The above said letters along with proposal file is received in the office of
NMRDA. The request for use of sewer ,storm drain pipes readymade PVC manhole
chambers in the developmental woks is made by the applicants in his proposal.

As per the submission of applicant the presentation in the month of OCT-19

is given by the applicant representative in the office of NMRDA.

As NMRDA is planning and development authority for Nagpur Metropolitian

area, the developments of the area is carried out through share of stakeholders in
the said area. The private developers are the major stake holders in the said area. At
present the development of any layout/land in NMRDA area is carried out in two
options,

1. Options 01:- In this option developer/Land owner deposit requisite

development cost as per the requirement with NMRDA, and NMRDA undertook
development of land and provide basic amenities like Roads, sewer, strom drain,
STP, water pipeline etc in a phasewise manner by calling tenders as per the
standards of NMRDA.

2. Option No.02:- In this option developer carries development of layout

as per standards and specification of NMRDA. NMRDA supervise the works
undertaken by the private developer.

It is seen that most of developer in the NMRDA adopts option No.02. At

present the development works of sewer and storm drain is carried out by RCC
spigot and socket joint and RCC collar joint pipes with brickwork plaster manholes
and RCC covers. The cross section of sewer and storm drain work is enclosed in the
file.
However M/s. Supremene Industries pvt. Ltd. Has submitted that the said
conventional method of work may be replaced by factory made PVC materials. So
that the time, cost, service life, quality of works, durablity etc shall be optimised and
upgraded. The chart showing advantages and disadvantages is prepared and kept
opposite side may pl. be seen.

The sample cost analysis for 300 mm dia pipe sewer etc is carried out and
enclosed in the file.
 The applicant has submitted the acceptance of these materials by various
Govt. Agencies e.g. Municipals councils of Greater Mumbai, Ambarnath Municipal
council, Govt. Of Telangana, Road And Building Division MJP, Govt of
Andrapradesh (panchyat Vibhag), Vijaywada Municipal Corporation, The copy of
PWD Pune Division schedule of rates year 2014-15 is also submitted by the
applicant along with his proposal.

As the materials proposed by the applicant is seems to be expensive than

the conventional method, but the quality, workmanship, maintenance etc may be
kept under the control being proposed through the specialised agency.

As the entire works in the NMRDA area is handed over to Local

Grampanchyat for maintenance and further operation and management, hence if the
developer wishes to use PVC Pipes and precast manhole Materials or the sewer and
storm drain work as per IS standards, and if concerned Grampanchyat gives the
acceptance of the same, we may allow developer to use same materials in NMRDA
area, and incorporate the same in the approved material list.
