The Parents Welfare Act of 2019 or Senate Bill No.

29 proposed by Senator Panfilo Lacson


in 17th Congress, mandates children to provide necessary support to their aging, sick and
incapacitated parents. As we all know, Filipinos, are well-known for our close family ties. Because
of this, it is not surprising that we have the usual inclination to care for our elderly. However,
even with this close family ties, there are cases of elderly, sick, and incapacitated parents who
were abandoned by their own children. Also, the family Code imposes the legal obligation to
support the elderly. Despite of the provision of Article 195 of Family Code, elderlies who no longer
have any means of supporting themselves are being neglected and abandoned by their children.
Therefore, the proposed bill also empowers elderly and sickly parents to file a support
petition before the court to request that a support order be imposed against their children who
have abandoned them. A parent in need of help may file a support petition with the court and
ask for the enforcement of a support order against those children who have failed or declined to
provide the necessary support. The legal representation of the parent in need of support will be
provided by the Public Attorney’s Office and no court fees will be assessed.
Moreover, If the respondent refuses to provide assistance without justifiable cause for
three consecutive months, a penalty of one to six months ' imprisonment or a fine of P100,000
shall apply. It also included in Section 20, whereby anyone who has the care or protection of a
parent in need of help leaves that parent in any place with the intention of leaving the latter
entirely shall be punished with imprisonment of six (6) years to ten (10) years and a fine of not
less than three hundred thousand pesos (P 300, 000.00).
In addition, parents are the one who provides us everything that we need, they strive
hard to make kid’s lives better before they come in this world and continue to do that till their
last breath. They spend money to fulfill every need and wants and they provide the best
education possible and sometimes go beyond their limits to give kids better
opportunities. Indeed, the sacrifices they make for their children are innumerable. Thus, the
Parent Welfare Act of 2019 shall be applied, wherein the children are responsible in helping back
their parents and it’s an obligation of paying back the basic care and needs of their aging parent.
Especially in today’s generation, many elderlies were being neglected and abandoned by their
children and they can no longer have any means of supporting themselves.
As a Nationalian, we should reflect on our core values and applied it on our daily living.
Having respect towards our parents is a duty to give and a moral responsibility to do so. Respect
is a manifestation about how we treat our parents and their situations they are the one who
brought us into the world and nurtured us, they have been giving our needs since day one and
they deserve to be respected. Also, we should value and understand them in every circumstance
and show them how much we love them. In addition, this course helps me to deeply understand
the topics discussed, especially the axiology which is the study of value. It also helps to measure
the level of development and our perceptual biases in our thinking’s. With the help of Ethics, we
are able to identify moral values and prescribes what is morally right and wrong.
