Free LPG Scheme to PMUY customers under Pradhan Mantri Garib Kalyan Package

In order to control the spread of COVID-19, the Government of India has taken many measures,
one of them is 21 days lockdown across the country from 25th March 2020. While the lockdown
is essential, it has made significant impact on the business activities and created hardships for the
poor.
As economic response to the situation, the Government has announced ‘Pradhan Mantri Garib
Kalyan Package’ to provide financial assistance of Rs 1.7 lakh crores to the nation including the
poor and healthcare workers. Under this package provision of Rs 13000 Cr has been made to give
free LPG refills to PMUY beneficiaries for the period of three months from April to June’ 2020.
Implementation of the Free Refill scheme will be done as under;
1. Eligible customer - This scheme is applicable for all PMUY customers, excluding those blocked
or marked for termination and where SVs issued but installation is pending.

2. Advance to PMUY customers - OMCs will transfer an advance to the PMUY customer’s bank
account for amount equal to the RSP of one 14.2 kg refill. In case of customers who have
taken 5 KG new connection, advance amount will be also equal to one refill of 5kg. (Maximum
transfer amount in case of 5 kg connection will be equal to 3 refills for 5 kg per month). First,
advance will be transferred from 3rd April, 2020 onwards to the bank accounts having past
record of successful transfer of subsidy. It will take 2-3 days to credit the bank account after
the transfer.

3. Advance transfer communication to customers – After receiving confirmation from the bank
that advance has been credited to customer’s account, an SMS will be sent to the customer’s
registered mobile number that she may proceed to book and avail the Free LPG cylinder.

4. Refill booking – PMUY customer can do refill booking on IVRS, mobile app, Whatsapp, PayTM
etc. as applicable.

5. Counter booking - If the customer or her family member doesn’t have mobile number, she can
submit a request in the prescribed form (Annexure-I) to the distributor to do counter booking.
These forms duly signed by the customer shall be kept in record by the distributor for future
verification. Request forms shall be available at the distributorships.

6. Refill Delivery – Customer will have to pay the RSP amount for taking refill delivery. It is
essential for the distributor to maintain a proper record of delivery made to the eligible
customers, it can be done through any of the following modes;

a. OTP will be sent to customer’s mobile number used at the time of booking and will be
printed in the cash memo by the distributor. Delivery man should collect the OTP
number at the time of delivery and provide the same to the distributor for posting the
delivery in the system (applicable for SDMS only).

b. Delivery confirmation can be done the delivery man in the mobile app wherein
location and date/time of the delivery is captured (applicable for SDMS only).

c. Distributor will take acknowledgement from the customer in the standard format
(Annexure-II). Delivery boy shall carry the declaration form for getting signature/
thumb impression of the customer. The acknowledgement copies will have to be
retained by the distributor for future scrutiny. (applicable for CI only).

In all cases, it MUST BE ENSURED to


• make an entry of the refill delivery in the DGCC at the customer’s home and
• also take acknowledgement on the cash-memo for CI and SDMS (For SDMS distributors,
acknowledgement is already included in the cash-memo; Hence, acknowledgement on
cash-memo is MANDATORY)
• The cash-memo copies will have to be retained by the distributor for future scrutiny.
Further a feedback link will be send to customer under SDMS based distributor after delivery of the refill.

7. Other rules;
a. There will be a time gap of 15 days between refill delivery and subsequent booking for
customers with 14.2 kg connection. Time gap will be 7 days in case of 5 kg connection.
b. For 14.2 kg customers: Advance amount will be given by the OMCs for maximum 1
free refill of 14.2 kg cylinder per month per customer. A total of 3 free cylinder will be
given in the entire scheme.
For 5kg customers: Advance amount will be given by the OMCs initially for 1 free 5 kg
refill. The customer can book and avail a maximum of 3 free 5kg refills in a month.
Advance for the same month will be triggered on subsequent booking. Maximum 8
free 5kg refills can be availed during the scheme period.
Customer will have to pay RSP for any additional 14.2kg or 5kg refills taken.
c. For 14.2 kg customers: Second advance will be transferred in May’2020 and third in
June’2020. However, to be eligible for these advance, customer should have utilised
the previous advance.
d. Amount of second and third advance will be worked out on the basis of prevailing RSP
on the date of transfer.
e. In case of failure of transfer of advance to the customer’s bank account, OMCs will
make one more attempt in a week’s time.
f. Refill taken by the customers from 1st April, 2020 will be counted in the scheme.
g. During the scheme period, three refills of 14.2Kg (or 8 equivalent refills of 5Kg) will be
provided to the customer, with a maximum of 1 free 14.2Kg Cylinder (or 3 free 5Kg
Cylinders) in a month. Full RSP of these free cylinders will be transferred to the
customers in advance, so no separate subsidy will be triggered for them. However, if
the customer’s requirement is of more cylinders in the same calendar month, as the
free cylinder, she will have to pay full RSP upfront and subsidy will be triggered(or
adjusted/deferred with loan, if applicable) normally.
h. All refills including free refills will be counted under existing capping norms.
i. It is essential for the customer to ensure that her bank account is operative, Aadhar is
linked to the bank to receive the advance. In case the customer doesn’t get advance,
she shall contact the distributor or call OMC’s helpline number to find out the reason

for failure and shall take up with the bank for correcting the issues relating to Aadhar
linkage etc.
j. Request shall be submitted by the customer in case she wants to change the bank
account number as per Annexure- III, available at the distributorships. Bank account
change will be permitted only once during the scheme period.
k. It should be ensured that maximum number of customers do booking from their
registered mobile number. One time option will be given to the customer to add/
update their registered mobile number during the scheme. For this customer will have
to submit the request in the prescribed form (Annexure-IV). This form shall be
available at the distributorship.
l. Distributor shall be responsible for verification / updation of mobile number of the
customer in the system.
m. Distributors shall make home delivery to all customers.
