Dr Srivastava has provided many good suggestions for smooth running and progress of the project.
He also wished that AFPRO and partners should try to record all activities nicely. AFPRO Guwahati
had made the presentation on the action plan prepared for the year 2009‐10. Other CoPIs also
presented their views regarding Dhemaji situations and the approaches to be adopted to make the
project successful within limited period of time.
Action points emerged are‐
¾ Selection of appropriate beneficiaries at field level
¾ Innovations at farmers’ field to be developed
¾ Activities at field should start immediately as time is a major constraint
¾ Selection of kind of fish and time of cultivation is very crucial in Dhemaji situation as it is
totally flood prune.
¾ Restructuring of cropping pattern and provision of timely input should be taken care off.
¾ Utilization of fund as far as possible
¾ Formation self help group, identification of non farm sectors
¾ Development of institutional mechanism involving VDC, SHG, PRI etc to make the project
sustainable.
¾ Development of mechanism for sustainability fund, cluster resource centre.
¾ Documentation of the project
¾ Frequent monitoring of the project
CIC meeting under NAIP Sub Project of AFPRO

Action point taken
Discussion was held on the progress of NAIP project activities till date achievement so far. Some of
the guidelines regarding procurement of materials have been discussed to clarify some doubts by
Principal Investigator, AFPRO. Dr.T.C. Mahanta raised the problem regarding no response of the
parties to the advertisement published in the newspaper (Specially in case of Feed Mill 7
Transplantor) .Dr. Tamuly discussed some matters regarding fish farming & renovation of the
ponds.Mr. sarma suggested some of the points to overcome the problems.The meeting ended with a
vote of thanks from the chairperson, Mr. D. Sarma.
CIC meeting under NAIP Sub Project of AFPRO

Meeting began with welcome address from Mr.D Sarma and followed by self introduction of
each member present. The main objective behind this meeting is to know the progress of sub
project NAIP titled ‘Live Better with the Flood‐ an Approach for Sustainable Livelihood Security in
the District Dhemaji, Assam’ as well as to know the activities planned during the current financial
year for each partners and utilization of fund as per budget. Executive Director, AFPRO also
wanted to meet all the partners under the project and understand the ongoing project activities
& progress in details.
Mr. D. Sarma, Unit Manager, ATFG briefed about the understanding, deliberations, measures to
be taken during the project etc of NAIP project review workshop held at Ranchi during 4‐5th
March, 2010. The briefing was like that‐ all together 14 consortium and 120 members were
present in the workshop. The workshop was mainly for 1st, 2nd and 3rd call. Dr. S.N. Mehta,
National Coordinator and Dr. Bengali Babu, National Director, NAIP delivered the welcome
address to all and explained that –
i. Consortiums have to take basket of technology to the farmer’s filed with innovative way
as it is the main motive of NAIP as action research project. Till now the action research
part was missing so there is very urgent need to work on it.
ii. Sustainability of the project is very important
iii. Development of institutional mechanism to bring credit, extension, effective linkages
and how could consortiums link it to sustainability
iv. How we could increase the average income of the each farmer. It should be focused and
should be compared with baseline data
v. How based we could utilize the fund ie fund utilization
vi. There should be changes of social status
vii. Photographs should be taken before and after the project to make the comparison
viii. Identification of few appropriate technology only
ix. The project should be accessed with deliverables, output and outcome
x. Matching of title and deliverables are most important
xi. Training‐ the duration of one training should be minimum of 5‐6 days
xii. Interconsortium learning for eg. AFPRO and AAU is very important
xiii. Sustainability fund should be created, village account, cluster account should be open
and there should be three signatories like CPI, cluster representative and village
representative
xiv. Documentation of success stories, bringing media person and publish the matters in
local as well as national newspaper
xv. Report writing should be very concise and presentation also has to make as per norms
xvi. Environmental issues should be ensured
xvii. Procurement guideline should be strictly adhered
xviii. Fund utilization‐ full utilization of allotted fund within the financial year, if not then it
should be return back and NAIP will provide it again if request is made for utilization in
the next year.
xix. Conduction of CAC, CIC and CMU meeting is must
xx. CAC at every six month where some of the activities can be modified. The Chairmen
should visit the field and modification may be done including financial upto Rs 50,000/‐.
CIC and CMU meeting should be held in every month
xxi. Role of Chairmen is very important in case of objectives have been achieved or not,
there should be innovativeness and uniqueness
xxii. Bengali Babu, ND, NAIP told that there will be installation of online monitoring and
evaluation system so that all the consortium can put the figures in online. Monitoring
and evaluation should be uploaded by 31st March, 2010. It has been developed by
Consultancy Engineering Service
xxiii. Reporting should not be objective
xxiv. National Coordinator and National Director may visit the consortium at any time
xxv. The photos presented during the workshop by consortium have not been believed by
National Director. He told that the same photos have been shown all the time. There is
no difference. Vermicompost is not a innovation now, it is the technology that has been
given to the farmers.
xxvi. New things should be given and package of technology should be ensured
xxvii. Publication material should be in used by the farmers
xxviii. Delegation of power is important. More time should be given to gain from the project
Steps should be taken by AFPRO for the project are‐
¾ There should be some changes in project proposal
¾ IFS modules should be changes as there are very few ponds available in sand and silt deposited
areas
¾ Sustainability issues should be taken care of‐ Withdrawal of the fund gradually from the
community and make them their own contribution to make the project sustainable
¾ Farmers commitment should be taken care of
¾ Unutilized fund should be return back and if it can be utilized during the next year it can again be
sanctioned

and discussions were carried out.

Training programmes conducted so far‐
1. Need assessment ( Financed by AFPRO)
2. Rice‐Fish‐Horticulture (39 +33+34 =106 participant)
3. Livestock –fish‐Horticulture (35+38=73 participants)
Total coverage is 179 participants
Discussions held on various issues like‐
i. Variety of pig. It will be better if male selected is exotic and female local. There should
be convergence with govt schemes in regard to animal food.
ii. Training should be separate for animals and IFS modules
iii. Farmers come for training‐ there should be some norms like arrival time, proper ticket
also regarding selection of participants, there should some mendatory rules like
education level, they should know reading and writing etc.
Executive Director, AFPRO wanted know what measures could be taken for sand and silt deposited
are to make it fertile. There is possibility of growing Green Manuring leguminous crops like
Dhaincha, Subabul etc and some of the farmers are practicing also. There is restructuring of cropping
pattern and there will be redesigning of IFS module

Growing of rabi vegetables, summer pulse & oilseed, Ahu paddy and Bao. The are going to install
Feed Processing Unit. There should be promotion of maize cultivation so that processing can be
done.
Some issues have been presented like‐ Internal fund flow system, Selection of beneficiary should be
uniform, Capacity building of farmers & officials, regular intervention among consortium partners,
suppliers are not willing to offer quotation/bid due to poor road condition. He also has made request
to if possible to adjust the over expenses during the training to the farmer from staff training fund.
Discussions are ‐
It has been discussed by the members that Tapioca, sweet potato can also be grown there. Tapioca
will be a good feed for pig.
Soil testing is also one important matter which will be done at Neoland, Soil testing laboratory,
Guwahati during the project.
There is deficiency of Boron and Molybdenum in Dhemaji soil. Agriculture Dept and National Food
Security Mission have provision to provide these micronutrients to the farmers at free of cost. So it
can be well linkaged.

Activities have been presented. The Broiler farm developed under NAIP project received very good
profit out of total investment. They are also doing SRI technique for rice cultivation in the farmers
field. They are developing an area for irrigation during Boro rice cultivation at village No 2 Silli
covering 140 bigha. With proper land management technique with the help of AFPRO this would be
a good approach for more production of paddy.
Fishery College of Science, Raha, AAU ppt by K.K. Tamuly
They are utilizing the fund under this financial year under different heads. Presentation has been
made on different activities under the project as assigned to them.
During discussion it has been mentioned by Mr. Tamuly that size of the fingerlings should be 8‐15 cm
long to get good production. Seasonal ponds are more durable than perennial pond. Dhaincha &
sesbania should be grown in the pond and they should be incorporated inside the pond which will
decrease the seepage of the water. Regarding fish feed, the ratio of mixture should be properly
maintained like rice bran, rice polish, mineral mixture, mustard cake etc and it should be boiled and
given to fish. Broiler litters are very good feed to fish. Sal seed oil cake is also very good feed to fish.

Different slides have been presented beginning with objective, activities of the project and activities
that have been conducted during the current financial year as well progress of the project along with
area and beneficiary covered. The difficulties have also been discussed. There are some success
stories also which were highlighted during presentation.

Purpose of visit: Monitoring of the project activities at farmers’ field under NAIP project at Dhemaji
district of Assam
ATFG has received a project on’ Live Better With The Flood – A Sustainable Livelihood Security in
Dhemaji District, Assam’ for three and half years under NAIP 3rd call, component 3. ATFG has
started the project with PRA exercises and Baseline Survey in 38 selected villages with 2500 numbers
of beneficiaries. Different activities have planned for three years along with three different
consortium partners. As already one year has completed so there is necessary to monitor the
activities at field/farmers’ level as well as meeting with the farmers to know their plan for future
with this project. visit.

The first block we visited was Machkhowa.
Kuhimari village
Visited Rice Mill of Jupitar Sidha SHG which has been received from AFPRO. They have asked to
maintain the register and cash book. SGH members also have to know the repairing and
maintenance of the rice mill. They have constructed the shed by own with tin and bamboo. Along
with the rice mill they installed one flour mill also which will give them double income.
Visited K. Kangkan SHG who has received 10 piglets from AFPRO under the project. They have
constructed piglet unit by themselves.
Visited the house of Bidya Devi who has received a goat from the project
Visited the farm of Gunasindhu Doley where bananas have been planted along with Drip Irrigation
set. There is possibility of intercropping of turmeric, ginger or chillies which has been suggested to
the beneficiary.
Visited Kangkan SHG who has received weaving loom from AFPRO. Two members from the SHG
received training on weaving for two months. They are going to install the looms and start the work.
Visited Ahu and Bao paddy fields.
Seujipathar Village
Visited Rice‐ Fish‐ Horticulture model of Kanak Hatibaruah. The area is around one ha with a pond of
2 bigha. Different species of fish have been received from Fishery college of Science, Raha. The Sali
rice variety Ranjit has been prepared on nursery bed and bao paddy is on the field. It will be a very
good module.
Visited Janakalyan SHG who has been empowering with a three sets of tailoring & embroidery
machine (one zigzag and two normal stitching machines). Two members of the group already
obtained one month training under the project and they will again provide training to rest of the
members. They built one room with their own expenses and started their activities. They have asked
to maintain proper records and accounts.

Baruapothar village
Visited Ramen Barua’s Pig‐fish‐hort module
Visited Gakul Duwarah’s Pig‐fish‐hort module
Visited Papori SHG who has received tailoring machines. The have made the unit with SHG’s fund. It
is necessary for them to proper record keeping and account maintaining. There are 10 members in
the group and two of them got training under the project. Already Rs 8000/‐ they spent on
construction of the unit.
Visited Subodh Gohain’ farm of Pig‐Fish‐hort module.
Changmaibari village
Visited the beneficiaries house of storage bin. He has kept grains of pulses & oilseed.
Visited the Rice mill unit which was opened on the day itself by our team. The shed has been made
by them in raised platform already constructed by RVC. It is heavily flooded village.
VDC meeting was organized along with the villagers. They are very enthusiastic to avail the
opportunities under the project and they acknowledge the same.
Bordolopa village
Visited the Livestock‐Fish‐Hort module of Sashi Dihingia
Sokola Doloni village
Since it was dark so it was not possible to make visit to the greengram fields, but we have seen
already harvested greengram.
Ahu and Bao paddy fields were visited and they are very nicely growing.
Visit to pig breeding unit under the project.
Due to darkness it was not possible to make the visit to other project sites.
4th June, 2010
Started journey to RVC, Akajan from Dhemaji. After reaching RVC we have discussion with Director,
RVC about the situation of Dhemaji and project.
Visited broiler farm of RVC, Matri Amar Bazar SHG, tailoring and weaving unit.
Then we went to Arney village under Sissiborgaon Village. It takes around 2 hours to reach the
location of the Ruwad SHG.
Visited the Ahu paddy cultivation and it was nicely grown.
Visited Rice‐Fish‐Hort and Livestock(Pig)‐ Fish‐Hort module.
The have given bund on both side of the water body to make it fishery. They received fingerlings
from the project.
They have planted bananas along with installation of Drip irrigation. Intercropping is done with
ginger and turmeric in between the rows of banana. Bananas are well grown.
Broiler farm with kerosene lamp has been visited. The litters of broiler farm is used in banana
plantation as manure.
Meeting was conducted with Ruwad SHG members along with some villagers. Members are very
hard workers and they have interest to do for their best under the project. They shared their future
plan about vegetable growing covering large area.The have prepared nursery for Sali paddy and
transplanting is going on for bao paddy.
5th June, 2010
Start journey to Dharampur under Sissiborgaon Block.
Visited Livestock ( Croiler)‐Fish‐Hort module of Uddhab Paul. He has constructed the poultry unit
with his own contribution. Croilers are growing up. Fingerlings are growing from the project.
Visited Livestock ( Croiler)‐Fish‐Hort module of Gandhal Mandal.
Visited Rice mill installation unit by VDC. Nice shed was constructed by them with own contribution.
It was adviced to maintain proper records of all.
Visited Livestock ( Croiler)‐Fish‐Hort module of Nitai Mandal.
Visited Livestock ( Croiler)‐Fish‐Hort module of Nirmal Paul.
Visited Bao and Ahu paddy field. They are growing well. Nursery bed of Sali paddy is under field
which will be transplanted during July.
They are growing BAS variety of paddy. It is local variety and it will take five months from seedbed
preparation to harvesting which will be harvested before flood. So it is a traditional pre flood variety
which we will promote in future with better package.
Vegetables like bittergourd, cucumber, beans which are received under the project are growing
around all the fish ponds.
Visit to 2 no Kakobari and 1no Kakobari were not possible due to heavy rain.
2 no Silli Gaon
Visited drip irrigation installation site of Dambaru Khatiwar where vegetables and banana are
growing. The drip irrigation is combined with low cost cradle pump. It will be very effective to
maximize the water use efficiency.
Visited the power tiller beneficiary. Record keeping has been observed and it was adviced to
maintain more details of the record and bank account details. They will deposite Rs 10 from each
run.
The site of water harvesting through construction of bund has been observed. The farmers are
cultivating Boro paddy after making the bund.
We have returned to Dhemaji after visiting fields.
Action points
A. During this three days visit, we have monitored the overall progress of the NAIP project as per the
action plan and also the maintenance of different inputs distributed under this NAIP project. Though
all the activities are going on according to the action plan with proper utilization of budget, we
would like to suggest the AFPRO Dhemaji staff/VDC/SHG to maintain the following records
1. Meeting (Minutes/register)
2. Broiler/Cruiler stock register with expenditure detail
3. Receipt book/cash book
4. Feed stock register
5. Powertiller – log book with operative details and income/expenditure
6. Rice mill operating details with income and expenditure
7. Tailoring/Weaving machine record
