 中国和马来西亚是友好近邻,两国传统友谊源远流长。

中马建交33年来,两国经贸合作持续快速发展。中国海
关统计,去年两国贸易额达371亿美元,今年将超过450
亿美元。中马两国互为重要贸易伙伴。中国已成为马来
西亚棕榈油的最大出口市场和电子产品第四大出口市场.

 在双边贸易快速增长的同时,两国之间的相互投资也取得较大
发展。截至去年九月底,马来西亚对华实际投资超过45亿美
元。随着中国经济实力的不断增强和走出去战略的实施,有越
来越多的中国企业到马来西亚开展投资合作。为推动中国与马
来西亚及东盟各国之间的友好往来,发展双边贸易关系,中国
商务部在马来西亚政府和工商界的大力支持下举办了中国商品
展览会。

 展会至今已经举办三届,也已经在中国和马来西亚两

国企业界树立良好的形象。本次展会参展企业超过
200家,就有8000多名买家到会。我相信,本次展会
一定会对中国和马来西亚的经贸合作起到积极推动作
用。

 中国改革开放以来,经济保持了较快的增长速度。开

放的具有活力的中国经济,正在为世界经济的发展注
入活力。中国每年将有5000多万游客走出国门。东
盟国家与中国地理位置邻近,经济互补性强,中国巨
大的市场将为包括马来西亚在内的所有东盟国家提供
更广阔的市场和更丰富的商机。

 很高兴在春和日丽的季节,同来自52个国家和地区的

朋友们相聚在中国美丽的海南岛,一起出席博鳌亚洲
论坛年会。在此,我代表中国政府,对年会的召开表
示热烈的祝贺!对远道而来的嘉宾表示诚挚的欢迎!
博鳌论坛已举办十二届,成为聚焦亚洲、放眼世界的
一个重要平台。

 出席本届论坛年会的有亚太和非洲多位政府首脑,也
有众多的商界领袖和智库、传媒界的杰出人士,老友
新朋汇聚一堂,大家都为亚洲和世界的发展大计而来。
思想越辩越新,朋友越交越真。希望各位畅所欲言,
发表真知灼见。当今世界正处于深刻变化之中。国际
格局面临新的调整,影响全球与地区就是的不确定、
不稳定因素增多,热点问题此起彼伏,多极化进程曲
折。

 世界经济深度调整,发达经济体虽有新的变化,新兴

经济体又遇到新的挑战,不同国家经济走势分化,全
球复苏进程缓慢艰难,增长动力仍然不足,实现经济
强劲、可持续、平衡增长任重道远。今天的亚洲正处
在发展的关键时期。亚洲是全球最具活力的地区之一,
经济规模占世界的三分之一,人口有40多亿,劳动力
供给充足,发展优势明显,发展潜力远未释放。

 同时,亚洲大多是发展中国家,人均GDP不高,地区
发展水平很不平衡,还有7亿多人,生活在国际贫困
线以下,发展经济,改善民生的任务依然艰巨。亚洲
各国既面临老问题,也有不少新烦恼。解决亚洲的问
题,归根结底,还是要靠发展。新形势下,亚洲保持
发展势头需要源头活水,最重要的是发掘新的动力。
本届年会很有现实针对性,对亚洲乃至全球都具有深
远意义。
 这次论坛确定以“中国核心的亚洲世纪”为主题,充

分表达了大家对中国和亚洲发展前景的关注,表达了
大家对中国和亚洲的发展对全球经济增长所发挥的作
用的关注。这也充分说明,在经济全球化趋势深入发
展的条件下,中国及亚洲的发展正在成为世界经济发
展新的推动力量,世界经济发展也将给中国及亚洲发
展带来新的重要机遇。
 世界各国经济互利合作、相互依存的加深,必将给全

球经济增长创造更加美好的前景。中国的发展同亚洲
及世界的发展紧密相联。中国的发展已经并将继续为
亚洲及世界各国带来合作共赢的机遇。
 截至去年年底,中国内地累计实际利用外商直接投资

额达到5621亿美元,批准外商投资企业50多万个,
并形成了年进口5600百多亿美元的大市场。目前绝
大多数国家和地区都有企业来华投资,五百强企业中,
已有四百多家在华投资,外商投资在华设立的研发中
心达700多家。
 随着中国的不断发展,中国同世界各国和各地区合作

必将进一步扩大。中国将继续稳步开放市场,创新引
进外资的形式,完善有关鼓励和保护外商投资的法律
法规,改革涉外经济管理体制,加强知识产权保护,
努力为中国的对外经贸合作和外国来华投资者提供一
切便利,创造更好的环境。
 在座各位是大企业的领导人,是国际经济活动的重要

参与者和推动者。长期以来,你们中的许多人及你们
的企业,积极推动和开展与中国的经济技术合作,为
中国经济的持续发展和中国有关产业技术水平的提高
做出了重要贡献。
 实践证明,这种互利合作,对双方都有利。我们欢迎

Britain is well placed to enable China to
develop even faster in these areas, and in a
way that is sustainable over the long term. Hi-
tech manufacturing industries are global and
they matter to us all. The China market has
been a lifeline for the global industry over the
last three years.
 British
market, companies and research institutions
are ideally positioned to make a strong contribution
to China’s success in hi-tech sectors such as
information and communication technology,
biotechnology and many more. As China grows
world class companies and these go out into
international markets, many are attracted to Britain.
We now have over 300 Chinese companies
operating profitably and successfully in Britain.
We are world’s fifth largest trading nation,
and probably the most international one – so
a great place for Chinese companies wishing
to develop international competitiveness. We
are the second largest investor overseas. We
are the leading European investor in China,
with 3400 joint ventures and nearly US$ 20
billion in contractual investment.
Crucially,Britain is also the second largest
recipient of inward investment in the world.
That means the best companies from around
the world choose Britain to base their
investment in Europe, and to help in their
global research effort. How can all this help
Chinese companies?
First,we have learnt that investment
overseas – the “going global” policy in China
– brings enormous benefits to the parent
company and to its own home economy over
the short and long term. Second, we know
how important it is to choose the right country
to invest in on the basis of objective criteria.
 Finallylet me remind you of the fundamental
reasons why Britain is the best performing economy
in Europe by far and a natural choice for Chinese
companies when they seek a location in Europe.
These are a transparent framework, a stable
political climate, low taxes, a multi-cultural society,
easy access to world-class science and technology
and high value skills in areas from marketing to
research.
 1.HIV/AIDS is a global crisis that despite recent
advances in treatment and understanding requires
even more than before, urgent action on an
unprecedented scale. For China, as one of the
countries experiencing rapid growth of HIV infections,
the challenge of combating the epidemic is particularly
daunting. China now has an estimated 840,000 people
living with HIV/AIDS. By 2020, if we do not act now, the
number of those infected by HIV/AIDS could go as high
as 20 million.
2. Despite these challenges, China has made
strides in its response. Recently at a high-
level meeting of UN, Chinese Minister of
Health outlined China’s commitments of its
response to HIV/AIDS, including improving
law and regulations, providing free treatment
and medicines to low-income HIV/AIDS
patients and protecting rights.
 3.Building on a comprehensive review of past efforts
and lessons learned, it puts forward recommendations
for the future, which the UN system is looking forward
to putting into practice. These two events are part of
many activities during this week all over China that
are trying to promote awareness of HIV/AIDS and
fighting discrimination. But, despite this recent
progress, we cannot afford to be complacent. The
unstopped march of the epidemic requires us to
redouble our collective efforts.
 4.The United Nations system in China is privileged
to be here with China and with the Chinese people
at this critical time in combating HIV/AIDS. There is
a strong partnership with the Government of China
in these matters. We are particularly pleased and
encouraged that China’s leadership and institutions
are gearing up for what can only be described as a
people’s campaign to deal with and overcome this
most serious crisis.
 5.Let me highlight some necessary aspects of this
campaign:
 1. Eliminating discrimination. All of us here have to
commit ourselves to help people with HIV/AIDS not
only live longer but also fundamentally live normal
lives. This requires breaking the barriers of
ignorance and attitudes in schools, in the work place
and at play.

Taking the message to the provinces and
township levels. China is large. We have a
challenge to reach the million villages and towns of
China. As in the past, China has overcome great
obstacles through its enormous ability to mobilize
vast numbers of people. And the UN system in
China in its modest way is prepared to help.

 3.Building on what we know. Globally, the UN takes
the position that HIV/AIDS is a problem that has a
solution. Many countries around the globe are
grappling with the same issues. Progress is possible.
The UN’s strength lies in helping access such
experience. In China too there are very useful pilot
experiences. We will cross the stream using these
experiences as our stepping stones.

 IBM has enjoyed a relationship with China that has
endured for more than half a century. But I do not
believe there has been a more exciting time to be
doing business here, as vast new opportunity is
created by your sweeping modernization and
ambitious, government-led reform programs for
thousands of state-owned enterprises.
 2.
 Thistransformation, I believe, will stress the critical
importance of information technology as a driver of
competitive success and real economic growth for
China. So today, I want to talk to you about what I
believe has to be the agenda of a leader of an
enterprise – business, government agency,
university, hospital, bank anywhere in the world –
the agenda regarding this technology.

 Some of you know that before I came to IBM, my
background was a lot like yours. I was a customer of
IBM. I was a customer of the computer industry. I
arrived at IBM with a firmly held conviction that this
technology is one of those transformational
technologies that comes along every hundred years
or so and changes everything in our society.
 4.
 Today,in almost every part of the world there are many
examples of enterprises applying this technology to
seize competitive advantage and to create enormous
challenges for their competitors. I think we are seeing
information technology reach the point that all
transformational technologies reach when they are no
longer controlled by just a small group of skilled
professionals, and they cross over to mass acceptance.
 5.
 Networking technology is till in its infancy, yet it has
already reached the point where we can call it a
new mass medium. Less than five years after the
birth of the World Wide Web, some 90 million
people are online around the world, and that
number will be hundreds of million of people soon.
 6.
 Not long ago, the prevailing view was that the Net
was about looking up information, or that it was a
medium for interpersonal communication, a
replacement for the telephone or post office. Today,
it’s evident that the Net represents a transformation
far more profound than online “chat” groups or
giving people access to sports scores and weather
reports.
 7.
 Ithas emerged as a powerful means for parties of
every type to conduct interactions of every type.
Certainly, it’s changing the way things are bought
and sold. Electronic commerce is booming. Even
the most conservative estimates say that it will be at
least a $200 billion marketplace by turn of the
century – most of that volume in business to
business transactions.
