INTRODUCTION
Indian Railway Catering and Tourism Corporation Ltd. (IRCTC) has been mandated by the Indian
Railways for developing, operating and maintaining Budget Hotel through Public-Private Partnership.
The site is under the ownership of Railway and will continue to be owned by the Railways. The site
has been given to IRCTC on license basis for a period of 30 years with permission to sub-license the
rights to third party for developing, operating and maintaining Budget Hotel through Public-Private
Partnership.
POTENTIAL SITES
• The bidder can be an individual or proprietorship firm or partnership firm or private limited
company or a public limited company registered/incorporated under the provisions of Indian
Companies Act 1956.
• The Bidder should be legally competent to enter into contract as per prevailing laws.
• Foreign bidder can also apply provided they satisfy the minimum Turnover, Net-Worth and
experience as specified by IRCTC from global Operations and /or Indian Operations. In case of
foreign bidders where financial year is calendar year, the Annual Accounts must be submitted for
period ending December 2003, 2004 & 2005. Net Worth should be submitted as on 31.12.2005.
• Each consortium must specify the proposed equity shareholding and nominate the Lead Member
of the Consortium. Lead bidder must be an individual or proprietorship firm or partnership firm or
private limited company or a public limited company registered or incorporated under the
provisions of the Indian Companies Act, 1956.
• The Lead Member with a minimum stake of 33% shall represent the Consortium and shall stay
with the Consortium for the entire license period of thirty years. The bidder must satisfy the
specified eligibility criteria. The bidder must satisfy the specified eligibility criteria. In case of a
Consortium, the Lead Member must satisfy the minimum eligibility criteria.
• The bidder should have a minimum turnover of Rs 5 Crores per annum for metro cities and Rs. 3
Crores per annum for other cities from the business of operating and Maintaining Budget Hotel(s)
in the last three financial years. The turnover here means turnover from room rent, food &
beverages and from other services provided to the guests by the Hotel like banquets, conferences,
telephone, Internet café, travel desk etc.
• Should have a net worth of Rs. 2 Crores for metro cities and Rs. 1 Crore for other cities as on
March 31, 2006.
• Should have Positive Operating Profit (Profit Before Interest Depreciation and Taxes -PBIDT)
for at least two of the last three financial years (2003-04, 2004-05 & 2005-06).
• Should have been in the business of operating and Maintaining Budget Hotel (at least a 2-star
category) with a food facility for at least last five financial years (2001-02 to 2005-06).
HIGHLIGHTS
• The Budget Hotel tariff of 25 % of the total number of the rooms should be priced not exceeding
Rs. 1000/- (inclusive of all taxes) per night. For the rest of the rooms, the tariff charged (inclusive
of all taxes) should be comparable to the similar category of the Hotels in the vicinity/city and
should be market based.
• The property shall be marketed as “RAIL RATNA” brand of Budget Hotels (or alternate name be
decided by IRCTC) in conjunction with the brand name that the Sub-Licensee wants to use. Sub-
licensee may serve alcoholic beverages in the designated area in the Hotel subject to obtaining the
mandatory permits / license for the same from State Govt. at its own cost.
• User only - The Licensee will operate the Budget Hotel during the term of license on which he
would have no legal claim other than that of a user. Premises shall be deemed to be public
premises as defined in the Public Premises (Eviction of Unauthorised Occupants) Act 1971 and
any amendments thereto.
