Greetings!

Pursuant to DILG Memorandum Circular 2019-95 and 2019-97 dated June 28 and
July 04, 2019 respectively, on the program for Newly-Elected Officials (NEOs), the Samar
Provincial Chapters of the Vice-Mayors League of the Philippines (VMLP) and the
Philippine Councilors League (PCL), in coordination with the DILG Samar is set to conduct
a Program for NEO Orientation Course for Local Legislators: Enhancing
Governance Through Effective and Responsive Legislation. This activity aims to
provide intervention anchored on the LGU Pillars: structure, competency, management
enabling policies, knowledge and learning and leadership.

In this regards, we are inviting you to attend the aforementioned program on

November 25 – 27, 2019 in Cebu City (exact venue to be announced) for the first batch.
Second and Third batch is scheduled on January 21-25, 2020 in consideration of some
LGU whose local funds had been depleted for the year. A Registration Fee of Eighteen
Thousand Pesos Only (₱ 18,000.00) for Twin-Sharing or Twenty-five Thousand
Pesos Only (₱ 25,000.00) for Single Occupancy will be collected to defray the cost of
food, accommodation, honorarium of speakers and other incidental expenses chargeable
against local funds, subject to the availability thereof and the usual accounting and
auditing requirements and pertinent laws, rules and regulations.

Attached herewith is the copy of the DILG Memorandum of the said activity for
your reference.
