At this time of increasingly complex challenges for global peace and security, cooperative and

inclusive multilateral efforts, including strong partnerships between the United Nations and regional
organizations, are essential.” Since its formalization in 2011, the UN-ASEAN Comprehensive Partnership
has become an important component of the world body’s broad engagement with regional
organizations.

The two entities can strengthen their cooperation in addressing threats to peace and security by
recognizing the longstanding contributions of ASEAN member States to United Nations peacekeeping,
noting that some 5,000 military and police personnel from seven ASEAN countries are currently serving
in missions worldwide. The increasing number of women peacekeepers deployed by South-East Asian
countries is a testament to the regional group’s recognition of the critical roles that women can and
must play in implementing mission mandates. All 10 ASEAN member States have endorsed his “Action
for Peacekeeping” initiative, while six ASEAN countries have made pledges to the Peacekeeping
Capability Readiness System. Viet Nam, Indonesia, Thailand and Cambodia host, on a rotating basis, the
Triangular Partnership Project to improve the engineering capacity of peacekeepers in the region and
beyond.

ASEAN has been engaged in many regional initiatives in quiet diplomacy, conflict prevention and
peacebuilding in conflict situations. In 2011, the Security Council supported ASEAN’s diplomatic efforts
to promote peaceful solutions to end border skirmishes between Thailand and Cambodia.

Indonesia’s Defence Policy

According to the Act No. 3/2002 on State Defence, the main objective of Indonesia’s

defence policy is to “protect and uphold state sovereignty, maintain territorial

integrity of the Unitary republic of Indonesia, and ensure the safety of Indonesian

people from all forms of threats and disturbances.” 14 This objective, as specified in
the Defence White Paper issued in February 2008, is to be achieved through the

fulfilment of five main strategic goals, namely:

(1) to deter all forms of threats to Indonesia and its people;

(2) to defeat military aggression by foreign countries;

(3) to overcome military threats that undermine the existence and interests of Indonesia;

(4) to address non-military threats that might have adverse impacts on Indonesia’ssovereignty,
territorial integrity, and safety of the people; and

(5) to contribute to international peace and regional stability.

Topic Background

The safety and security issues nowadays become one of the forces causing changes in tourism industry
in era of millennium. The main concern of this issues more focus on crime rates, terrorism, food safety,
health issues and natural disaster.

In Indonesia,security in touristed areas increased after the 2002 and 2005 Bali bombings but has since
been relaxed. The odds you will be caught up in such a tragedy are low. Luxury hotels that are part of
international chains tend to have the best security, though they also make the most tempting targets, as
shown in Jakarta in 2003 and 2009. Suicide bombers did strike a bus terminal in East Jakarta in 2017,
killing three policemen, and churches in Surabaya were targeted in May 2018 in attacks that killed 28
people, but such incidents remain rare.

Security issues in Indonesia are often exaggerated by foreign media, who portray rambunctious protest
rallies and minor incidents of civil unrest as nationwide pandemonium. Foreign governments add to the
hype with heavy-handed, blanket travel warnings. While it's true that small sections of Indonesia
experience flashes of conflict, overall the archipelago is safe.

For Malaysia, the image as safety and secure destination was tarnished a few years lately and new
unfortunates incident in this year bring more damage to Malaysia image. Healthy issues, terrorism,
Lahad Datu intrusion, repeated kidnapping and shooting in Sabah, twin airlines incident, riot and illegal
demonstration and false reporting by international media brings new challenging to Malaysia. Although
some incident may be had short-term impact to Malaysia tourism industry, but it's still gave the big
impact to Malaysia branding process.
