1 INTRODUCTION

Indian Oiltanking is in the process of constructing export oil pipeline’s terminal facilities at
Viramgam, Gujarat for Cairn Energy India Ltd (CEIL). This terminal facility is part of the
midstream Barmer to Salaya Pipeline Project (BSPL) of CEIL.

2 SCOPE

This “material requisition” document covers the minimum requirements of supplying HVAC
packages per the specification and drawing attached herewith.

3 SITE CONDITION

HVAC packages shall be shall be designed to operate under site condition as under:
i) Maximum temperature 44.0 °C
ii) Minimum temperature 9.3 °C
iii) Wind speed 5-10km/hr
iv) Relative humidity
• Post-monsoon 31% to 74%
• Maximum 98%
• Minimum 14%
4 SCOPE OF SUPPLY

Manufacturer shall design, fabricate, carry out inspection and testing for all bought out
component at factory, pack and dispatch to the site. HVAC system to be provided in the
Administration building, Dining, conference, Control building, Substation building (Only in C1

VFD room), Accommodation building, Medical centre, Workshop and warehousing building
(HVAC to be provided in the rooms - chemical lab, chemical officer, fire officer, instrument
engineer, instrument spare, electrical engineer, mechanical engineer assistants, MIC, C2

warehouse officer. In all other rooms Packaged air washer to be provided) as per technical
specifications and data sheets attached elsewhere with this document. Refer to section
12.0 for reference documents. Centralized system to be located near the workshop area
(Plant room).

4.1 Air Cooled Chilling Unit:

a) Rotary screw compressor, along with semi-hermetic motor, flexible coupling and Steel
structures for assembling/mounting the compressor unit.
b) Each unit shall have one horizontal shell and tube, flooded type cooler with the support
for its mounting. It should also have In and out connections both for the refrigerant and
the water circuit and drain connections
c) Microprocessor based control panel with automatic controls and display module
d) To provide liquid level sight glass and relief device of (bursting type) to prevent
excessive built of pressure
e) Full charge of environmental friendly refrigerator
f) Refrigerant Piping
g) Lubrication system with accessories such as oil chiller with thermostatic control, oil
heaters, oil strainer, relief valve etc along with first fill up oil.
h) Ribbed rubber isolation pads to eliminate transmission of vibrations up to 90%.
i) Adapter box provision for incoming armoured aluminium cable termination of chiller
motor and Starter for Compressor Motor:
j) All necessary hardwares / softwares to integrate the chiller panel to BAS system.
k) Miscellaneous: -
Each unit shall have the following items

 Water flow switches at the outlet of the condenser and the chiller.
 Stem type thermometers and dial type water pressure gauges at the inlet and outlet
of the chiller.
 Suitable size butterfly valves at the inlet of chiller.
 Suitable size balancing valve at the outlet of chiller

4.2 Pump system

l) Electrical motor driven pump in common base plate


m) Casing drain piping with plug and Casing vent, if self-venting provision is not available
n) Flexible spacer type coupling
o) Guard for rotating components– non sparking
p) Water pressure gauges at outlet of each pump complete with gauges cocks and
connected tubing.
q) Vibration isolation pads for each pump, if required.

r) Drain line from each pump up to drain pit.


4.3 Air Handling Units (double skin)
a) Fan ,Cooling Coil ,Filter ,Drain Pan ,Coil and Filter Housing ,AHU
Enclosure/Housing ,Fan Motor & Starter ,Necessary control
b) Accessories
 Stem type thermometers at coil inlet and outlet, with tubing and gauge cocks
 Pressure gauge with cock at inlet and outlet of the coil, with tubing and gauge
cocks
 Butterfly valves at coil inlet and outlet and balancing valve at coil outlet
 Drain line from the unit upto drain trap
 Spring type of Vibration isolators
4.4 Fan Coil Units (FCU) and Treating Fresh AIR (TFA)

4.5 Duct work and outlets

a) Dampers, Access panel ,Grilles ,Fusible link type fire dampers ,Diffusers
4.6 Pipe work and related fitting

a) Pipes, Fittings and flanges


b) Valves including balancing type, Strainers
c) Expansion Tank
d) Air Valves
e) Hangers & Supports, Sleeves
4.7 Ventilation fans
a) Centrifugal Fans
b) Axial fans
c) Package type air washer

4.8 Hydrocarbon gas detectors are excluded from Vendor’s scope of supply. IOTL will C2
provide the same.
4.9 Potable gas detector for paint booth and welding room.
4.10 CO2 suppression in the HVAC control Panels C1
4.11 Sensors and associated alarms required for Battery Room (i.e. hydrogen sensors for
battery leakage)

4.12 Necessary interfacing with CEIL Control systems Vendor. Control center to be able to
interface with the Building Automation System (BAS). This is specific for alarms to be
shown on DCS system only.
4.13 All factory testing, site testing, per-commissioning & commissioning activities. C1
4.14 Exhaust system for change rooms and battery room are excluded in the vendor’s
scope of supply
4.15 Electrical work
4.16 Insulation
4.17 Spares (separate for start-up commissioning and recommended for two years of
operation)
4.18 All Electrical  & Instrumentation cable between Equipments - Panels C2
4.19 Kitchen Scrubber
4.20 No stand by chiller is required. Vendor to consider stand by pump
Battery Limits / Termination Points
i) Main Isolator of Electrical panel.
ii) End connections of piping including cooling water shall be flanged to ANSI
B16.5, ASA 150#. Client will provide single point supply.
5. GENERAL

The equipment to be supplied by the vendor shall be complete in all respects and confirm
to the high standards of engineering, design workmanship. Compliance to this
specification shall not relieve the vendor/ equipment manufacturer of the responsibility of
supplying the equipment and auxiliaries of proper design, material and workmanship to
meet the operating requirements specified in the data-sheet/ design basis. In case of
requirements of additional instruments, controls, safety devices and any other auxiliaries
for safe, smooth & trouble free operation of the equipment; the vendor/ equipment
manufacturer shall include the same in his scope of supply.
Vendor shall seek clarification for any confusing or conflicting information contained in this
specification and the related documents and drawings.
Vendor shall make all possible efforts to comply strictly with the requirements of this
specification and other specifications, drawings, datasheets, etc. as mentioned in this
specification. In case, any deviations are considered essential by the vendor after making
all possible efforts, a detailed description of all aspects and items within this specification
that cannot be provided by the vendor shall be separately listed in the bidder’s offer under
“List of deviations/ exceptions to specifications” for IOTL/CEIL considerations. The
deviations/ exceptions shall be listed separately for each specification/ document with
cross-references and proper reasons for the deviations/ exceptions. In case of any
deviation not listed under the ‘List of deviations/ exceptions to the specifications’, although

it is appearing in other part of the bid, shall not be considered/ applicable. Hence all the
requirements shall be binding on the bidder without any cost and schedule implications to
the purchaser. In case aforesaid deviation list is not included in the bid, it will be
considered that the vendor understands and can fully fulfill the whole requirements, while
accepting the vendor's bid.
The offered equipment or its accessories shall be sourced from a regular and established
manufacturer and having requisite design, engineering, manufacturing and testing facility.
The offered model shall be from the regular manufacturing range of the supplier and the
design shall have had a minimum of two years successful field operation with the same
model having the same design and materials of constructions. Relevant information of the
offered equipment shall be as per SDRL attached herewith.
Vendor shall be responsible for the co-ordination of all sub-suppliers for bought-out items.
It is the specific responsibility of the vendor to invoke all applicable referenced
specifications, drawing, etc. to each sub-supplier’ purchase order.
Vendor shall have single point responsibility for all aspects of the work. This shall include
timely delivery and provision of overall guarantee/ warranty for the complete equipment
6. SPARES

Vendor shall include all commissioning spares and consumables required for successful
commissioning of the equipment. The vendor shall submit a list of spare parts, which shall
include the original part numbers with prices for operation and maintenance for 2 years. All
the spares shall be identified individually.

7 INSPECTION AND TEST PLAN C1

7.1 General

7.1.1 CEIL or its nominated representative may engage in the inspections as per approved
QAP/ITP. The materials, fabrication and testing of Condensing unit with compressor,
Chemical filter, Damper, valves, Humidifier, Y-strainer, GP sheet, Fiber glass wool, fan,
pipes, control cable, Condenser & Evaporator, Motor, Blower etc shall be open to
inspection by the CEIL or its nominated representative in addition to any inspection by the
specified code, data sheet and drgs Or by local authorities having jurisdiction over the
installation.

7.1.2 Inspection shall be carried out both during fabrication and before delivery and also for sub
ordered materials. CEIL or its nominated representative written approval shall be obtained
by the vendor at various stages of fabrication and testings. Vendor shall conduct all testing
and inspection requirements based on approved QAP/ITP, defining the stages of
fabrication and testing, hold/witness points for his own inspection. IOTL/Vendor to ensure
testing and inspection.

7.1.3 The presence of the CEIL or its nominated representative shall not modify or reduce the
obligation of the vendor to carry out his own tests and control .Any materials or equipment
be found not in compliance with the requirements specified, CEIL or its nominated
representative shall be entitled to reject them.

7.1.4 The Vendor shall be completely responsible for the compliance to code requirement,
design, detailing, fabrication, materials and workmanship of the HVAC as per the
stipulations of the requisition and its attachment.

7.1.5 Final inspection and certification by CEIL or its nominated representative.

8 QA / QC CERTIFICATION

The Supplier’s Qa/Qc And Certifications Shall Be As Minimum, Include The Following:

I) Supplier Will Responsible For Ensuring Quality Of All Manufacturing In Accordance


With Purchase Order, Specification, Data Sheet And Drgs.& Procedures.

II) All Materials Shall Be Identifiable Against Their Certification And Compliance The
Requirements Of En 10204-Type 3.2.

1. PERFORAMANCE GUARANTEE:

a. Capacity of various components as well as the whole system shall be as per


calculated load.
b. Each design is guaranteed to meet the process duty stated within the data sheets.
The equipment supplied to be suitable for continuous operation at any of the range
of performance conditions stipulated.
c. All the equipments / items to be capable of performing the duties specified in this
specification without damage, distortion or failure of any component.
d. The Vendor shall provide performance guarantee for pumps including auxiliary
items. This guarantee shall include also efficiency guarantee and a guarantee at
design load
e. Each design is guaranteed to meet the process duty stated within the data sheets.
The equipment supplied shall be suitable for continuous operation at any of the
range of performance conditions stipulated
2. MECHANICAL GUARANTEE:
a) Vendor shall be fully responsible for all equipment supplied by him including
bought out items. All the equipment shall be fully guaranteed for a period of
Eighteen (18) months after installation or Twenty Four (24) months after shipping,
whichever comes first. The Vendor shall provide all Certification for the
equipment and shall ensure that dimensional compatibility, shaft system critical
speeds, vibration, noise levels and acceptability of pipe loads are within the
relevant specification limits. Provision of all data necessary for the design of
lifting equipment, support and structures is required.
b) In the event that the equipment is rectified or replaced by the Vendor under the
provisions of this article, the guarantee period shall be extended for a period of
Eighteen (18) months following the satisfactory completion of the rectification or
replacement of the equipment.
c) The Vendor shall confirm in writing that the design and construction of the pump
complies with the statutes, local regulations, etc.
d) Any equipment that does not meet the design performance requirements, shall
be modified by Vendor at the Vendor’s expense

10 DOCUMENTS TO BE SUBMITTED BY VENDOR

Vendor shall submit documents as per attached “Supplier Document Requirement List”
attached elsewhere with this document.
