CONTRACTOR shall plan and execute construction, pre-commissioning and commissioning activities in

accordance with COMPANY requirement to bring the new installations into operation.
Pre-commissioning shall only commence, unless otherwise permitted by COMPANY, after the issue of the
Mechanical Completion Certificate.
CONTRACTOR shall develop an execution plan for Pre-COMMISSIONING activities starting in Home
Office. A comprehensive Pre-COMMISSIONING Manual shall cover all Pre-COMMISSIONING
activities which must be established and issued to COMPANY for review and comments no later than 6
months prior to the scheduled commencement of pre-commissioning activities.
As a guideline, CONTRACTOR shall consider the following activities as Pre-COMMISSIONING :
Safety Audit.
Line and equipment flushing.
Blowing or drying systems with air or nitrogen.
Loop checking and calibration of instrument systems
Checking and functionally testing electrical systems.
Piping systems chemical protection.
Mechanical completion punch list items complete.
Finalisation of COMPANY and CONTRACTOR acceptance documents.
CONTRACTOR shall prepare a Ready for COMMISSIONING Checklist to be used for the validation of
completed activities required to allow commissioning to proceed. The checklist shall be issued to
COMPANY for review and comments.
A typical table of contents is included as attachment 10/4 to this document as a basis for the development
of the ‘Ready for Commissioning’ checklist.
As soon as CONTRACTOR has completed all works associated with PRE-COMMISSIONING and
INSTALLATIONS are ready and safe for operation CONTRACTOR shall so notify COMPANY in writing
that the INSTALLATIONS are READY FOR COMMISSIONING.
Within ten (10) days after receipt of such notification COMPANY shall either accept such notification end
therefore approve a READY FOR COMMISSIONING Certificate or notify CONTRACTOR of any
deficiencies.
In the event of such deficiencies, CONTRACTOR shall promptly rectify the deficiency and notify
COMPANY, again as aforesaid. Within a further ten (10) days of notification, COMPANY, on being
satisfied that the deficiencies have been corrected, shall notify CONTRACTOR of acceptance. The
READY FOR COMMISSIONING Certificate may be issued subject to a written undertaking by
CONTRACTOR to complete the schedule of outstanding work. Such exceptions may include final
completion of painting and insulation, including scaffolding removal at COMPANY discretion.

COMMISSIONING
CONTRACTOR shall provide a detailed COMMISSIONING Manual which should cover all
COMMISSIONING and START-UP activities. The Manual should include all check list record forms,
procedures and diagrams for sequence of operation.
This Manual should be issued to COMPANY for review and comments no later than 6 months prior to
scheduled commencement of commissioning activities.
COMMISSIONING activities include the insertion, preparation and introduction of the design process
fluids into the process plant and subsequent operation of any part of the INSTALLATIONS prior to
READY FOR TEST RUN.
CONTRACTOR will be responsible for COMMISSIONING activities, but COMPANY may assist by
providing operating staff.
Run-in and operational testing are the major activities during the COMMISSIONING phase.
During the period of COMMISSIONING, CONTRACTOR shall provide at its own expense all necessary
personnel including supervision and operational assistance if necessary by VENDORS representatives,
Materials, construction PLANT and TEMPORARY WORKS for completion of outstanding work.
COMMISSIONING shall be carried out in accordance with COMMISSIONING Procedures approved by
COMPANY.
CONTRACTOR shall prepare a READY FOR START-UP checklist to be used for the validation of pre-
requisites required for the safe start up of the facility. The checklist shall be issued to COMPANY for
review and comments.
A typical READY FOR START-UP checklist is included as attachment 10/5 to this document as a basis for
further development.

START UP
An INSTALLATION (a unit or individual systems in the unit) is READY FOR START UP (RFSU), or
Ready for Use in case of buildings, when the following conditions are met as specified in the
AGREEMENT:
all work identified in the Commissioning Check List where applicable is completed.
– all work is completed to allow COMPANY to introduce feedstocks for the expressed
purpose to start the production of products in commercial quantities.
The RFSU Certificate may be issued subject to a written undertaking by CONTRACTOR to complete the
schedule of outstanding work. Such exceptions may include final completion of painting and insulation,
including scaffolding removal at COMPANY discretion
Work permits will be required for outstanding work of CONTRACTOR, and all the rules in force of an
operating PLANT shall be observed in accordance with the Approved Safety Procedures for this Project.

TEST RUNS
An INSTALLATION (a unit or individual systems in the unit) is READY FOR TEST RUN, when the
following conditions are met as specified in the AGREEMENT:
 all work identified in the COMMISSIONING Check List where applicable is completed;
 all work is completed to allow COMPANY to introduce feedstocks for the expressed purpose to start
the production of products in commercial quantities (this stage is often referred to as “Hydrocarbons-in”);
COMPANY will accept handover of an INSTALLATION or sections thereof upon signed agreement by
COMPANY of the READY FOR TEST RUN Certificate, with the exception of agreed work still to be
finished. Such exceptions may include final completion of painting and insulation, including scaffolding
removal at COMPANY discretion.
Work permits will be required for outstanding work of CONTRACTOR, and all the rules in force of an
operating plant shall be observed. Handover to COMPANY does not constitute acceptance which shall be
conditional on completing successful performance TEST RUNS.
To achieve an efficient transition from construction through systems testing and COMMISSIONING to
PROVISIONAL ACCEPTANCE, CONTRACTOR shall hand over the INSTALLATIONS, or individual
system in the INSTALLATIONS, in the sequence in which they are required to be taken into operation.
COMMISSIONING shall be completed by conducting a Performance TEST RUN of the
INSTALLATIONS, hereinafter referred to as TEST RUN for demonstrating the Performance Guarantees
as per Article 16 of the AGREEMENT.
Performance tests for the continuous 24 hour testing shall be carried out in compliance with a Test Run
Procedure, prepared by CONTRACTOR and approved by COMPANY.
The conditions under which the Test Runs are to be performed shall be agreed with and approved by
COMPANY. These will typically make reference to the following:
 CONTRACTOR shall advise COMPANY of the date when the Test Run can be initiated, giving
COMPANY at least ten (10) days advance notice. Within five (5) days from the date of receipt of
CONTRACTOR's notice, COMPANY shall notify CONTRACTOR of its agreement or shall state and
demonstrate its reason for disagreement or optionally, nominate an alternative date.
 For a minimum of a continuous 24 hour test, prior to the commencement of the test and during the test
itself, operating conditions shall be as recommended by CONTRACTOR and agreed by COMPANY.
 The details of sampling, measurement of quantities, analytical control, calculations of the warranty
figures, etc., during the test(s) will be set forth in the TEST RUN Procedure.
Within fourteen (14) days after successful completion of a TEST RUN, CONTRACTOR, by written
notification, shall certify to COMPANY, with all relevant support data, that the INSTALLATIONS design
complies with all requirements of the AGREEMENT and COMPANY shall give CONTRACTOR written
notification, within seven (7) calendar days after receipt of CONTRACTOR's notification of its acceptance,
or if, in COMPANY’s opinion, the Performance Guarantees have not been satisfied, stating its reasons
thereof.
In the event that the INSTALLATIONS or any part thereof fails to operate in accordance with the
AGREEMENT, CONTRACTOR shall at its own expense carry out appropriate remedial design and
construction work and provide necessary replacement materials and equipment. On completion of such
remedial work the TEST RUNS will be repeated.
Within fourteen (14) days after INSTALLATIONS have been completed in accordance with the
AGREEMENT, and all Performance Guarantees have been fulfilled, deemed fulfilled or waived and all
technical documents to be submitted prior to PROVISIONAL ACCEPTANCE have been submitted to
COMPANY, CONTRACTOR shall by written notification to COMPANY request the issue of the
PROVISIONAL ACCEPTANCE CERTIFICATE.
Within seven (7) days after receipt of such notification COMPANY shall either issue the PROVISIONAL
ACCEPTANCE CERTIFICATE or notify CONTRACTOR of any deficiencies.
In the event of such deficiency CONTRACTOR shall promptly rectify the deficiency and again request
release of the PROVISIONAL ACCEPTANCE CERTIFICATE as aforesaid. Within seven (7) days of such
request COMPANY, on being satisfied that all deficiencies have been made good, shall issue the
PROVISIONAL ACCEPTANCE CERTIFICATE, or if deficiencies still exist the above procedure shall be
repeated until COMPANY is satisfied that the deficiencies have been made good.
If the TEST RUNS are not completed within ninety (90) days of READY FOR TEST RUN, due to no fault
of CONTRACTOR, CONTRACTOR shall request PROVISIONAL ACCEPTANCE as per Section 6.5.
