Mission

 Continuous efforts to make Saka Energi Indonesia and its affiliates operation compatible
with protecting and promoting the Health and Safety of Saka Energi Indonesia's
employees and contractors whilst sustaining the quality of the environment
 Create an HSE culture where management, employees and contractors understand and
uncompromisingly manage the HSE risk in their working environments
 Committed to achieving HSE excellence in all of Saka Energi business practices and
operations and maintain the achieved HSE benchmark that is comparable to best-in-
industry practice.

Misi

karyawan dan kontraktor Saka Energi Indonesia yang mempertahankan kualitas
lingkungan

SPECIFIC ROLES AND RESPONSIBILITIES


.GENERAL MANAGER
 Actively supporting and participating in the HSE activities
 Ensuring sufficient managerial resources (technical, financial, and human resources) are
established to support the HSE Management System process
 Ensuring the involvement and participation of all Company personnel in the HSE
activities
 Ensuring a specialist support during the Management review

LINE MANAGER

 Actively supporting and participating in the HSE activities


 Ensuring the involvement and participation of his/her personnel in the HSE activities
 Ensuring annual assessment of the capabilities and competence of his/her staff is carried
out in relation to the HSE issues
 Actively supporting and participating in the Management review
HUMAN RECOURCE MANAGER
 Ensuring that Company organization charts, job descriptions and training needs are
developed, implemented and maintained with respect to HSE matters
 Ensuring annual assessment of the capabilities and competence of staff is carried out by
the line manager in relation to the HSE issues

HSE MANAGER
 Ensuring the preparation, updating, effective implementation, and continuous
improvement of the Company HSE Management System
 Ensuring the preparation of company HSE Performance Report
 Providing assistance and specialist support in regards to the relevant issues for managing
HSE aspects of the Projects
 Ensuring the effective implementation of legal requirements and HSE
legislation/regulation applicable to the Company activities
 Ensuring a technical HSE support of contractor/vendors qualification process, contract
implementation process, and training activities
 Ensuring that all Company personnel receive appropriate information, training, and
supervision to ensure that they can carry out their roles in safe and effective manners

PROJECT / SITE HSE PERSONNEL

 Supporting the HSE Manager in the implementation and continuous development of


Company HSE Management System
 Providing technical support and advice in the assessment of the risk to the health and
safety of all Company personnel caused by specific task
 Reviewing each task to be carried out and identifying what level of risk assessment is
required
 Ensuring a safe working culture where everyone has both the authority and responsibility
to STOP THE JOB if there is any doubt about the safety of the operation

ENVIRONMENTAL SPECIALIST

 Supporting the HSE Manager and Site/Project in the implementation and continuous
development of Company Environmental Management System
 Providing technical support and advice in the assessment of the risk to the environmental
caused by specific task
 Filling and reviewing record of Management Review
 Preparation of Company Environmental Management Review
 Establish and maintain programme(s) and procedures for periodic environmental
management system audit to be carried out
 Reviewing objective target and management program implementation, and propose
recommendation as necessary

EMPLOYEE

 Taking care of themselves and others, whilst communicating any hazardous situations or
HSE risk that might arise during activities
 Carrying out their work in line with Procedures and/or Working Instructions
 Maintaining tools and issued equipment in a safe operating condition and directly
reporting any defects to their immediate supervisor
 Wearing personal protective equipment correctly as and when required and maintaining
them in good shape
 Directly reporting any accidents/near-misses/incidents to their immediate supervisor

CONTRACTOR
Senior Representative of each contractor is responsible for:

 Complying with all Company HSE Management System requirements and applicable
legislation
 Ensuring their employees are provided with adequate HSE training and fitness
 Ensuring their employees are provided with appropriate personal protective equipment
 Ensuring tools and equipment are kept in a good and safe condition and are inspected by
Contractor supervisory personnel at regular intervals

EMERGENCY MANAGEMENT TEAM


Company Emergency Management Team are responsible for:

 Considering the impacted and mitigation necessary to minimize any potential


environmental impacts of an emergency at Company

HSE PROCESS DESCRIPTION


The Effective, efficient and reliable Company HSE Management System Implementation will
result in enhanced Company business performance, protection of Company reputation, reduction
of company risk exposures and supporting Company promotion to become a distinctive leader
within oil & gas industry. The HSE interaction with other company process are described in the
below figure:

ACTIVITIES DESCRIPTION
Operating Risk Assessment Methods

Operating Risk Assessment Methods are applied by SIPL facilities to ensure all hazards
associated with operating activities are managed safely.

SIPL applies five (5) approaches for the operating risk assessment which are relevant for any
iCOW activities:

• Mendukung dan berpartisipasi aktif dalam kegiatan HSE


• Memastikan sumber daya manajerial yang memadai (teknis, keuangan, dan sumber daya
manusia) ditetapkan untuk mendukung proses Sistem Manajemen HSE

• Memastikan keterlibatan dan partisipasi semua personel Perusahaan dalam kegiatan HSE

• Memastikan dukungan spesialis selama tinjauan Manajemen

GARIS MANAGER

• Mendukung dan berpartisipasi aktif dalam kegiatan HSE

• Memastikan keterlibatan dan partisipasi personelnya dalam kegiatan HSE

• Memastikan penilaian tahunan atas kemampuan dan kompetensi stafnya dilakukan sehubungan
dengan masalah HSE

• Mendukung dan berpartisipasi aktif dalam tinjauan Manajemen

MANAJER SUMBER DAYA MANUSIA

• Memastikan bahwa bagan organisasi Perusahaan, uraian tugas dan kebutuhan pelatihan
dikembangkan, diterapkan, dan dipelihara sehubungan dengan masalah-masalah HSE

• Memastikan penilaian tahunan atas kemampuan dan kompetensi staf dilakukan oleh manajer
lini terkait dengan masalah HSE

MANAJER HSE

• Memastikan persiapan, pemutakhiran, implementasi yang efektif, dan peningkatan


berkelanjutan dari Sistem Manajemen HSE Perusahaan

• Memastikan persiapan Laporan Kinerja HSE perusahaan

• Memberikan bantuan dan dukungan spesialis sehubungan dengan isu-isu yang relevan untuk
mengelola aspek HSE dari Proyek

• Memastikan implementasi yang efektif dari persyaratan hukum dan perundang-undangan /


peraturan HSE yang berlaku untuk kegiatan Perusahaan
• Memastikan dukungan teknis HSE dari proses kualifikasi kontraktor / vendor, proses
implementasi kontrak, dan kegiatan pelatihan

• Memastikan bahwa semua personil Perusahaan menerima informasi, pelatihan, dan


pengawasan yang tepat untuk memastikan bahwa mereka dapat menjalankan peran mereka
dengan cara yang aman dan efektif.

PERSONIL HSE PROYEK / SITUS

• Mendukung Manajer HSE dalam implementasi dan pengembangan berkelanjutan Sistem


Manajemen HSE Perusahaan

• Memberikan dukungan teknis dan saran dalam penilaian risiko terhadap kesehatan dan
keselamatan semua personel Perusahaan yang disebabkan oleh tugas khusus

• Mengkaji setiap tugas yang harus dilakukan dan mengidentifikasi tingkat penilaian risiko apa
yang diperlukan

• Memastikan budaya kerja yang aman di mana setiap orang memiliki wewenang dan tanggung
jawab untuk BERHENTI PEKERJAAN jika ada keraguan tentang keselamatan operasi

SPESIALIS LINGKUNGAN

• Mendukung Manajer HSE dan Situs / Proyek dalam implementasi dan pengembangan
berkelanjutan Sistem Manajemen Lingkungan Perusahaan

• Memberikan dukungan teknis dan saran dalam penilaian risiko terhadap lingkungan yang
disebabkan oleh tugas tertentu

• Mengisi dan meninjau catatan Tinjauan Manajemen

• Persiapan Review Manajemen Lingkungan Perusahaan

• Menetapkan dan memelihara program dan prosedur audit sistem manajemen lingkungan
berkala yang akan dilakukan

• Mengkaji target obyektif dan implementasi program manajemen, dan mengusulkan


rekomendasi seperlunya
KARYAWAN

• Merawat diri mereka sendiri dan orang lain, sambil mengomunikasikan situasi berbahaya atau
risiko HSE yang mungkin timbul selama kegiatan

• Melaksanakan pekerjaan mereka sesuai dengan Prosedur dan / atau Instruksi Kerja

• Memelihara alat dan mengeluarkan peralatan dalam kondisi operasi yang aman dan secara
langsung melaporkan segala cacat kepada atasan langsung mereka

• Memakai alat pelindung diri dengan benar jika diperlukan, dan memeliharanya dalam kondisi
yang baik

• Secara langsung melaporkan kecelakaan / nyaris celaka / insiden kepada atasan langsung
mereka

KONTRAKTOR

Perwakilan Senior dari masing-masing kontraktor bertanggung jawab untuk:

• Mematuhi semua persyaratan Sistem Manajemen HSE Perusahaan dan peraturan perundang-
undangan yang berlaku

• Memastikan karyawan mereka diberikan pelatihan dan kebugaran HSE yang memadai

• Memastikan karyawan mereka diberi peralatan perlindungan pribadi yang sesuai

• Memastikan alat dan peralatan disimpan dalam kondisi yang baik dan aman dan diperiksa oleh
personel pengawas Kontraktor secara berkala

TIM MANAJEMEN DARURAT

Tim Manajemen Darurat Perusahaan bertanggung jawab untuk:

• Mempertimbangkan dampak dan mitigasi yang diperlukan untuk meminimalkan potensi


dampak lingkungan dari suatu keadaan darurat di Perusahaan

Implementasi Sistem Manajemen HSE Perusahaan yang Efektif, efisien dan andal akan
menghasilkan peningkatan kinerja bisnis Perusahaan, perlindungan reputasi Perusahaan,
pengurangan paparan risiko perusahaan dan mendukung promosi Perusahaan untuk menjadi
