11kV SINGLE CIRCUIT OVERHEAD LINES ON WOOD POLES
USING 50 SQ MM AAAC CONDUCTORS

1. FOREWORD
This Standard supersedes the light construction designs formally covered in the second edition
of the Overhead Line Construction Manual. All new light construction 11kV lines should be
designed and erected in accordance with the Standard. In general, the pole arrangements
remain the same and can therefore be used for the replacement of existing poles under
refurbishment schemes. Pole arrangements other than shown in figures 1-23 should only be
used with Headquarters approval.

2. DEPARTMENT OF ENERGY CONSENTS


The following reference should be quoted when making application for new lines to the
Department of Energy:-
Reference:- E.L. 82/21/7. MEB/11.L.

3. SCOPE
This Standard covers 3 phase 11kV overhead lines of light construction on wood poles
employing 50 sq mm AAAC conductors designed to operate at temperatures up to 75ºC. Where
single phase lines are required these should be designed for 3 phase operation in accordance
with this Standard.

Lines to this standard are designed to meet the requirements of the 1988 supply regulations and
are based on data given in Technical Report ET111.

Three classes of design outlined in Section 4 are given in the Standard to meet different likely
environmental loadings due to ice accretion and high wind.

4. ENVIRONMENTAL CONDITIONS
The three environmental conditions are:

a. Normal Environment (Sites between 0-199m AOD Above Ordnance Datum)


b. Moderate Environment (Sites between 200-399m AOD)
c. Severe Environment (Sites above 400m AOD)

The majority of the Company is classified as normal/moderate environment with the exception
of areas within Shropshire & Hereford, Gloucester and North Staffs Divisions.

Selection of basic span, span lengths, support and stay requirements for the design of lines
should be carried out in accordance with Section 10. Lines that cross environmental boundaries
should be designed to the higher standard unless one of the following support types is used as
a transition support:-

(a) A section pole with fore and off staying.


(b) A Tapping pole.
(c) An In-Line 'H' pole.
(d) A Transverse 'H' pole with stout class poles.

5. DEFINITIONS
Intermediate Support - A support in a straight run of line on which conductors are supported
on pin insulators.
Pin Angle Support - A support on which a line deviates and the conductors are supported on
pin insulators.

Section Support - A support in a straight run of line on which the conductors are made off on
either side of the crossarm.

Section Angle Support - A support on which a line deviates and the conductors are made off
on either side of the crossarm on tension insulator sets.

Terminal Support - A support on which conductors are terminated on one side of the crossarm
only on tension insulator sets.

Span - The horizontal distance between adjacent supports.

Wind Loading Span - The wind loading span associated with any support is half the sum of the
spans adjacent to the support.

Average Span - The arithmetic average of a number of spans within a section of line.

Lav - Average Span

L1 + L2 etc - individual spans within a line or a section of 1 line.

Basic Span - The span length adopted for sag/tension calculations.

Recommended Span - The average span length in any section of line to which the line should
be planned.

Maximum Span - The maximum permitted length of any span.

Sag - The vertical distance under any system of conductor loading, between the conductor and
a straight line joining conductor take-off points on adjacent supports, measured at mid-span.

Auxiliary Equipment - Equipment other than that forming part of the supports in this
Specification, such as transformers, switchgear etc.

Downpull - Vertical Load on pole due to vertical component of conductor tension. This exists
when the height of the conductor support falls below a line drawn between support heights on
adjacent poles.

Uplift - Upward load on pole due to vertical component of conductor tension. This exists when
the conductor curve at -5.6ºC, drawn between adjacent poles is above the support position on
the pole.

6. CLEARANCES
Lines should be designed with a minimum ground clearances of 6m. Clearances to other fixed
objects should be in accordance with Section 1 of the Overhead Lines Reference Manual.

8. DESIGN DATA
This Standard is designed in accordance with the requirements with the 1988 Electricity Supply
Regulations on the basis of weather data detailed in Technical Report ET111.
Design strength of conductors, fittings, insulators and supports (including stays) where fitted
shall not be less than twice the probable loadings expected over a 50 year return period.
Conductor tensions at 5ºC in still air shall not exceed 20 per cent of the conductor breaking
load.

9. SURVEY
Survey of new lines should be carried out using metric instrumentation and profiles prepared on
metric profile paper with a horizontal scale of 1:2000 and vertical scale of 1:200. Metric
templates reference 50AA80

S0AA120 should be used for lines with 80m and 120m basic spans. An additional lm clearance
should be allowed for PVC covered conductors to allow for increased sag.

10. TECHNICAL REQUIRMENTS FOR THE ERECTION OF LINES


10.1 General
Supports shall be erected in accordance with the following general arrangement drawings.

10.2 Maximum and Recommended Span lengths


Maximum and recommended span lengths are specified in Table 1.

10.3 Conductor Spacing


The recommended conductor spacings at Intermediate poles for different span lengths and
environmental conditions are shown on Table 1.

Recommended conductor spacing at angle positions should be achieved by the correct


selection of crossarm. Where heavy angles (40º-60º) are required at adjacent poles, the width of
one crossarm should be increased.

Recommended crossarms for all positions are also shown on Table 1.

10.4 Wind Loading Spans


Minimum pole sizes for Intermediate and Section supports with bare and PVC covered
conductors are given in Table 2. Medium Class Single poles are of sufficient strength for
maximum permissible spans for each environmental class. Stout class poles should be used for
in-line "H" poles with transformers over l00kVA. Planting depths should be increased by 0.3m.
See Figs. 18-21.
10.5 Angle of Line Deviation
The maximum angles of line deviation for Pin Angle Supports with bare and PVC covered
conductors is given in Table 3.

10.6 Staying Arrangements and pole sizes for Section Angle and Terminal
Supports
The pole size, number of stays and stay angle for Angle and Terminal Poles are shown on
Tables 4, 5 and 6.

The recommended stay angle to be used is 45º. The maximum possible stay angle that can be
achieved should be used to reduce the load imposed on the pole and stays.

Stout class poles should be used for in-line "H" poles with transformers over l00kVA. Planting
depths should be increased by 0.3m. See Figs. 18-21.

Staying arrangements and pole sizes for lines operating in normal environments (0-199 metres)
are shown in Table 4.

Staying arrangements and pole sizes for lines operating in moderate environments (200-399m)
are shown in Table 5.

Staying arrangements and pole sizes for lines operating in severe environments (400m and
above) are shown in Table 6.

10.7 Stay Angles and Stay Spread


Stay spreads for the range of permissible stay angles are given in Table 7.

10.8 Stay Separation


The minimum stay separation between adjacent stays must not be less than 1.5m. If stay
separation is less than the above figure the uplift frustums of adjacent stays overlap and reduce
the effective stay strength.

10.9 Conductor Design and Erection Tensions


Conductor tensions and sags are given in Tables 8a, 8b and 8c for normal environments (120m
basic span) and Tables 9a, 9b and 9c for moderate and severe environments (80m basic
span).

Erection Tensions include 10% over-tensioning to allow for conductor settlement. Where
conductors are retensioned 2 years or more after erection specified erection tensions should be
reduced by 10%.

10.10 Conductor Downpull


Conductors should be sectioned where conductor downpull (measured at pole top) exceeds
1:10 on both sides of a support or 1:5 on one side of a support.

10.11 Conductor Uplift


Conductors should be sectioned where uplift exists.

11. MATERIALS

Materials specified on the pole general arrangement drawings are included in the Overhead
Line Materials Manual.
11.1 Poles
Minimum size medium class poles to BS1990. Pole drillings to drawings M450/2-4 shown in
Section 18 of the Overhead Line Materials Manual. Unused holes should be plugged with plugs
to Drawing M425.

11.2 Conductors
All aluminium alloy conductors (AAAC) to BS3242. Greased to Engineering Recommendation
L38/2 Category 4. PVC covered conductor (Type 16) to B56485. Greased to Engineering
Recommendation L38/2 Category 1.

11.3 Insulators
Insulators to comply with ESI Standard 43-93.

Disc Insulators
-1 Porcelain or polymeric equivalent to Drawing M85 at Earthed Section and Terminal Positions.

-1 Glass to Drawing M85 at Unearthed Section Positions.

-1 High Impact Porcelain or polymeric equivalent to Drawing M300 at Earthed or Unearthed


positions in areas where vandalism is experienced.

- 2 Porcelain or the polymeric equivalent as above at ABSD, High Speed Auto Recloser and
A.S.L. Positions. Or 2 High Impact Porcelain or polymeric equivalent in areas where vandalism
is experienced.

Pin Insulators - Normal Porcelain Pin to M64

High Impact Porcelain Pin to M313 or polymeric pin insulator to M641

11.4 Helical Fittings


All helical fittings shall be applied in accordance with Overhead Line Method Manual No OHL6.

11.5 Stay Arrangements


Stay strand to B5183 galvanised to BS729 Grade 1150 - 7/3.25mm (7/10 SWG).

Stay Rod x Block to Drawings M17 Type 2 and M410 Type 1.

Duckbill Anchor to Drawing M409 may be used as an alternative to the above where
conditions dictate.

See 10.6 and 10.7 for stay spread and separation.

12. POLE MOUNTED PLANT


12.1 Air Break Switch Disconnectors (ABSD)
Underslung Hook Stick operated as shown in Fig 5.
Handle Operated Mast Head Mounting as shown in Fig 6 only to be used where LV conductors
or, pole mounted plant, on angle poles, or when pole height is greater than 12m.
Note that due to the future maintenance and periodic testing of installed earths it now current
practice to install underslung hookstick operated ABSD’s at all locations as is reasonably
practicable. New locations shall be sort for existing handle operated ABSD’s if conversion to
hookstick operation is not possible.

12.2 High Speed Auto Reclosers


Single or H Pole Arrangements connected with Live Line Taps as shown in Fig 22 and Fig 23.

12.3 Auto Sectionalising Links


To be installed as shown in Fig 24 to be located in accordance with HQ Network Planning
Guidelines.

12.4 HV Fusegear
HV Fusegear to be limited to pole mounted substations and sections of O/H line teed off HV
cables and Tappings off mains lines before SF6 Reclosers, in accordance with Asset
Management Network Planning Guidelines.

12.5 Live Line Taps


Live Line Taps used in accordance with Live Working Policy SAP DIR 10000009090

13. ANTI CLIMBING DEVICES


13.1 General
The Electricity Supply Regulations (1988) require the company to fit Anti-Climbing Devices to
HV poles and stays to prevent unauthorised access to live conductors/equipment.

The type of anti-climbing guard required depends on the design of support location of site and
proximity to walls, fences, etc which can assist unauthorised access to live equipment.

13.2 High Risk Sites


A higher level of protection is required for High Risk Sites defined as:

(a) Children's play areas


(b) Caravan sites
(c) Gypsy encampments
(d) Chalet type developments where occupancy is for a short period
(e) Other recreational areas such as fishing areas, sailing waters, picnic areas, parks and sports
grounds
(f) Any other areas where experiences has shown a problem may exist (eg illegal play areas,
areas of high vandalism and crime)
(g) Supports situated in places adjacent to any of the areas (a) to (f) above
The type of Anti-Climbing Device required should be assessed during the planning stage with
reference to Table 10.

13.3 Normal Sites


Poles and stays on normal sites (sites other than 13.2 above) should be fitted where required
with anti-climbing devices in accordance with Table 10.
13.4 Proximity to other Objects
The proximity of poles and stays to walls, fences, trees, buildings etc can assist unauthorised
access to live equipment on supports.
Additional measures may be required where such obstacles are near to supports (see Table
10).
An obstacle shall be considered to be near if it is within 1.5m of a pole or stay and a person
standing on the obstacle can reach to a height on the pole or stay above 3m unless there is an
unbroken surface of 3m above the level at which the person can stand.

14 ADDITIONAL SAFETY MEASURES


14.1 General
Examination of the route of a line may indicate that it is necessary to take additional steps to
protect the public. Situations where danger may exist requiring protection in addition to fitting
Anti-Climbing Devices are listed in 13.2.
Additional protection such as use of PVC covered conductors, increased clearances,
repositioning of pole mounted transformers may be required where there is a higher risk of
contact with conductors by third parties. Activities on sites 13.2 (a-e) obviously present higher
risk.

14.2 Liaison with Landowners


In situations where additional safety requirements are identified, the land owner/operator should
be advised of the proposed measures. The land owner/operator should be advised of any
possible dangers to land users and need for any special precautions. A record should be
retained detailing discussions and agreed precautions.

15. SAFETY SIGNS (Danger of Death)


The Danger of Death sign MIN3454621 to be fitted as below:

15.1 Single Poles


Two Danger of Death signs to be fitted to each pole on opposite faces.

15.2 H Poles
Two Danger of Death signs to be fitted, one on each leg on opposite faces.

15.3 Danger Notices (ME66)


Danger notices to Drawing ME66 to be fitted above tapping crossarms or plant which may be
worked on with the main conductors energised.

16. USE OF PVC COVERED CONDUCTORS


The use of PVC covered conductors should be kept to a minimum. Where possible BT circuits
should be modified to eliminate the need to use PVC covered conductors. Where PVC
conductors are used, semi-conducting tape or wrap shall be used as outlined in method OHL6.

17. ERECTION OF CONDUCTORS


Conductors shall be erected in accordance with Method OHL24.
The correct use should be made of scaffolding during conductor erection for the protection of
the general public and property.
Landowners, tenants and other parties who could be affected during conductor erection should
be advised of the extent of work involved and given notice of when work is to be carried out.

pass ABI but this is not normally required.

OHL 27

Above is the standard OHL 27 drawing for the earthing arrangement at the GVR
position. Below is a simplified version of the earthing requirements, go back to the to
earthing section if you are unsure about the earthing policy.

Fig 27 of OHPL2 shows the arrangement for the earthing of the GVR and
associated surge divertors. The surge divertor earth needs to be installed separately
to the HV steelwork earth. The surge divertor earth also requires a star arrangement
for the earthing rods at the base of the pole with the separation between the rods
equal to the depth of the first rod.
