• Those who Born Before 1st July 1987 - No details of Parents
are Needed. Own Birth details is sufficient to be Indian Citizen

• Those who Born After 1st July 1987 - DOB & POB of
Parents are Needed along with Own Birth details is sufficient
to be Indian Citizen

• So Anyone who is less than 33 yrs old- Will have to show

• Even After removal of 7 New question or NPR 2010 format, You need to
Submit your DOB and POB (Place of birth)
• So as per NPR 2010 format, if your parent and you live in same
household.
• DOB & POB will be collected of yours
• DOB & POB will be collected of your parent by your parent themselves since
they will also be enumerated if living in same household
• And in Q9 it is mentioned that if Parents are getting enumerated in the same
household, then no need to write Parents name against Individual, Just give
Serial No. of Parent (This is the linkage)
• So By this Serial No. Your data and Parents data are linked. And Your
Birth details

So as per NPR 2010 format, if your parent and you live in same household.
• DOB & POB will be collected of yours
• DOB & POB will be collected of your parent by your parent themselves since they will
also be enumerated if living in same household
• And in Q9 it is mentioned that if Parents are getting enumerated in the same household,
then no need to write Parents name against Individual, Just give Serial No. of Parent
• So By this Serial No. Your data and Parents data are linked. And Your Birth details
• As per Survey – People at this Age less
than 33 yrs usually lives in Same House
with Parents – As such data of Parents
can easily be collected in NPR 2010

Argument No. 1 – {Proved}

• As per Master Rule i.e Citizneship Rules 2003
• No where it is written that NPR should have Parent
details or this much details to prepare NRC, Only
thing mentioned is NPR need to be done which will
be used for NRC
• So In order to make NRC as per Law , It is not
relevant 2010 or 2020 format should be used but
ONLY THING IS NPR SHOULD BE DONE.

• Even if NPR is done in 2010 format, As per Law, No

one can restrict Govt to prepare NRC from this

Argument No. 2 –
• Questions regarding Parent details doesn’t
exist in NRC format in Main Citizenship
Rules 2003. Hence Govt was pity clear that
they can prepare NRC even without Parent
details.

NRC format in Master Rules

Rule 3 of Citizenship Rules (2003)
• As per Law, To Comply with Law, Only NPR is to be
done. Whether in 2010 format or 2020 Format is
irrelevant and also neither with Parent details or Without
Parent details is irrelevant.

• Further, NPR should have complete details for NRC. This

is also not mention in Master Rules 2003

• NPR 2010 WAS ALSO DONE WITH THE
OBJECTIVE OF CREATION OF NRC

• While doing NPR 2010, it was already mentioned that

this NPR will be used for Creation of NRC.

• So the NPR 2010 format was SUFFICIENT

• Please check FAQ of NPR 2010 . Which has been

removed by Govt for the reason best known to them
