TARLAC STATE UNIVERSTITY EMERGENCY PROTOCOLS AND INTENSIFIED


PRECAUTIONARY MEASURES AGAINST THE THREAT OF CORONAVIRUS

Tarlac State University has prepared this emergency protocols and precautionary measures to
impend the spread of the Coronavirus and to provide guidelines for the frontline service providers
and health services, the campus itself and members of the TSU Community.

INTRODUCTION

COVID- 19 is a respiratory illness that can spread from person to person. A novel coronavirus
called SARS-CoV-2 is the cause of COVID-19 and the first outbreak was recognized in China last
December 2019. The clinical spectrum of COVID-19 ranges from mild disease with non-specific
signs and symptoms of acute respiratory illness to severe pneumonia with respiratory failure and
septic shock. Frequently reported signs and symptoms include fever, cough, myalgia or fatigue,
and shortness of breath at illness onset. The fever course among patients with COVID-19 is not
fully understood; it may be prolonged and intermittent. Sore throat has also been reported in some
patients early in the clinical course. Less commonly reported symptoms include sputum
production, headache, hemoptysis, and diarrhea (source: www. Cdc.gov/coronavirus/2019-

There is an urgent need to implement intensified measures to prevent its incidence in our
University and Community. In compliance to the Resolution No. 10, s. 2020 dated March 9, 2020
Inter- Agency Task Force for the Management of Infectious Diseases, together with the Committee
on Disaster and Risk Reduction Management and other pertinent government issuances, provides
specific guidelines to be imposed within the University:

1. TSU shall adhere on the general principle of Enhanced Community Quarantine (ECQ)
issued by the National Government.
2. Skeletal Workforce shall be implemented for the continuity of the University’s operations.
Specific names, schedule and time of work and purpose of each duty shall be approved by
the Department Head and submitted to the Committee on Disaster and Risk Reduction
Management. Certification of the employees who shall render the services shall be issued
by the Department /Unit Head. Any changes in personnel or schedule and, updates and
concerns of operations shall be provided to the Committee on Disaster and Risk Reduction
Management. The Committee shall notify the Civil Security Unit.
3. The Inter-Agency Task Force, headed by the University Physician, Dr. Rommel Hernandez
identified Offices who shall provide essential services such as: Medical Unit,
Administration Services Unit - Payroll processing, Security, Supply and Procurement
Services; General Services Unit, Office of Public Affairs, and Management and
Information Office.
4. TSU Committee on Disaster and Risk Reduction Management Group Chat (GC) shall be
opened for regular conversation at 8 in the morning. During emergency cases, SMS or text
messaging is highly encouraged.
5. MEDICAL SERVICES – Basic Medical Services shall be provided by the University for
TSU employees, from Monday to Friday (8:00am to 5:00 pm), except those who exhibit
signs and symptoms of COVID-19. Prompt detection and effective triage and isolation of
potentially infectious patients are essential to prevent unnecessary exposures among
patients, health care personnel, and visitors at the facility. It is encouraged to disinfect and
utilize Sodium Hypochlorite to dilute in the water. It is advisable to disinfect in the
afternoon and after 5pm.
6. SECURITY SERVICES -Civil Security Unit (CSU) is tasked to ensure that all incoming
personnel are authorized to come within specified period of time. All incoming personnel
must be checked using thermal scanner by the Guard on duty. All identified personnel with

37.8 and above thermal scan shall be denied of entry and must be reported to the Medical
Unit and Committee. All security personnel must have an internal checking to the Medical
Clinic in a daily basis. Likewise, the CSU must check all physical assets of the University.
Deny all entry of personnel or vehicle not covered by the fronline personnel. If needs arise,
there must be an approval of the President and or the Chairman of the Committee.
7. ADMINISTRATIVE SERVICES – The administrative services shall monitor the schedule
of frontline personnel, designations and scheduling. The purpose is within the essentials of
operations of the University payroll. They will assure the provision of vehicle to all
frontliners who do not have a private vehicle. Likewise, they shall ensure that all supplies
for disinfection and safety are complete. Any update on completion and lacking shall be
provided to the Committee Secretariat.
8. GENERAL SERVICES – For the grounds and facility maintenance, the schedule of
maintenance shall be provided together with the list of personnel to the Committee and
CSU. All PPE’s and supplies needed by the personnel shall be coordinated to Ms. Carlota
Marcos and Engr. Suerte Felipe Jr. Likewise, maintenance activities like Plumbing,
Electrical services shall be on call basis.
9. OPA / MISO – Official Public Information shall be provided by the OPA to be led by Ms.
Jazzel Manalo. Registry of identified resident / cluster of infection for tracking and
traceability purposes shall administer by the MISO, headed by Dr. Heidilyn Gamido.
10. POLLUTION CONTROL / SAFETY OFFICE- Shall serve as the secretariat of the
Committee and in charge of the safety protocols and coordinate to the Medical Service
Office. They shall consolidate all formulated guidelines in relation to all risk assessment
and monitoring.
11. OTHER STAKEHOLDERS - All list of names related to the operations of the hotel, and
Coop transactions, business center and nursing service shall be submitted to the Committee
Secretariat.
