry of Health and Public Hygiene of the Republic of
Cote d’lvoire on Cooperation in the field of Health.
Key Points:
i.This cooperation agreement includes exchanges and training of physicians, officers, other health professionals
and specialists in the fields of advanced medical technology, nuclear medicine, kidney transplantation, cardiac
surgery, nephrology, hemodialysis, and medical research.

ii.This includes regulation of drugs and pharmaceutical products, Assistance in the development of human
resources and management of health care facilities, medical and health research development, health care
sector and management of health purification including public health services and procurement of generics and
essential medicines and assistance to sources of pharmaceutical supplies.
iii.The agreement also covers the following areas of cooperation
Cooperation and research in the field of HIV/AIDS
Development and improving the techniques and ways for epidemiological surveillance
Exchange & Share of best practices in the field of primary health care, management of hospitals and community
healthcare centers
Enhancing public health and sharing of experiences in medical waste management

On March 4, 2020, the Ministry of Home Affairs (MHA) has approved the automated facial recognition system

(AFRS) by the National Crime Records Bureau (NCRB) for better identification of unrecognized bodies,

missing children, persons and criminals without violating the privacy. To provide this information, AFRS will
use police records and it can be accessed only by law enforcement agencies.
What is automated facial recognition system (AFRS)?
Launched in 2019, AFRS is world’s largest facial recognition system for automatic tracking, identification, and
verification of person from digital images, photos, digital sketches, video frames and video sources by
comparing selected facial features of the image from an already existing image database.
• Currently, the leading face recognition software are Amazon Rekognition; Face Recognition and Face
Detection by Lambda Labs, Microsoft Face API (application program interface); Google Cloud Vision
and IBM Watson Visual Recognition, among others. In China, startup Megvii and AI unicorns like
SenseTime, CloudWalk and Yitu have made facial recognition commonplace in China.

70% reduction in insurgency incidents, 80% drop in civilian deaths and 78% decline in

been 70% decline in insurgency incidents, 80% drop in civilian deaths and 78% reduction in security forces
casualties in the year 2019 in North East (NE) as compared to 2013.

i.A total of 1,824 surrenders by insurgents in the years between 2014 and 2019.
ii.After an agreement signed by the centre with National Liberation Front of Tripura (Sabir Debbarma) [NLFT-
SD],the group surrendered its 88 cadres in August, 2019.
iii.Then, on 23 January, 2020 , a total of 644 cadres of different outfits surrendered and 1,615 cadres of
different factions of National Democratic Front of Bodoland [NDFB] surrendered on 30 January, 2020 after
signed a pact with different Bodo groups.

Govt aims to replace all level crossings on NH with Over/under Bridges under the Setu
Bharatam scheme
On March 4, 2020,The central Government has aimed to replace all the level crossings on National Highways
(NH) by Road Over Bridges / Road Under Bridges under the Setu Bharatam scheme, which is being
implemented by the Ministry of Road Transport and Highways with an aim to ensure safe and smooth flow of
traffic and decrease road fatalities by 50 % by 2020.
Key Points:
i.Setu Bharatam scheme: It was launched by Prime Minister (PM) Narendra Modi on March 4, 2016 to make
all national highways free of railway crossings in order to prevent the frequent accidents and loss of lives at
level crossings.
ii.Objectives: Some of the major objectives of the Setu Bharatam Project were:
The government had identified about 208 Railway crossings,which will be done away with and replaced by Rail

Over Bridges (ROBs) at an estimated cost of Rs. 10,200 crore. Under this,1500 bridges of the British era (over

for Highway Engineer in Noida,Uttar Pradesh (UP) to conduct surveys and inventions of all the bridges on the

India & US signed Rs 1200 crore deal for missile protection suites for new Boeing-777 VVIP
planes
On March 5, 2020 India signed Rs.1,200 crore deal with the United States to procure the missile protection
suites for two new Boeing-777 VVIP(Very Very Important Person) planes during 2 day visit of US President
Donald Trump to India.The missile protection suites will be code named as ‘Air Force One’ and it will be
expected to arrive India in middle of 2021 to begin VVIP planes.
Key Points:-
i.Boeing-777 VVIP planes acquired for the purpose of President and Prime Minister’s Domestic and
International visits.
ii.The features of self-protection suites includes infrared and electronic warfare countermeasures suites,
countermeasure dispensing systems, and missile warning sensors.
iii.The aircraft will be operated by Indian Air Force pilots trained by Air India, which already maintained four
Boeing 777 planes earlier.
iv.India and the United States also signed contracts for the Navy’s 24 MH60 Romeo Multirole helicopters and
six new Apache attack choppers for the military.

European commission launches global coalition for biodiversity to raise public awareness
In view of the crucial UN (United Nations) summit on biodiversity (also known as Convention on Biological
Diversity-COP15) to be held in Kunming, China in October 2020) and on the occasion of the World Wildlife
Day on March 3, 2020, the European Commission has launched a new global coalition for biodiversity
called ‘United for Biodiversity’ in Monaco.

Key Points:
i.The coalition consists of national parks, aquariums, botanical gardens, zoos, science and natural history
museums from around the world to boost public awareness about the nature crisis.
ii.It also encourages national, regional and local authorities, NGOs (Non-governmental organizations),
businesses, scientists and common man to play their key role in raising awareness ahead of the CoP 15.
iii.This coalition is clear in line with other initiatives and coalitions, such as the High Ambition Coalition led by

RBI Deputy Governor N.S. Vishwanathan resigned ahead of retirement


On March 5,2020, N.S Vishwanathan, one of the Reserve Bank of India’s deputy governors, who is due to retire
on July 3,2020, has announced his resignation due to health problems.

i.He was first appointed as the Reserve Bank’s deputy governor for a three-year term in 2016, following which
he was reappointed one year.
ii.He completed the Master of Economics from Bangalore University, joined RBI in 1981 and his areas of
expertise include regulation and supervision of banks, currency management, foreign exchange,non-banking
finance companies and cooperative banks and human resources management.

Tribal affairs ministry constitutes committee under NC Saxena on CFR guidelines under FRA
The Union Ministry of Tribal Affairs (MoTA) has consituted a committee headed by Naresh Chandra Saxena,
former member of the Planning Commission of India and of the National Advisory Council (NAC), to examine
and recommend Community Forest Resources (CFR) Guidelines under the Forest Rights Act, 2006 (FRA).
• In 2016, CFR guidelines were prepared by MoTA, in consultation with the Union Ministry of
Environment, Forest and Climate Change (MoEF&CC). However, the guidelines faced criticism from
various tribal organisations for being too technical.
• Apart from this committee, MoTA also created 2 committee headed by its former
secretary Hrusikesh Panda.
• One committees will look into the recognition and vesting process of habitat rights of Particularly
Vulnerable Tribal Groups (PVTGs) and the second will submit a report on the seasonal resource
access to nomadic and pastoralist communities.

Mumbai to host 2023 International Olympic Committee (IOC) session


On March 5, 2020 Mumbai will host the International Olympic Committee (IOC) session 2023 as
recommended by IOC Executive Board and the decision will be approved at the 136th IOC session in Tokyo in
July 2020. The IOC session was held in 1983 in New Delhi and the session is going to be held in India after 40
years.
Key Points:
i.The Evaluation Commission had visited Mumbai in October 2019 to study the feasibility of hosting the session
& the board selected Mumbai due to the quality of the facilities at the Jio World Centre, Mumbai, Maharashtra.
ii.The year 2023 will be significant for India as it coincides with the 75th anniversary of Indian Independence.
iii.The event will encourage and support the National Olympic Committee of India and all the National
Federations to promote & strengthen Olympics sports in the country.

Former UN chief Javier Perez de Cuellar Passed away at 100
On March 4th 2020, former UN Chief Javier Perez de Cuellar passed away in his native Peru due to natural
causes at the age of 100.
About Javier Perez de Cuellar:
• Javier Perez de Cuellar was born on 19th January 1920 in Lima Peru.
• He was the president of the UN Security Council from 1973 to 1974 and Perez de Cuellar served
as UN fifth secretary general from 1981 to 1991. He was often described as a “pacifist by
vocation and nature.”
• He served as the Prime Minister(PM) of Peru from November 22, 2000 – July 28, 2001.
Awards received by Javier Perez de Cuellar:
• 1987 – Prince of Asturias Prize for the promotion of Ibero-American cooperation.
• 1989 – Olof Palme Prize for International Understanding and Common Security by the Olof Palme
Memorial Fund and also Jawaharlal Nehru Award for International Understanding.

Chhattisgarh CM Bhupesh Baghel presents a Rs 95,650-crore budget for fiscal 2020-21
On March 4, 2020, Chhattisgarh Chief Minister (CM) Bhupesh Baghel has presented a budget of Rs 95,650-
crore in the state assembly for 2020-21. Highlights:

• Three sub-divisions in the state will be made district jail. A provision of Rs 135 crore for
electrification, 25 crore for Anganwadi centers, sports council will be developed in 95 acres area in
Sector 25 of Naya Raipur.
• 25 new tehsil offices will be constructed. Shaheed Smarak will be established in Naya Raipur.
• A provision of Rs 50 crore has been made for a new food park in the state. A provision of 1603 crore
has been made for the Pradhan Mantri Gramin Yojana.

• Provision of 60 crores for the Chief Minister’s Nutrition Scheme, 13 crores for the healthcare of
those coming to the Haat Bazaar, 20 lakhs for the treatment of critical illness.

• A provision of Rs 7.20 crore has been made for automated Air Traffic Control (ATC) towers at
Jagdalpur, Ambikapur and Bilaspur airports, while Rs 1 crore is earmarked for construction of air
strip at Baikunthpur, Korea district.
• ‘Shahid Smarak’ (martyrs’ memorial) will be built in Nawa Raipur Atal Nagar in the memory of
Congress leaders and security personnel killed in the May 2013 Jhiram Valley naxal attack, Baghel
announced.
