pursuant to a chapter of the laws of 2020 in an amount equal to costs incurred
by the state in accordance with subdivision (c) of section 8 of chapter 576 of the
laws of 1974, the division of housing and community renewal is authorized to
suballocate or transfer from this appropriation the value of such incurred costs
to the agency or agencies which issues the reduced payment".
