CONSTRUCTION PLANNING SERVICES

CONTRACTOR shall perform all Home Office construction planning activities to ensure proper definition of an optimum
overall construction plan, procedures and CONTRACTOR’s scope of work, as well as a seamless transition to the FIELD.
Upon award of CONTRACT, CONTRACTOR shall assign its PROJECT Construction Manager and senior construction staff
to CONTRACTOR’s design office to perform the pre-construction activities specified in this section. All personnel
assigned to the pre-construction activity shall be from CONTRACTOR’s own long term staff as approved by COMPANY
for the positions nominated for performance of the SITE work.
Objectives of the pre-construction effort shall be the optimisation of overall PROJECT costs and to ensure that the
PROJECT schedule for detailed Engineering and Procurement is aligned with the PROJECT Construction Plan.
The constructability process, in accordance with the Construction Industry Institute's (CII) published guidelines shall
be employed throughout the PROJECT. The construction manager and his staff shall recommend innovative
Construction methods to Engineering for incorporation into the design of the work. Construction shall also participate
with Engineering in finalisation of the overall PROJECT schedule, thereby assuring availability of "design deliverables"
at the proper times to provide optimum sequencing of FIELD construction work. Concepts, such as modularization,
prefabrication, and pre-assembly, shall be investigated and if deemed appropriate shall also be included in the
constructability studies.
Home Office construction planning Services shall include, in general, but not to be limited to the following:
 Provision of qualified personnel for construction planning.
 Preparation of FIELD Organisation Chart for the construction supervision services together with job
description for each supervisory post.
 Submission of names and C.V.’s of candidates up to Superintendent/Engineers level for FIELD post for
COMPANY’S approval.
 Planning all FIELD Temporary Facilities required for the construction phase of the PROJECT.
 Co-ordination of camp supply and services. CONTRACTOR is to provide COMPANY a manpower histogram
detailing numbers and types of personnel to be housed in the construction camp.
 Preparation for approval by COMPANY, of a detailed construction plan covering the overall construction
strategy for PROJECT, definition of individual construction packages and the proposed co-
ordination of their activities and interfaces with CONTRACTOR.
 Pre-qualification of SUBCONTRACTORS.
 Preparation of PROJECT subcontract strategy and plan.
 Evaluation of SUBCONTRACTORS’ tender content, quality assurance and control and construction safety,
for COMPANY approval.
 Preparation of format and procedure for daily, weekly and monthly progress reporting for FIELD, for
COMPANY approval.
 Preparation of FIELD Co-ordination Procedure ensuring that COMPANY is kept informed and current on
all significant construction developments.
 Preparation of CONTRACTOR’s PROJECT specific Quality Assurance/ Quality Control Procedure ensuring
compliance with AGREEMENT requirements.
 Provision of the necessary construction input into the PROJECT Master Schedule and detailed
networks/schedules, and participate in the review of these documents.
 Preparation of construction subcontract tender packages for COMPANY approval.
 CONTRACTOR shall ensure that tender packages are so worded that they are complete in all aspects and
the SUBCONTRACTORS are obliged to provide CONTRACTOR with all appropriate information
necessary to minimise the contract negotiation period and enable CONTRACTOR to properly and
effectively supervise and control the awarded contracts.
 Issue of tender documents, issue of tender bulletins, receipt of tenders, technical and commercial
evaluation of tenders including clarification and negotiations with bidders and finalisation of
contracts.
 For the award of construction subcontracts, it is preferred by COMPANY that the following activities are
carried out in Abu Dhabi. The cost of these activities is to be included in Lump Sum Price.
- Tender clarification meetings with subcontract bidders.
- Finalisation of the technical and unpriced commercial evaluation report.
- Commercial evaluation of tenders.
- Negotiation with subcontract bidders.
- Final recommendation reports on selection of construction SUBCONTRACTORS.

1.7.1 Constructability Programme
CONTRACTOR shall prepare a constructability programme for use on the PROJECT. The programme shall be in
accordance with the Construction Industry Institute's (CII) published guidelines.
The following information together with that referenced in Annexure 2 Section 8 is presented as a guideline to be used
in the development of a constructability programme for the PROJECT. CONTRACTOR is to use and translate these
fundamental constructability concepts into the development of a comprehensive PROJECT-specific constructability
programme.

 Definition and Objectives


Constructability as defined in this context, is a process whereby overall PROJECT costs and schedule shall be
optimised and safety and quality shall be enhanced by direct involvement of construction supervision with
Engineering/ Procurement in the preparation, review and approval of Construction inputs relating to:
- Improved Home Office and FIELD work methods.
- Integration and optimisation of Engineering, Procurement, Construction and Commissioning sequence and
timing.
- Optimum utilisation of prefabrication and pre-assembly.
- Other innovative and co-operative efforts.

 Team Approach and Involvement :


It is important that a co-operative team approach to implementing the constructability programme be realised for
success. This will involve joint participation by construction, engineering, procurement and COMPANY.

1.7.2 Basic Responsibilities


Following is a listing of basic responsibilities for construction and engineering/ procurement and COMPANY. A
constructability representative shall be appointed for each group.

 Construction :
- Appoints constructability co-ordinator, to be located at CONTRACTOR’s design office. He shall act as the
interface between field Construction and Engineering and Procurement on all matters pertaining to
constructability, i.e., constructability proposals, documents, equipment or materials needed, innovative
approaches and problem resolution.
- Reviews past construction experiences from similar jobs to identify, "Lessons learned", or "How to do it
better next time" and proposes improved work methods to engineering.
- Review impact of specification requirements for concrete work upon schedule in the context of ambient
weather conditions.
- Determines proper work sequencing for the PROJECT and proposes the major construction methods to
engineering for incorporation into the basic design approach.
- Uses existing proven constructability techniques and proposes them to engineering for incorporation into
design (Example: Lifting lugs sized to allow insulation of vessel prior to erection.)
- Layout review of the plot plans to yield enhanced job SITE accessibility and improved erection methods.
- Layout review of plot plans relative to temporary facility requirements, (i.e. lay-down areas, FIELD offices,
utility requirements, etc.).
- Evaluation of roadways, railheads and port facilities relative to handling and unloading equipment, skids,
etc.
- Review of PROJECT specifications for constructability applications.
- Review and cost effectiveness evaluation of maximising usage of offsite fabrication, modularization and
standardised fabrication.
- Review and recommendation of engineering deliverables to FIELD, drawing content and detail, etc.
- Determination of the most effective path of construction, and in conjunction with the cost and scheduling
Engineer, confirmation of the required on-SITE dates for critical equipment and bulk materials.
- Participation in engineering status review and PROJECT review meetings to provide constructability input.
- Definition of all systems, the logic for their completion by construction to enable optimum commissioning
schedule and efficiency.

- Co-ordination of information and drawings with special rigging SUBCONTRACTORS and/or Engineers to
ensure that vessels and heavy equipment are designed and purchased to conform with rigging
requirements.
- Review content of any subcontract tender packages including scope, schedule, interfaces, special SITE
requirements, quality assurance and Labour source.
- Maintain an ongoing presence in the engineering and procurement organisation ensuring a smooth flow of
information, challenging traditional methods and specifications and assisting in problem solving throughout
the engineering phase.
- All proposals noted above are transmitted to engineering through the construction constructability co-
ordinator, located in the design office. Construction determines advantages of prefabrication,
modularization, and pre-assembly methods.
- Constructability co-ordinator maintains log of status of all open constructability inputs.
- Constructability co-ordinator reports directly to construction manager. He prepares a monthly status report
describing the constructability effort.
- Constructability co-ordinator attends all constructability meetings and is the authorised interface with
CONTRACTOR and COMPANY in the review and approval of inputs by construction. Constructability Co-
ordinator is the responsible party to implement, sustain and improve the constructability programme.
- Constructability co-ordinator provides feedback to all concerned, processes and monitors implementation of
new constructability inputs and maintains log of "Lessons learned" for this PROJECT.
- Constructability co-ordinator reviews and incorporates COMPANY’S constructability expectations/lessons
learned into the PROJECT constructability programme.

 Engineering/Procurement :
- Reviews all proposals processed by the constructability co-ordinator for construction.
- Jointly evaluates benefits and costs related to implementation, with construction and their effect on
PROJECT drawings, material, and equipment delivery schedules for each request.
- A cross-functional team approves/rejects proposals based on an evaluation of each proposal.
- Incorporates approved constructability proposals into design.
- Submits to the Constructability Co-ordinator any additions, ideas for incorporation into the process

 COMPANY :
- Appoints constructability representative.
- Participates in all review meetings as an advisor.

1.7.3 Preliminary Rigging Studies


CONTRACTOR shall perform preliminary rigging studies through review of available PROJECT drawings and documents,
i.e. plot plans, equipment location, structural and civil design and VENDOR drawings and suggest method statement
for approval by COMPANY. The preliminary rigging studies shall as a minimum provide:

 Determination of special equipment and rigging needs.

 Development of a preliminary rigging plan for each heavy lift.

 Determination of type, rating, and anticipated duration for all lifting equipment.

 Incorporation of heavy lift equipment needs and duration’s into the overall PROJECT construction schedule.

1.7.4 Transport Studies


CONTRACTOR shall determine the requirements of the PROJECT for the transportation of heavy or oversized
equipment to the SITES. Transport studies shall be completed for each piece of equipment that cannot be transported
to SITE by conventional and locally available means of transportation.
