STEM AKAMIGAS STUDENT CHAPTER

CHAPTER 1
GENERAL
Clause 1
1. Bylaws is complementary and elaborated from Statutes of Society of Petroleum Engineers
STEM Akamigas Students Chapter.
2. Bylaws is used as a guideline for member of board of trustees/faculty advisor, member of
the administration boards, member of the director boards, and all member of the Society of
Petroleum Engineers STEM Akamigas Students Chapter in carrying out the year duties and
activities

CHAPTER 2
MANAGEMENT
Clause 2
Boards of SPE consist of:
1. Boards of Administrator
2. Boards of Director
3. Head of Division and Staff
Clause 3
Requirements of SPE Boards consist of:
1. An active PEM Akamigas student.
2. 2nd and 3rd Grade.
3. Commit not to participate in other organization besides SPE STEM Akamigas SC.
Clause 4
Boards of SPE’s status will ends if:
1. Passed away.
2. Do things that cause the reputation damage of SPE.
3. Not active as PEM Akamigas student.
4. Violate Statutes and Bylaws
5. Dropped out from SPE by boards of SPE.
6. Resign.
7. SPE is de-established.
Clause 5 Rights and Obligation of SPE Boards
Board’s Right:
1. Have the rights to deliver their idea
2. Every board have the right to vote based on the applied rule
3. Have the right to express and suggest evaluation of the past and upcoming event held by
SPE STEM Akamigas SC
4. Have the right to be treated equally
5. Have the right to held events that have mutual goal as SPE STEM Akamigas SC
Board’s Responsibility:
1. Maintain SPE STEM Akamigas SC’s good reputation
2. Obey SPE STEM Akamigas SC’s Statutes and Bylaws, along with other provisions
3. Pay the mandatory cash
4. Accept and implement the results of meeting.
5. Participate in every event held by SPE STEM Akamigas SC
6. Do the tasks and obligations as the board of SPE STEM Akamigas SC with full of
responsibility
Clause 6 Sanction
Every board can be given worthy punishment if:
1. Act contrary to SPE STEM Akamigas SC’s Statutes and Bylaws, along with other
provisions
2. Commit actions that possibly detrimental or might damage reputation of SPE STEM
Akamigas SC.
Form of Sanctions:
1. Verbal warning
2. Written warning
3. Dismission

CHAPTER 3
ORGANIZATIONAL STRUCTURE
Clause 7
Society of Petroleum Engineers STEM Akamigas Student Chapter have Faculty Advisor, Boards
that consist of Boards of Administrator, Boards of Director, Head of Division and also Staff.
Clause 8
Roster of SPE STEM Akamigas Student Chapter consist of:
1. Faculty Advisor
2. President and Vice President
3. Executive Secretary and General Secretary
4. Treasurer
5. Director consist of:
a. Director of Academia
b. Director of Human Resources

Clause 9
Job description of SPE Boards consist of:
1. President
 a. Preside over chapter meetings
b. Communicate regularly with other officers; chapter members; sponsoring section
faculty advisor and SPE staff regarding chapter plans, needs, or challenges
c. Ensure the annual report and financial statements are submitted by 1 April
d. Ensure your chapter complies with all SPE policies
e. Conduct election of chapter officers and ensure that SPE is notified of the results
2. Vice President
a. Chair the program committee and other committees as necessary
b. Act on behalf of the president on all chapter business during the absence of the
president.
c. Work with the president to ensure chapter maintains required membership levels
and submits reporting by 1 April
d. Execute another job under the direction of the President.
e. Representing the President if he/she is unable to attend.
f. Responsible for execute his/her job to the President.
3. Executive Secretary
a. Focus on external administration.
b. Some documents that are his/her responsibilities i.e.:
 External proposal.
 External letter.
 Activity articles for SPE Java section.
 Quarterly activity report.
 Annual Report
c. Execute another job under the direction of the President.
d. Responsible for execute his/her job to the President.
4. General Secretary
a. Focus on internal administration.
b. Some documents that are his/her responsibilities i.e.:
 Internal letter.
 Meeting notes.
 Meeting agenda for one period.
  Timeline activities for one period.
c. Execute another job under the direction of the President.
d. Responsible for execute his/her job to the President.
5. Treasurer
a. Prepare Work Plan & Budget.
b. Making financial report every month.
c. Regularly monitoring and comparing the actual revenues and expenses against the
budget.
d. Execute another job under the direction of the President.
e. Responsible for execute his/her job to the President.
6. Director of Academia
a. Enhance knowledge of SPE STEM Akamigas SC’s boards and members to face
challenge in the future.
b. Plan, execute, and evaluate work program under this department.
c. Execute another job under the direction of the President.
d. Responsible for execute his/her job to the President.
7. Director of Human Resources
a. Establish good relationship in internal SPE STEM Akamigas SC to achieve an
integrated connection between boards and members.
b. Organizing SPE STEM Akamigas SC’s utilities.
c. Plan, execute, and evaluate work program under this department.
d. Execute another job under the direction of the President.
e. Responsible for execute his/her job to the President.
8. Director of Public Relation
a. Maintain and enhance organization reputation from all aspects by branding and
build good relationships with campus management, student association, SPE SC,
SPE Java section, stakeholder, and community.
b. Plan, execute, and evaluate work program under this department.
c. Execute another job under the direction of the President.
d. Responsible for execute his/her job to the President.
9. Director of Event
 a. Give a platform for SPE STEM Akamigas SC’s boards and members for upgrade
and enhance their professional knowledges and field experiences.
b. Plan, execute, and evaluate work program under this department.
c. Execute another job under the direction of the President.
d. Responsible for execute his/her job to the President.
10. Head of Business & Entrepreneur Division
a. Initiate business funds that can give continuous income for SPE.
b. Build entrepreneurship mental and passion among boards and members.
c. Collaborate with public relation department to get sponsoring section.
d. Coordinate with treasurer.
e. Execute another job under the direction of the President.
f. Responsible for execute his/her job to the President.
11. Head of Education & Training Division
a. Commit to elevate member’s understanding of the world’s energy resources, starts
from basic knowledges based on their own background.
b. Responsible to director of academia department.
c. Execute another job under the direction of the President.
d. Responsible for execute his/her job to the President.
12. Head of Research & Development Division
a. Sharing and discuss the current issues to SPE boards and member.
b. Responsible for creating student’s intelligence and mentality in speaking, debating
and negotiating about petroleum science and technology.
c. Responsible to director of academia department.
d. Execute another job under the direction of the President.
e. Responsible for execute his/her job to the President.
13. Head of Membership and Management Division
a. Responsible to provide a convenient environment and make sure that members will
participate on every program that intended to develop member’s knowledges.
b. Responsible to director of human resources department.
c. Execute another job under the direction of the President.
d. Responsible for execute his/her job to the President.
 14. Head of Internal Affairs Division
a. Responsible for SPE STEM Akamigas SC boards internal bonding in order to
cooperate and collaborate with others easily and comfortably.
b. Responsible to director of human resources department.

d. Responsible for execute his/her job to the President.
15. Head of Media Publication and Design Division
a. Maintains and expands good relations and communications beyond SPE STEM
Akamigas SC, such as campus management, SPE SC, SPE Java Section, SPE
International, stakeholders and community.
b. Responsible to director of public relation department.
c. Execute another job under the direction of the Presiden
d. Responsible for execute his/her job to the President.
16. Head of Company Visit Division
a. Holds and manage company visit done by SPE STEM Akamigas SC boards and
member.
b. Give field experiences of industry current situation, also to build good relationship
between SPE STEM Akamigas SC and related companies
c. Execute another job under the direction of the President.
d. Responsible for execute his/her job to the President.
17. Head of SPE Anniversary Division
a. Create and celebrate SPE STEM Akamigas Anniversary with all of boards and
member with several events that is still related to the organization.
b. Execute another job under the direction of the President.
c. Responsible for execute his/her job to the President.
Clause 10
Work period of SPE STEM Akamigas SC is 1 (one) year counted after being inaugurated until
new boards is formed.
 CHAPTER 4
PRESIDENT & VICE PRESIDENT
Clause 11
President of SPE STEM Akamigas Student Chapter must come from Oil and Gas Production
Engineering Department. Vice President is PEM Akamigas students, prefer comes from another
Department.
Clause 12
President and Vice President must be approved by Chairman of HIMA-EP.

CHAPTER 5
WORK PROGRAM
Clause 13
1. Work program of SPE STEM Akamigas SC is events held by SPE STEM Akamigas SC and
fit with Vision and Mission of SPE STEM Akamigas SC, also held responsibly.
2. Work program of SPE STEM Akamigas SC held by Boards of SPE STEM Akamigas SC
and/or committees formed by SPE STEM Akamigas SC to organize events and the organizer
can be collaboration between organizations.
3. Evaluation must be implemented in a form of report. Activity Report must be submitted no
later than 7 (seven) days after the event. There are 2 kinds of evaluation, such as:
a. Committee Evaluation
Held by committee that organize the event.
b. Boards Evaluation
Held by Human Resources Department, aims to improve the quality of board’s
performance.
4. SPE STEM Akamigas SC will be accountable our work program through Musyawarah
Besar HIMA EP with IATMI SM STEM Akamigas in the end of period.
 CHAPTER 6
MEETINGS
Clause 14
1. General Meeting is meetings that attended by all of the boards of SPE STEM Akamigas SC
and held once a week. The highest command is in President/ Vice President/ Secretary.
2. Department Meeting is meeting that held by each department and held at least once a week
before General Meeting. The highest command is in Director/ Head of Division.
3. Congress
a. Media for hearings, accountability, and discussing about changes in Statutes &
Bylaws.
b. Attended minimum 2/3 of the boards and approved minimum ½ n + 1 of attendants.
c. Decision in the Congress cannot be contested.
4. Extraordinary Congress
a. Media for authorize decisions taken during the Congress.
b. Held by Boards of Administrator or by request from minimum 2/3 of boards of SPE
STEM Akamigas SC.
c. Authorization of decision during Extraordinary Congress is considered such as
Congress regulation in Clause 14 subsection 3-point b.

CHAPTER 7
FUNDING
Clause 15
1. Funding of SPE STEM Akamigas SC gained from:
a. Budget from previous period.
b. Donation.
c. Sponsors
d. Board’s contribution.
e. Profit (funds) from events that organized by SPE STEM Akamigas SC.
2. To increase the income, SPE STEM Akamigas SC organize events and business funds that
in accordance with the organization's vision and mission and does not conflict with the law.
Clause 16
1. All income referred to in Clause 13 subsection 1 is the absolute right of the organization.
2. At the end of period, funds of SPE STEM Akamigas SC will be reported in a Musyawarah Besar
HIMA EP.

CHAPTER 8
TERMS OF CHANGE AND CLOSING
Clause 17
1. Things that have not been regulated and explained in this Bylaws will be regulated in the
regulations.
2. Changes as an effort to improve in Bylaws are carried out through Congress attended at least 3/4 of
boards and agreed at least 2/3 of the attendant. Changes of Congress is decided when Extraordinary
Congress.
Clause 18
1. Bylaws authorized on January 20th, 2019 by Congress of SPE STEM Akamigas SC.
2. Bylaws is valid since it was authorized through Congress of SPE STEM Akamigas SC.
