Waldhelm (PNC) SUBJECT: Uniformed Employee Isolation Guideline In this time of heightened concern and in an attempt to prevent disease transmission while off duty, we strongly urge all SAPD personnel to prepare a plan for an isolation room in your home now and practice distancing in your home immediately if you feel you have been exposed or are symptomatic for illness. Currently, we are seeing patients become symptomatic 5-7 days after contracting COVID-19 via exposure, While there is not clear science at this time on asymptomatic exposure, it is possible that you could expose your family, or they could expose you, before showing signs and symptoms. The following. outlines guidelines for home isolation, as well as options for those that become symptomatic for COVID- 19, Police Department personne! not allowed to assume duty due to illness possibly associated with COVID- 19 or amember showing signs or symptoms for COVID-19 will be asked to isolate from other people for a period of up to 14 days, or until clarity is received through test results for COVID-19 or other respiratory diseases. The Department, through the EOC, is activating a plan to offer SAPD uniformed personnel an option on where to isolate. Isolation is for the protection of SAPD personnel and cobabitants of Department personnel. This is not a control order. Personnel in isolation should follow the convalescence policy in effect for the Department. The process will be as follows: ‘© If the uniformed member of the Department is symptomatic for COVID-19 and not allowed to be ‘on duty or becomes symptomatic at home, they should follow the correct process to see their Personal Care Physician (PCP) and notify the Department. «If the uniformed employee is scheduled for a COVID-19 test, they will be offered an option to home isolate or be isolated at a facility provided by the Department. Option 1: Isolation at a Department provided facility: SAPD uniformed personnel who clect to use the out-of-home option will be isolated in a facility during the aforementioned timelines, The needs of the employee will be met by the staffat the alternative housing site. ‘© Personnel should notify their Shift Director or Supervisor of the request for out-of-home isolation. ‘That request should be forwarded up the chain of command to the member's Division Commander. «The appropriate Division Commander or his designee should contact the on-duty SAPD Medical Liaison Officer who will arrange the isolation area with the San Antonio Fire Department (SAFD) site manager. ‘* The employee should be sent to the appropriate location. After arrival, the employee will be checked into isolation and the following rules will apply at the site: ‘© You will be confined to your room and not allowed to leave your room except in an emergency situation, Persons in isolation will not be given a key to their room. There will be no outside visitors allowed to come to the rooms. All interaction will be with a properly protected staff member. ©. Dirty linens will be exchanged every Monday and Thursday for cleaning. You are expected to keep your room clean, No daily housekeeping will be provided. If you are in need of toiletries you may call the front desk and the Point of Contact (POC) will arrange for resupply. © Your temperature will be sereened twice daily and logged. ‘© There will be 3 meals provided per day. You may choose to accept these meals or order your own food at your cost. All food will be dropped off atthe front desk and then delivered to your room by a staff member. No alcohol will be allowed in the rooms. Smoking will not be allowed on site 0 There is a POC from the SAFD at the front desk. If you have any medical needs or urgent questions you can call the front desk and the POC will assist you. If you have arranged to have any personal items brought to you, please notify the front desk so we can be prepared to receive the items and deliver them to you. © When the testing results are returned and the employee is negative for COVID-19, they will be sent home to home-isolate according to the guidelines in option 2 below. If the employee is positive for COVID-19, they will be given the option to stay at the facility or to move to option 2, until cleared to return to work after: At least 3 days (72 hours) have passed since recovery (defined as resolution of fever without the use of fever reducing medications) and improvement in respiratory symptoms (eg., cough, shortness of breath); and, At least 7 days have passed since symptoms first appeared. Option 2: Isolation at home: Personnel electing to isolate at home should follow the guidelines below: «Stay home and avoid places with large groups of people You should restrict activities outside your home, except for getting medical care. You should not go to work, school, or public areas, ‘Avoid using public transportation, ride-sharing, or taxis. ‘© Separate yourself from other people in vour home As much as possible, you should stay in a specific room and away from other people in your home, Also, you should use a separate bathroom, if available. Social distancing is one of the best tools to prevent passing of viruses. ‘© Monitor your temperature twice daily Monitor and log your temperature reading twice a day. ‘This information will be sent to the Department upon request. If you notice a temperature over 99.6 degrees. Contact your personal care provider. © Cover vour coughs and sneezes: Clean hands often Cover your mouth and nose with a tissue when you cough or sneeze. Throw used tissues in a lined trash can; immediately wash your hands swith soap and water for at least 20 seconds or clean your hands with an aleohol-based hand sanitizer that contains at least 60-95% alcohol covering all surfaces of your hands and rubbing them together ‘until they feel dry. Soap and water should be used preferentially if hands are visibly dirty. ‘Avoid sharing personal household items You should not share dishes, drinking glasses, cups, eating utensils, towels, or bedding with other people or pets in your home. Afier using these items, they should be washed thoroughly with soap and water. ‘© Clean all *high-touch” surfaces every day High touch surfaces include counters, tabletops, doorknobs, bathroom fixtures, toilets, phones, keyboards, tablets, and bedside tables. Also, clean any surfaces that may have blood, stool, or body fluids on them, Use a household cleaning spray or wipe, according to the label instructions, Labels contain instructions for safe and effective use of the cleaning product including precautions you should take when applying the produet, such as ‘wearing gloves and making sure you have good ventilation during use of the product. If your symptoms worsen while in isolation (both options). . ahead before visiting vour doctor, and contact housing personnel if isolated at the alternative housing site If you have a medical appointment, call the healtheare provider and tell them that you have or may have COVID-19. This will help the healthcare provider's office take steps to keep other people from getting infected or exposed, © Wear a facemask You should wear a facemask when you are around other people (e.g., sharing a room or vehicle) or pets and before you enter a healthcare provider's office. If you are not able to wear a facemask (for example, because it causes trouble breathing), then people who live with you should not stay in the same room with you, or they should wear a facemask if they enter your room. © Advise your Supervisor There may need to be additional documents that need to be completed and the supervisor will need to assess your type of leave, ‘On the last day of your isolation period, contact your supervisor or Shift Director for scheduling to return to duty afte At least 3 days (72 hours) have passed since recovery (defined as resolution of fever without the use of fever reducing medications) and improvement in respiratory symptoms (e.g., cough, shortness of breath); and, At least 7 days have passed since symptoms first appeared. The orders being put in place during this time of heightened awareness are intended to protect the work force of the SAPD, while ensuring the safety and health of our personnel.
