The County Board of Jackson County, Minnesota met as the County Board of Equalization, in the Jackson County
Courthouse Board Room, 405 Fourth Street, City of Jackson, Minnesota, on June 17, 2019. The following members were
present; Don Wachal, Catherine Hohenstein, Jim Eigenberg, Scott McClure, Philip Nasby, Commissioners, and County
Auditor/Treasurer, Kevin Nordquist.
Staff Present: Jason McCaslin, Jackson County Assessor; Heidi Moss, Jackson County Deputy Assessor; Chad Benda,
Jackson County Appraiser; Laura Rossow, Jackson County Appraiser; and Steve Duncan, County Coordinator.
Chair Hohenstein called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance.
Motion was made by Commissioner Wachal and seconded by Commissioner McClure to adopt the agenda. The
motion carried unanimously.
Sid Nelson was in an attendance to appeal his assessment and presented information related to the following parcels:
R03.004.3250, R03.004.3150, R03.004.3160 and R03.004.2950. Mr. Nelson informed that he wanted to skip his appeal
of parcel R03.005.1000 (per what was placed on the agenda).
Assessor McCaslin spent time providing an overview of the assessment principles used toward Mr. Nelson’s parcels under
appeal. There was discussion that Mr. Nelson would need to remove a seasonal recreation cabin if he wished to have
parcel R03.004.2950 assessed as agricultural in the future.
After much discussion, a motion was made by Board of Equalization member Nasby and seconded by Board of
Equalization member McClure to make no changes to the assessment of parcels R03.004.3250, R03.004.3150,
R03.004.3160 and R03.004.2950, as presented. The motion carried unanimously.
Acted on under unscheduled issue, parcel R16.032.0500, Jacob Ihnen, owner. Assessor recommended changing the
classification from Residential to Agricultural. On review of the parcel and development of a Jackson County definition
for the intensive use provision provided under Minnesota Statutes 273.13, it was concluded the parcel would indeed meet
the qualifications for the Agricultural Classification. Motion was made by Board of Equalization member McClure
and seconded by Board of Equalization member Wachal accepting the County Assessor’s recommendation, as
presented. The motion carried unanimously.
As there were no members of the public in attendance with unscheduled appeals or questions, motion was made by
Board of Equalization member Eigenberg and seconded by Board of Equalization member Wachal to adjourn at
8:27 p.m. The motion carried unanimously.
