Sealed offers are invited from the bonafide, reputed and experienced contractor/
repairer, who have successfully repaired the tendered items to other areas of
SECL/CIL or its subsidiaries/ Govt. deptt/PSUS for repair of the following:-

Tender documents with schedule of tender and details of desired experience of


tenderers, terms and condition of repair etc. can be had from the office of the Staff
Officer (E&M), Johilla Area, SECL, PO: Nowrozabad, Distt: Umaria (MP), PIN:
484555, Phone: 07653- 268276 on payment of required tender document fee (Non
refundable) during working hours. The EMD should be deposited by way of
Demand Draft drawn in favour of SECL, Johilla Area and payable at SBI,
Nowrozabad (MP). Mailing request from out station parties received less than 10
days before the last date of submission of tenders shall not be entertain. Sale of
tender documents shall be closed one day prior to the last date of receipt of tenders.
Tender document shall be supplied free of cost on demand to all Govt.Deptt/Under
taking/Ancillary units of SECL. The tender documents may also be down loaded
from our “Website www.secl.nic.in”. However bidders submitting their tender
against down loaded tender documents must enclosed either the requisite tender fee
in form of demand draft or certified copy of exemption from payment of tender fee
along with their tender in a separate envelop as elaborated above and also as per
NIT. The facility of downloading the tender documents from website will also be
closed one day prior to the last date of receipt of tender.

Tender should be submitted in two parts i.e. Envelop-I & Envelop-II duly
superscribed on the envelop with NIT Nos. & date.

Tender must be submitted after actual inspection of the assemblies/items to be


repaired at Regional Workshop, Johilla Area, Nowrozabad.
ELIGIBILITY CRITERIA

ENVELOP No. 1- (PART-I): First part should contain following:-


a) EMD.
a) Party has to declare that Part-II is not conditional.
c) Photocopy of attested copy of the articles of association/proprietory
certificate/partnership deed, as applicable.
d) Photo copy of power of attorney.
e) Photo copy of Sales tax registration certificate.
f) Photo copy of registration of Service Tax.
g) Photo copy of Permanent Account No.
h) PROOF OF EXPERIENCE: The intending tenderer must have in its name
as a prime contractor/Repairer experience of having successfully completed
repairing of Hydraulic Traction Motor of SDL, Model-611 of Eimco Elecon make
(Low Height) work during last 7 (seven) years ending last day of month previous to
the one in which bid applications are invited (i.e. eligibility period) should be either
of the following:-
i) Average financial turn over during the last three years ending 31st. March
of previous financial year should at-least 30% of the estimate.
ii) Experience having successfully completed repairing work of hydraulic
traction motor, SDL-611 (low height) during the seven years ending last day of
month previous to the tender in which applications were invited should be either of
following:
a) Three similar completed works (as above mentioned) each costing not
less than the amount equal to 40% of the estimated cost.
b) Two similar completed works (as above mentioned) each costing not
less that the amount equal to 50% of the estimated cost.
c) One similar completed work (as above mentioned) not less than equal
to 80% of the estimated cost.
All the documents enclosed in Part-I must be neat, legible duly stamped with
their company/firm seal and signed properly.

ENVELOP No. 2- (part-II): Part-II should contain price bid only. The IInd. Part
(Envelop No.II) will be opened only after scrutiny and acceptance of the documents
of Part-I by the tender committee.

GENERAL TERMS & CONDITIONS:

01) The tender shall be valid for a period of 120 days from the date of
opening of price bid or from the date of opening of subsequent last revised
offer, if any.

02) Mare issuance of tender documents do not make tenderers eligible for
consideration of opening of price bid.

03)For Electronic Fund Transfer (EFT) system, following informations are


required from tenederers.

a) Name of the Bank.


b) Branch Name.
c) Address of the Bank.
d) MICR code (9 digits) No.
e) Account No.
04) Payment Terms: 90%payment will be made with in 30 days by way of
cheque and 10%will be withhold and to be released after satisfactory running
during guarantee period.
05) Guarantee: The repaired hyd. traction motor should be guaranteed for 1000
working hours OR 09 months, whichever earlier from the date of delivery of
repaired item at our end..
06) The management reserves the right to postpone the date of receipt and
opening of tenders without assigning any reasons whatsoever.
07) Matter relating to any dispute or difference arising out of tender shall be
subject to jurisdiction of District Court, Umaria only.
08) The management also reserves the right to allow the public sector
enterprises price preference facilities as admissible.
09) SECL reserves the right to accept or reject any or all the tenders without
assigning reasons whatsoever or to distribute the work amongst the tenderers.
10) LD Clause: In the event of failure to deliver repaired hyd. traction motor
with in stipulated delivery time, the SECL reserves his right to imposed LD @ 1 /
2% per week for delay, maximum up to 10%.
11) Delivery Period: Completion of work shall be within 30 days after receipt of
old & serviceable hyd. traction motor of SDL-611 from Reg. Store, Johilla Area and
same shall be deposited at Reg. Store after repairing.

01) Sealed tenders for the work of as per Quotation Tender (Enclosed with No.
SECL/J/SO(E&M)/Tender/ 10-11/311 dtd; 14/8/2010 are invited from the bonafied
and experienced contractor/tenderers. Tenders will be opened as per schedule in
presence of the tenderers or their authorized representatives.
02)The tender paper are to be submitted in separate properly sealed envelop/cover
containing the documents as detailed below:-

ENEVELOP-I

This should contain earnest money deposit , past experience details as per the
NIT (copy enclosed), status of the firm, recent income tax clearance certificate or
copy of latest return issued by Income Tax Officer along with PAN number
declaration regarding black listing status of the firm , equipment/resources
(Ownership wise), valid service tax registration with Central Excise, All certificate
must be self attested.
Earnest Money Deposit: Earnest money according to as per NIT should be
deposit by tenderer by demand draft or bank draft or bankers pay order or
bankers cheque in favour of SECL, Johilla Area, payable to SBI, Nowrozabad. The
purchaser’s name should not appear on the Banker’s cheque or Banker’s pay order.
The Banker’s cheque or Banker’s pay order should be encashable by SECL, Johilla
Area without reference to the party purchasing the same. No cash for earnest
money deposit will be accepted.

No tender will be consider unless accompanied by the earnest money deposit


proof.

ENVELOP-II:

This should contain the rates/price in prescribed tender form (Part-II) only.
The Rates/price should be typed neatly. Nothing other than rates as per prescribed
format to be submitted in price bid, failing which tender will be regretted.

The company will, however, be at liberty to distribute the jobs between two
or more number of tenderer. Rates must be typed written in figure and words both
neatly, hand written or over written offer will be rejected.

01) The tenderer must submit all the required documents at the time of submitting
the tenders (all at a time) on the date of receiving the tenders as per NIT , failing
which their participation in the tender including their offer may be rejected.

02) Separate sheet may be attached if necessary but full and correct information
should be given.

03) Price bid may be opened on the date of tender opening. As such the tenderer or
their authorized representative must come prepared for price negotiation too.
Representatives should bring valid/proper authorization for carrying out such price
negotiation. The authorization letter shall have the signature of the authorized
representative duly attested by Proprietor/Partner/Director of the
firm/Company/Owner.

04) Failure to comply with any of the information/requirement will constitute
submission of “Incomplete Bid” and may entitled disqualified of the tenderer (for
the further participation in the tender) without making any reference and without
assigning any reason whatsoever.
05) No additional terms/conditions other than prescribed in the tender documents
will be entertained and conditional tender shall be rejected.

06) The company is not bound to accept the lowest or any tender and reserves the
right to reject any or all offers without assigning any reason whatsoever.

07) The tenderer should sign all the papers of the tender documents as token of
acceptance of all the conditions, corrections, if any, should be properly
authenticated

08) The word administration/company wherever it occurs in terms and conditions,


means the Office of the General Manager, SECL, Johilla Area and Officers
authorized on its behalf.

09) The word “ Contractor” wherever it occurs means the successful tenderer, who
has deposited the necessary security money and had been given written information
about the acceptance of the tender, and issued with the order to commence work.

1. TERMS & CONDITIONS:

a) DURATION OF CONTRACT: The contract on finalization will be


valid for 30 days from the date of receipt of old equipment/issue of work
order or actual date of commencement which ever is earliest.
b) VALIDITY: The offer submitted must remain valid and open for
acceptance up to 120 days from the date of opening of PART-I tender with
validity of less than specified period are liable for rejection with out any
reference to the tenderer.

GENERAL TERMS AND CONDITIONS:

01. Offer which do not contain all the information required in this Notice
Invited Tender are liable for rejection.
02 .SECL, Johilla Area reserves its right to reject or to accept any offer with
out assigning any reason thereof.
03. SECL, Johilla Area reserves the rights to conclude parallel contract with
more than one firm.
04. Payment: 90% payment will be made with in 30 days by way of cheque &
10% will be withhold and to be released after satisfactory running during
guarantee period.
05. Completion of repairing work shall be with in 20 days after receipt of
material from Reg. Store & same shall be deposited at Reg. store after
repairing.
06. All other terms and conditions shall be as per NIT.
