SENIOR PROGRAMMER ANALYST
(OIT-DHHS)
PURPOSE OF ANNOUNCEMENT:
The Office of Information Technology currently has a vacancy for a Senior Programmer Analyst within
its Health and Human Services team (OIT/DHHS). This group provides information technology support
for nearly 4,000 employees in the Department of Health and Human Services (DHHS). This
technology team focuses on all aspects of applications, ranging from smaller, unit-based systems to
enterprise-wide database management systems. These all enable DHHS to provide efficient services to
approximately 250,000 Maine residents.
JOB DESCRIPTION:
More specifically, this position will be focused on the Data Hub supporting the Office of MaineCare
Services and the MMIS application. This position requires strong Java and PL/SQL experience.
Familiarity with SubVersion and the Mercury Quality Center is preferred. This position will act as a
liaison with interface systems, both internal and external to the State. This position will need to be
proficient in resolving defects and the implementation of change requests. Employees in this
classification are competent to work at the highest technical level in all phases of programming
activities for large-scale, complex application systems; and serve as technical advisors to other data
processing staff. The most important aspects of this classification are the translation of logical designs
into effective technical solutions and the correction of highly complex programming problems.
Supervision may be exercised over other data processing staff. Work is performed under limited
supervision. This position is located in Augusta.
REQUIRED QUALIFICATIONS:
In order to qualify, you must have five (5) years of computer programming experience utilizing higher
level languages including two (2) years at the Programmer Analyst level or equivalent. A Masters
Degree in Computer Science may be substituted for one (1) year of programming experience.

* The level of the actual value of state paid Health Insurance will be based on the employee's
wage rate and status with regard to the health credit premium program as of July 1, 2010.
Value of State's share of employee retirement contribution = 14.94% of salary for BU position; 19.94% of salary for X
position.
