MINUTES OF THE THIRD REGULAR SESSION OF THE 18 TH SANGGUNIANG BAYAN OF
GANDARA, SAMAR HELD ON MARCH 16, 2020 AT THE SANGGUNIANG BAYAN
SESSION HALL, GANDARA, SAMAR.

The chair called the house to order at 9:00 in the morning followed by a prayer, the
singing of the Philippine National Anthem and the Gandara Hymn.
D.) Roll Call
The Assistant Secretary called the roll and the chair declared the presence of a
quorum with ten (10) members present.
E.) Reading/Approval of the Minutes of previous Regular Session
The Secretary read the minutes of March 09, 2020 regular session, as requested by
the chair.
The Chair asked the body for any comments and corrections. Hon. Agoy-agoy
moved for the approval thereof.
F.) Approval of Today’s Agenda –
Hon. Agoy-agoy moved for the approval of Today’s Agenda.
G.) Privilege Hour
Hon. Agoy-agoy had temporarily suspended the HR.
The chair recognized Hon. Agoy-agoy.
Hon. Agoy-agoy commented on the Covid-19 Pandemic that is happening all over
the world. He asked the body on the best precautionary measures the LGU would adopt to
prevent the virus. He also suggested thru an order of the LCE, to create checkpoints in all
entrance and exit points in Gandara, including the island barangays, examine all persons
coming into the town especially the ones from Manila and Luzon, and further urge
everybody to report any persons that might be considered as PUMs and PUIs.
Hon. Delector said that all barangay officials have their responsibilities to keep an
eye on every person coming into their barangays, have them registered first and direct
them to report to the RHU for interview and checkup.
Hon. Oliva suggested that every barangay should be extra alert, vigilant and active
in their duties especially in these trying times.
Hon. Ricalde suggested to set a meeting with the LCE, DILG and the PNP to act on
the preventive measures on this pandemic as soon as possible.
The chair recognized the presence of Mrs. Dina Isanan.
Mrs. Isanan informed the body that her office has already instructed the Municipal
PNP to activate the checkpoints in boundary Gandara-Matuguinao, Tambongan and
Buň agan. Aside from the EO of the LCE, she encouraged the body to enact an ordinance to
strengthen more a mandate to adopt the best preventive measures and guidelines to
contain the spread of Covid-19 Disease like adjusting the curfew for all minors roaming
around the town, unattended by their parents and/or guardians and Senior Citizens, from an
evening to a whole-day curfew/24 hours a day. For other adults, from 8 in the evening to 4
in the morning curfew, except for emergency medical and food purposes. All PUMs are
prohibited from roaming around the town, with no exceptions. Prohibit hoarding and over-

pricing, and mandating the Brgy. Officials and Tanods to activate their duties, report any
person that might be considered as PUMs otherwise they could be liable under the law.

Hon. Ricalde said that after thorough study by the committee in a meeting, has
declared for the validity and consistency with the budgetary requirements under RA 7160 of
the aforesaid brgy. appropriations. Hon. Delector seconded the motion.
d. Brgy. Ordinances of San Jose
Hon. Delector moved for the declaration of validity the aforementioned brgy
ordinance, after a deliberation in a meeting. Hon. Cambe seconded the motion.
e. Brgy. Ordinansa Nos. 7, 8, 9 -2020 han Casab-ahan on Water System
Hon. Delector said that after thorough study by the committee in a meeting, has
declared for the validity and consistency with the lawand compliance with the legal and
documentary requirements of the aforesaid brgy. ordinances after . Hon. Agoy-agoy
seconded the motion.
f. Brgy. Ordinansa No. 11-2020 han Tambongan Pagkamay-ada Hin Speed Limit
Han mga Pribado o Pampubliko, og Bisan Ano nga mga Sarakyan nga Masulod
ngan Magawas ha Kalsada Sulod han Barangay Tambongan..
Hon. Romo returned the said ordinance for some additions: e.g. A speed hump (also
called a road hump, or undulation, and speed ramp) is a rounded traffic calming device
used to reduce vehicle speed and volume on residential streets.

Hon. Ricalde wanted to include in next session’s agenda the Brgy. Minda SK Annual
Barangay Youth Investment Plan for 2020 and the Reorganization of the Standing
Committees considering a new SB member.
A letter of appointment of Mrs. Elizabeth Bacarra as the new Municipal Agriculturist is
read to the body. It is accompanied by the necessary appointment documents.
