ERM-West, Inc. (ERM) has prepared this proposal to complete subsurface investigations
necessary to further assist in evaluating the feasibility of redeveloping the former Alondra
Landfill in Compton, California (site) for residential and recreational land use. A review of
existing reports has provided adequate data regarding the three-dimensional nature of the fill
material within the former landfill and additional background on the types of fill permitted for
disposal. The objectives of the proposed scope of work are to:
Refine volumetric estimates of landfill materials including 1) clean cap material; 2) fill
containing household and commercial refuse and inert materials (fill above elevation 56’
mean sea level [MSL]); and 3) fill containing only inert materials (fill below elevation 56’
MSL).
Further characterize fill materials to further assess waste characteristics and disposal
options.
Collect geotechnical data regarding inert fill below elevation 56’ MSL.
Further refine the cost estimate to remove and dispose existing fill and replace with
engineered clean fill based on selected scenarios.
Estimate costs for soil-gas protection/mitigation based on future development strategies
(desktop assessment only).
APPROACH
Based on the initial site summary review, there are three types of fill material present at the site.
The three types of fill identified include (1) inert solids; (2) fill containing household and
commercial refuse; and (3) clean fill used as capping material over the landfill.

ERM will refine volumetric estimates by developing and implementing a sampling plan to collect
representative samples of the fill in the horizons of interest. ERM will analyze soil samples for
potential contaminants of concern (PCOC), including metals, volatiles and semivolatiles,
herbicides and pesticides, and organic lead using Total Threshold Limit Concentration (TTLC),
and Soluble Threshold Limit Concentration (STLC) testing procedures for hazardous waste
characterization. The results will be used to evaluate disposal options for fill that may be
removed during redevelopment of the site.
For the portion of the landfill that contains only inert fill, if samples collected do not contain
PCOCs at concentrations that would indicate the presence of hazardous materials or hazardous
waste, it may be feasible to leave that portion of the fill in place for the purpose of
redevelopment. As such, additional soil sampling of the inert fill horizon will be conducted for
geotechnical evaluation to assess physical properties of the fill (moisture density and
consolidation) that may be required for subsequent construction design.
Based on the results of the field sampling program, ERM will reassess the rough-order-of-
magnitude costs associated with fill removal and disposal, and replacement with clean,
engineered soil in order to prepare the site for redevelopment. In addition, ERM will assess the
need for soil-gas mitigation or protection and provide rough-order-of-magnitude cost estimates
to implement those measures, if required.
SCOPE OF WORK
Task 1: Refine Volumetric Estimates of Fill
ERM will refine volumetric estimates of fill using the Earth Volumetric Studio (EVS) data
visualization software program. EVS incorporates x,y,z coordinate data to map various layers
within the subsurface and then calculates volumes for each layer of interest. In this case, EVS
will use surface elevation data, base of clean cap data, base of fill data, and the 56’ MSL
elevation reference to calculate volumes of clean fill; fill containing household and commercial
refuse; and fill containing only inert solids at the Alondra landfill. The volumes identified will be
used in the analysis of rough-order-of-magnitude costs associated with fill removal and disposal,
and replacement with clean fill to prepare the site for redevelopment.
2.1 Preparation
Prior to performing the fieldwork, ERM will prepare a site-specific Health and Safety Plan. In
addition, ERM will contact the public utility locating notification service (“Underground Services
Alert”) at least 48 hours prior to initiating field activities to allow sufficient time for the clearance
of public utilities at the site. ERM will also request as-built building drawings from the Client and
subcontract a private utility locating contractor to survey planned drilling locations, as a further
measure to protect subsurface utilities during fieldwork. ERM will perform private utility
clearance of each boring location by using a pre-qualified subcontractor that will scan each
location using appropriate techniques to identify potential subsurface utilities.
ERM will obtain a drilling permit from the Los Angeles County for advancing soil borings. ERM
has budgeted $2,500 for permit fees.
samples collected at each boring will depend on the depth of fill encountered. Up to two
samples will be retained for analysis at each boring where fill is less than 20-feet thick. Where
fill is greater than 20 feet, additional samples will be retained based on the total depth reached.
Based on our initial evaluation, we have assumed that up to 50 samples will be collected for
laboratory analysis.
Soil samples collected will be submitted to a California-licensed laboratory for analysis of the
following compounds:
CAM 17 metals by United States Environmental Protection Agency (USEPA) Method 6010;
Total petroleum hydrocarbons (TPH), as gasoline by USEPA Method 8260;
Volatile organic compounds (VOCs) by USEPA Method 8260 with collection/preservation
Method 5035;
TPH as diesel and motor oil by USEPA Method 8015M.
Semivolatile organic compounds by USEPA Method 8270;
Organochlorine pesticides by USEPA Method 8081A;
Chlorinated herbicides by USEPA Method 80151A; and
Organic lead using TTLC and STLC.
ERM will screen the soil cores for the presence of VOCs using a photoionization detector (PID)
with a 10.6 electron volt lamp. Soil cores will also be examined for staining and odor. If
screening identifies elevated concentrations of VOCs or visual indications of impacts, samples
will be collected at that interval and placed on hold pending Client instructions. If no elevated
PID measurements or visual indications of impacts are observed, the soil cores will not be
retained for further analysis.
Non-dedicated sampling equipment will be decontaminated between boring locations by either a
three-stage wash and rinse or through steam cleaning.
Soil cuttings and decontamination fluids will be placed in appropriate Department of
Transportation-approved containers and staged in an appropriate onsite area pending offsite
transport and disposal. ERM will collect samples from the drummed waste for additional
disposal profiling, if required. The remaining samples will be submitted to the laboratory and
placed “on hold” for additional analysis, if required, based on initial soil sample analytical results,
and pending additional Client budget approval.
Samples will be collected using a hollow-stem-auger drill rig equipped with a split-spoon, soil-
sampling tool. Samples will be collected into laboratory-supplied containers, properly preserved
and labeled, and placed in an iced cooler. The samples will be submitted under proper chain-of-
custody procedures to TestAmerica, a California-certified laboratory, for analysis of the
parameters listed above.
Geotechnical Sample Collection
To assess inert fill for geotechnical properties, at grid locations where fill is deeper than the 56’
MSL elevation, additional soil samples will be collected at 5-foot intervals to the base of fill.
Relatively undisturbed soil samples will be collected using a ring-lined barrel sampler. Based on

our current understanding of the anticipated depth of fill, we anticipate that up to 25 samples will
be collected for geotechnical evaluation. Collected samples will be analyzed for consolidation,
moisture, and density.
ESTIMATE
SCHEDULE
ERM can begin work immediately upon receiving written authorization from Client. ERM
proposes to conduct the field sampling within 4 weeks of authorization. ERM anticipates
preparation of the Site Characterization Report within 3 weeks of receiving all analytical
data.

FEE ESTIMATE
ERM is proposing to perform the work on a time-and-materials cost basis for an initial
authorized amount of $137,000. ERM will not exceed this cost without prior approval of the
Client.
In order to expedite the project execution, ERM proposes to bill 50 percent of the fee in advance
and 50 percent when the Site Characterization Report is submitted to the Client.
In addition, ERM is often called upon to provide additional consulting services, including
participation in telephone or conference calls and meetings, and providing written follow-up or
assessment of identified environmental and related compliance issues. The need for these
additional consulting services can vary. Because the level of effort required for these services is
unpredictable, it is not included in ERM’s standard scope of work. ERM will submit a separate
invoice for such consulting services performed outside the scope of work upon completion of the
project. Follow-up meetings, conference calls, involvement in negotiations, reliance letters etc.,
if required, would be charged in addition on a time-and-materials basis using standard rates.
The costs outlined above are budget cost estimates based on the information made available to
ERM at the time the cost estimates were prepared.
