7/3.66mm Earth wire

1. SCOPE:-

The scope of this document is to give design & constructional features, inspection,
supply & transportation guidelines of Earth wire – 7/3.66 mm steel for IRCON
International Limited for 132/11 KV AI switchyard.

2. GENERAL TECHNICAL REQUIREMENTS:-

a) All material shall be as per:-


IS2141 - Hot Dipped galvanized stray strand.
IS209 - Zinc ingot.
IS4826 - Hot dipped galvanized coatings on round steel wires.
IS2633- Methods for testing uniformly of coating on Zinc coated
articles.
IS6745- Method for determination of mass of Zinc coating on Zinc
coated iron and steel articles.
IS 398 (part II) Transmission line conductor

The design of material shall be suitable for the climatic condition started in Sr. no. 2.

3. MARKING

The unit shall be appropriately marked as “RCF, Rai bareli” and with the name of vendor
and year of manufacturing at a suitable location.

4. GENERAL TECHNICAL REQUIREMENTS:

4.1 The galvanized steel Earth wire shall generally be to the specifications of ACSR as
mentioned in IS: 398 (Part II)-1976.

4.2 The details of the steel earth wire shall be as under:

a) Stranding and wire diameter : 7/3.66mm steel

b) Number of strands

Steel core : 1

Outer Steel Layer : 6

c) Total section area : 73.65 mm²

d) Overall diameter : 10.98 mm

e) Approximate weight : 583 kg/km

f) Calculated D.C resistance at 20C : 2.5 ohms/km

g) Minimum ultimate tensile strength : 68.4 KN

h) Direction of lay of outer layer : Right hand

4.3 WORKMANSHIP

a. All steel strands shall be smooth, uniform and free from all imperfections such as
spills and split, die marks, scratches, abrasions and kinks after drawing and also
after stranding.

b. The finished material shall have minimum brittleness as it will be subjected to


appreciable vibration while in use.

c. The steel strands shall be not dip galvanized (and shall have a minimum Zinc
coating of 275 gms/sq.m) after stranding of the uncoated wire surface. The zinc
coating shall be smooth, continuous, of uniform thickness, free from imperfections
and shall withstand three and a half dips after stranding in standard Preece test. The
steel wire rod shall be of such quality and purity that when drawn to the size of the
strands specified and coated with zinc, the finished strands shall be of uniform
quality and have the same properties and characteristics in ASTM designation B498-
74.

d. The steel strands shall be preformed and post formed in order to prevent spreading
of strands while cutting of composite Earth wire. Care shall be taken to avoid
damage to galvanization during performing and post forming operation.

e. To avoid susceptibility towards wet storage strains (white rust), the finished material
shall be provided with a protective coating of boiled linseed oil.

4.4 JOINTS IN WIRES

There shall be no joint of any kind in the finished steel wire strand entering into the
manufacture of the earth wire. There shall be no strand joints or strand splices in any
length of the complicated stranded earth wire.

4.5 TOLERENCES

The manufacturing tolerances to the extent of the following limits only shall be permitted in
the diameter of the individual steel strands and lay length of the earth wire:

5. MATERIALS

Steel

The steel wire strands shall be drawn from high carbon steel rods and shall conform to
the following requirements as to the chemical composition:

Manganese 0.4 to 0.9

Phosphorous Not more than 0.04

Sulphur Not more than 0.04

Silicon 0.15 to 0.35

Zinc

The zinc used for galvanizing shall be electrolytic High Grade Zinc of 99.95% purity. It
shall conform to and satisfy all the requirements of IS: 209-1979.

6. PRE-DESPATCH INSPECTION:-

Test: The material shall be subjected to following tests:

a. On wire before Manufacture


This shall generally be as per clause 7.1 and 7.2 of IS 2141
b. Tests on Completed strands
This shall be as per clause 8.0 and sub clauses thereof as per IS 2141.
c. Sampling
The criteria for sampling are as per Appendix A of IS 2141.

d. The material shall be subject to inspection by a duly authorized


representative of IRCON International Limited. Inspection may be made
at any stage of manufacture at the option of the purchaser and the
unit if found unsatisfactory to workmanship of material is liable to
rejection. Supplier shall grant free access to the places of manufacture to
IRCON’s representatives at all times when the work is in progress.
Inspection by the IRCON or its authorized representatives at all times
when the work is in progress. Inspection by the IRCON or its authorized
representatives shall not relieve the supplier of his obligation of
furnishing material in accordance with the specification. Material shall be
dispatched after specific MDCC (Material Dispatch Clearance Certificate)
is issued by IRCON International Limited, New Delhi.

e. Following documents shall be sent along with material

iii. Invoice in duplicate
iv. Packing list
v. Drawings & catalogue
vi. Guarantee / Warrantee card
vii. Delivery Challan
viii. Other Documents (as applicable)

7. INSPECTION AFTER RECEIPT AT STORE:

IRCON Inspector will inspect the material received at IRCON Store and shall have right to
reject it found different from the reports of pre-dispatch inspection.

8. GUARANTEE:

Supplier shall stand guarantee towards design, material, workmanship & quality of
progress/manufacturing of items under the contract for due and intended performance of
the same, as an integrated product delivered under this contract. In the event any defect is
found by the company up to a period of 12 months from the data of commissioning or 18
months from the data of last supplies made under the contract, whichever is earlier,
supplier shall be liable to undertake to replace/rectify such defects at his own costs, within
mutually agreed timeframe, and to the entire satisfaction of the company, failing which the
company will be at liberty to get it replaced/rectified at supplier’s risks and costs and
recover all such expenses plus the company’s own charges (@20% of expenses incurred),
from the supplier or from the “Security cum Performance Deposit” as the case may be.

Supplier shall further be responsible for free replacement for another period of Three years
from end of the guarantee period for any ‘Latent Defects’ if noticed and reported by the
Company.

9. PACKING AND TRANSPORT:

Supplier shall ensure that all equipment covered by this specification shall be prepared for
rail/road transport (local equipment) and be packed in such a manner as to protect it from
damage in transit.

10. TENDER SAMPLE:-

As and when required.

11. TESTING FACILITIES:

Supplier / Manufacturer shall have adequate in house testing facilities for carrying out all
routine tests & acceptance tests as per relevant International / Indian standards.

12. SCHEDULES OF DEVIATIONS:

The Bidders shall set out all deviations from this specification, clause by clause in this
schedule. Unless specifically mentioned in this schedule, the bidder shall be deemed to
confirm the purchaser’s specifications. (Format is attached)

13. GUARANTEED TECHNICAL PARTICULARS:

Bidder shall submit guaranteed technical particulars in the attached format.
