O R D E R

The Court, en banc, considered at its conference on April 1,

2020, the petition for mandatory special action under A.R.S § 41-

194.01(B)(2) filed by the State of Arizona ex rel. Mark Brnovich,

Attorney General, the Response to Petition for Special Action filed

by respondent City of Phoenix, the Reply to Response filed by

petitioner Brnovich, multiple briefs filed by amici curiae, and

responses to the amicus briefs filed by the parties. The Court

unanimously finds the Ordinance at issue, § 4-78 of City of Phoenix

Ordinance G-6650, constitutional. Therefore,

IT IS ORDERED denying relief on the petition for special action.

The stay of enforcement of the Ordinance is hereby lifted. A written

opinion will issue in due course.
