2. What is IECEP and its mandate?

The Institute of Electronics Engineers of the Philippines (IECEP, formerly the Institute of


Electronics and Communication Engineers of the Philippines) is a Professional Regulation
Commission recognized organization of Professional Electronics Engineers (PECE), Electronics
Engineers (ECE) and Electronics Technicians (ECT) in the Philippines. It is a non-stock and non-
profit organization with 50,000 members inside and outside of the country.

The IECEP was organized in 1950 by the group of pioneers in the field of Electronics and
Communications in the country. They were, Dean Jose S. Alfonso, who served as the founding
president of the organization, Mamerto Buenafe, Fred Carino, Ciriaco Coronel, Jose Grey,
Alfredo Gella, Ariston Hulinga, Gonzalo Kamantigue, Albino Lara and Venancio Pineda.
IECEP was registered with the Securities and Exchange Commission under the name of “Institute
of Electronics Engineers of the Philippines, Inc.” The organization still retains its acronym
“IECEP.”

AN ACT PROVIDING FOR A MORE RESPONSIVE AND COMPREHENSIVE REGULATION FOR THE
REGISTRATION, LICENSING AND PRACTICE OF PROFESSIONAL ELECTRONICS ENGINEERS,
ELECTRONICS ENGINEERS AND ELECTRONICS TECHNICIANS, REPEALING REPUBLIC ACT NO. 5734,
OTHERWISE KNOWN AS THE "ELECTRONICS AND COMMUNICATIONS ENGINEERING ACT OF THE
PHILIPPINES", AND FOR OTHER PURPOSES

The Republic Act 9292 or the "Electronics Engineering Act of 2004” is an amendment of the
previous RA 5734.  The new law has brought about debates from ECE students and professionals
from the Electronics industry.

There were few major changes made on the law, such as the new board exam rules and the
classifications of e licensed to Electronics Engineers (ECT, ECE and PECE).

Electronics and Communications Engineering would now be called Electronics Engineering.


However, Communications would still be part of the ECE curriculum. Also, you need to pass the
licensure exam first before you can affix the ECE title on your name.
