Dear Mr. NK,

Thank you for your two emails dated 13th Aug and 17th Aug.

I really surprised to see the contents of you e-mail and and attachment named
'Summery of Work done'.

While field visit along the BRT route on 13th Aug, one of your structural engineer
ranged me by asking my permission for a courtesy visit at my office and I agreed.
Accordingly they arrived at about 2:30pm and stayed up to 3:30pm. During that
period most of the times spent for introduction, making and drinking coffee etc. later
on Senior Structural Engineer described how he wanted to manage design, with most
which all of your team members (present that day: Mr. Muniruzzaman, Mr. Mustafiz
and two other juniors) along with me were not agreed. The most notable matter was,
he was not ready to allow anyone to express their opinion. And finally we were not
finalize anything. But now I see in your report that the meeting was formal and lots
of agreement were made which is not true and wrongly informed to you.
None of us jointly reached agreement on the following matters:
1. Pier with 3.76m width. We all agreed except he that 1.9m to 2m wide pier shall be
enough for two lane flyover.
2. Vertical clearance 5.7m. I requested him to read the previous reports and see RHD
guideline.
3. Construction methodology of Box girder superstructure. Please note that, PD is yet
to take decision regarding the type of superstructures (Box girder or I girder) as he
yet to get feasibility report of the type of structure. However, for box girder
construction we all expressed our opinion in favor of gantry / stepping form work
method and he was in favor of balanced cantilever method. For such a small span
(40m) and low height bridge, balanced cantilever construction method is
uneconomic.
4. Also we need to verify his so called updated design concept (like using concrete
filled steel tube at restrained support and using Dywdig bars temporarily at
unrestrained support) from a printed documents of any established authority. My
knowledge about Dywdig is a less known company like widely known Fressinet and
VSL of same products and activities.
5. Present trend of any bridge structures is to exclude joints between
superstructures for durability and smooth riding. So why not 6span, 5span, 4span
continuous model will consider in this project? I requested them to check no. of
expansion joint over Mohakhali flyover.

In my view, before reaching any agreement regarding structures, consultant need to


submit followings:
1. Feasibility of type of structure. I have prepared a document named 'Findings on
Draft of Comparison of Bridge Type' where I tried to give idea about the process of
making of feasibility of structure which I sent to PD and he forwarded to you.
2. Detail Design Criteria of all structures to be built under the project based on which
design of all structures to be made.
3. Option sketches of structures and their components so that PD office can choose
aesthetically pleasing ones which is very important for urban environment.

Finally, I strongly believe that, this project needs a cool brained expatriate Bridge
design Engineer highly experienced on PSC / RCC Box girder and I-Girder bridges
under which local designers will work.

were prepared by our staffs for your information and reference.

We note that this material is not an official report to the DTCA but an internal report to be used for
meetings with our staffs and the DTCA.

 
Meeting between our senior structure engineer and Mr. Prasanta was made on last week and our sub-
consultant for topographical survey was made on 14-Aug-2014. And also, resettlement specialist from the
World Bank Dhaka office had visited our office on 12-Aug-2104 and meeting with our social safeguard
and me was made.  

As such, we are going to arrange meeting with you for remaining parts such as road and drainage,
architect and environmental.

Please, inform to us the date and time when you or your staffs are available.
