Four Pillars of Personnel Management

Rationale

Personnel Management is a management of human resources in an organization


and it is basically concerned with the creation of harmonious working relationships
among its participants and bring about the utmost individual development. All the
functions of personnel management have a basic objectives to bring together expertise
in a scientific way and to create attitudes that motivate a group to achieve its goal
economically, effectively and speedily. (Edwin B. Flippo)

It has been said that people are the principal component of an organization and
one need to invest considerable effort in them. This is important for using the manpower
effectively and efficiently. Thus managers need to plan, organize, lead and control
various activities. Personnel Management is concerned with the effective use of the
skills of people.

Basic Policy

Article II, Section 9 of the 1987 Philippine Constitution provides that the State shall
promote a just and dynamic social order that will ensure the prosperity and
independence of the nation and free the people from poverty through policies that
provide adequate social services, promote full employment, and improved standard of
living, and quality of life for all;

Article XIII, Section 3 of the 1987 Philippine Constitution provides that the State
shall afford full protection to labor, local and overseas organized and unorganized, and
promote full employment and equality of employment opportunities for all;

Article XIII, Section 14 of the 1978 Philippine Constitution provide that the State
shall protect working women by providing safe and healthy working conditions, taking
into account their maternal functions, and such facilities and opportunities that will
enhance their welfare and enable them to realize their full potential in serving the nation.

It is the policy of any organization/sector/agency that all persons shall have equal
opportunity in employment that Selection, Recruitment and Placement, Learning and
Development, Rewards and Recognition as well as Performance Incentives Awards be
made on the basis of merit and continuing learning and development programs be
implemented and maintained to afford equal opportunities at all levels. The acquisition
of skilled, talented and motivated employees is an important part of personnel
management.

Definition of Term and Processes

A. Recruitment and Selection

• Is the process of identifying the need for a job, defining the requirements of
the position and the job holder, advertising the position and the most
appropriate person for the job. Recruitment and Selection is an important
operation in Human Resource Management (HRM) designed to maximize
employee strength in order to meet the employer’s strategic goals and
objectives. It is a process of sourcing, screening, shortlisting and selecting
the right candidates for the required vacant positions. (Wikipedia)
A. Placement

• Is a process of assigning a specific job to each one of the selected


candidates. It includes initials assignment of new employee and promotion
transfer or demotion of present employees.

• It is concerned with the task of placing an employee in a job for which he is


best fitted, keeping in view the job requirements, his qualifications and
personality needs. (Bhavika H)

A. Learning and Development

• In order to perform work properly, employee must be trained. This function is


concerned with increasing the efficiency of employees by enhancing their
skills. (Smriti Chand)

• It serve as a road map for the implementation of strategic interventions to


enhance the competencies of employees and build their capacity towards an
improved work performance geared at delivering effective and efficient
service to the public.

A. Rewards and Incentives

• This program is designed to encourage creativity, innovation, efficiency,


integrity and productivity of the employee by recognizing and rewarding
them individually or in groups for the suggestions, inventions,
accomplishments and other personal efforts which contribute to the
efficiency, economy or other improvement in the organization operations
and/or for other extraordinary acts or services in the public interest.

• The Rewards and Incentives shall adhere to the equal opportunity of


providing incentives and awards based on the performance, innovative ideas
and exemplary behavior ensuring that there shall be no discrimination in the
selection of personnel awardees on account of age, gender, disability,
religion, ethnicity or political affiliation.

Comments and Conclusion

In any type of organization, it is within their mandate to address the dynamic


requirements of an excellent resource service and endeavor to offer responsive
employee career development program that will make employees grow in their jobs and
in the organization. It is also in the organization to vision to become a highly
professionalized organization efficiently and effectively responding to the growing
demands of the concerned organization.

People are the most important assets in the organization because people are
driving force in pusuing company's goals and objectives. The success of the
organization are measured on the performance of its people and the management.
Typically, the most critical variables
of every company Towards this end, commitment in maintaining a diverse workforce
at all level to meet the new challenges of the present system of management. It is in this
context that the organization continuously strives for a workforce that places high value
on competency, individual respect, dignity and professional growth.

With liberalization, privatization, globalization and increased career opportunities,


the present situation demands a complete, holistic and strategic approach to fit in the
overall organizational strategy because it involves a long term implications.

employment and opportunity. Therefore, it is essential that Selection, Recruitment and
Placement, Learning and Development, Rewards and Recognition as well as
Performance Incentives Awards be consistent with the equal opportunity principles in
