technological progress which has taken hold of all fields, has found its full development in the
inductry of war. Weapon, conventional or not, have become more sophisticated, and therefore
more deardly. Recall here that, as contradictory as that may seem, the quest for democraty, peace
and prosperity, was erected on the multitudes of bodies without distinction between perpetrators
and victims. Then came the worst epesodeds in the history of humanity during the two world wars.

Moreover the modernity, through the excessive use of technology, natural ressources, has caused
irreparable damage to the planet. On the one hand, the earth s riches are exhausted, and on the
other, pollution has led to global warming which disrupts the natural cycles of the earth, and causes
droughts that cause desertification, melting pole ice, both earth air conditioner and large fresh water
tank. We are witnessing therefore to increased natural disasters that increasingly threaten wildlife
survival and flora. Famine, epidemics and plagues plaguing .everywhere testify to the gravity of the
situation.
The country life is difficult because of uncertainties facing the climate. Moreover, the school
children seek to continue their studies and work. It seems that the city welcomes them with open
arms.The rural exodus then increases the urban population.However, the state cannot cope with this
flow of mouths to feed and people to house.Slums are emerging everywhere, and unemployment is in
full swing. Delinquencyfound fertile ground to germinate, take root and proliferate. The fruits of this
seedcan only be theft, drugs, alcoholism, and prostitution. The fight againstcrime further depletes the
coffers of the state, and disturb the tranquility of the citizens.The job market is free, the speculations of
any kind become currencycommon. Smuggling, falsifications, imitations, usury, huge interests,and
corruption are the corollaries of an opportunity economy. The deficit explodes andcities are
experiencing the reverse of the crisis, namely the anarchy of architectures, the lack orthe dilapidated
infrastructure, and the insufficiency of the establishments of necessities raw materials,such as
hospitals, and schools.Another setback of modern development, aggravates the situation of cities.
Those are theroad traffic problems. Indeed, the rate of cars of all kinds goes up sharply. Vehicles
