Guidance

Note
Pre-triage/screening facilities in light of COVID-19

In light of COVID-19, all facilities offering healthcare services are recommended to have additional screening
measures in place to ensure proper and timely identification of potential COVID-19 patients. In some cases, this
can result in the construction of new pre-triage/screening spaces in close proximity to the existent medical facility.
To support partners in a timely implementation, the Health and Shelter/NFI Sectors have developed a sample
design, bill of quantity (BoQ) and estimated price for a pre-triage/screening bamboo and tarpaulin structure.
Additional layouts based on the same structure are also provided to adapt the space depending on needs. Partners
can fully adopt the detailed design and BoQ, adapt part of it or develop their own designs based on space, needs
and available resources.
In case of partners designing pre-triage/screening new facilities, the following design principles based on Health
1
Sector recommendations should be followed:
! It is recommended that there be a specific one-way entrance to the health facility, only for in-coming
persons. A specific exit should be in place through which only those exiting the facility should leave through
(including staff and visitors);
! Entrances and exits to be clearly marked;
! Patients and visitors should enter the facility, stay in the waiting area until called for medical screening, and
upon assessment by the medical staff proceed either to the medical facility, to the temporary isolation
room or exit the facility. Separate routes should be established for patients in temporary isolation to leave
the facility and be transferred;
! In the waiting area, persons must be kept 1 meter (3’ 4”) from one another. It is suggested to set up chairs
with 1 meter (3’ 4”) between them or clearly mark the distance on benches;
! Hand washing facilities should be in place at the entrance and exit of the facility, in proximity of the
screening desks and in the “filter” space between “clean” and “dirty” areas;
! The screening area should separate the medical staff and the in-coming persons by a minimum of 1-meter
(3’ 4”) distance; the screening area should overlook the waiting area as well as the entrance;
! If possible, the facility should include a space to temporarily isolate patients with severe conditions waiting
to be transferred to other facilities. This space should be treated as “dirty” and divided adequately from the
rest of the facility, and should include beds or at least separated sitting area;
! The facility must be well ventilated but windows should be avoided. It is recommended to use ventilation
lattice (garenja or similar) on top of walls (1’ to 2’);
! It is preferable to build wall fencing and internal partition with tarpaulins and bamboo as support, as
internal surfaces need to be washed frequently;
! The flooring should made of a hard surface easy to clean (i.e. cement screed);
! Health workers should have access to a safe space to put their personal belongings and medical equipment;
! The structure must be in a safe location, structurally safe, well braced, tied down and ventilated. Where
possible, bamboo should be kept out of the ground. Accessibility for PWD must be guaranteed. For more
guidance on design standards consult the Shelter/NFI Sector guidance on designing and upgrading

community structures and design principles in the Technical Guidance for Mid-Term Shelters ;
! Latrines should be made available in the proximity of the facility and clearly marked;
! Appropriate drainage channels must be installed to ensure water is discharged;
! The Shelter/NFI Sector Coordination Team can provide technical advice and overall support to partners
designing facilities, please contact sheltercxb.tech1@gmail.com for assistance;
! For more information on the Health aspects of the facilities please contact Health Sector Coordination Team
at coord_cxb@who.int;
! Necessary government approvals need to be obtained by the agency/partner managing health facility.
