Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

Provision of school facilities is never been easy. It makes use of time and days.

Providing such facilities will help each maritime student to be more competitive and it

will help them to adapt the environment in maritime working fields. The facilities will also

help them enhance their acquired skills and their knowledge related to seafaring.

Teaching in different courses uses textbooks in educating their students.

However, teaching a maritime class through the only use of textbooks is not effective.

They should provide a physical learning approach by which facilities function as a

teaching tool.

Courses related to seafaring must train and enhance the skills of their students to

be fully competitive when they graduate. This will prevent mistakes and accidents when

each maritime students graduate and work in their respected fields. This facilities will

also help them familiarize the equipment that they will encounter when they are working

in their working fields.

Background of the Study

School facilities are vital tools in the teaching and learning process. Determining

which facilities are required to achieve school goals; providing such facilities most

advantageously will result a positive feedback in terms of the skill development of

students.

Courses that need skills development need to have a functional platform for the

students to be able to learn and enrich themselves. Courses related to seafaring needs

a critical type of learning because the activities or task related to this course must be

operate well in labor fields. Providing facilities such as Deck simulators for maritime

learning industry will improve each student and be more trained and skilled when they

graduate then work as professional.

An effective school facility is responsive to the changing programs of educational

delivery, and at a minimum should provide a physical environment that is comfortable,

safe, secure, accessible and aesthetically pleasing. The school facility is much more

than a passive container of the educational process; it is rather, an integral component

of the condition of learning.

Theoretical Framework

The theoretical framework of a research project relates to the philosophical basis

on which the research takes place, and forms the link between the theoretical aspects

and practical components of investigation undertaken.

In learning by doing theory expanded by an American philosopher John Dewey.

He theorized that learning should be relevant and practical, not just passive and

theoretical. In connection with the researchers’ study, teaching facilities plays an

important role in each school. It is more effective when it is experienced by the learners.

Reading and analyzing books in maritime related courses would not be enough for the

learning to be effective. The school must present real life activities by providing

functional facilities such as simulators to maritime students for them to be able to

practice and become confident in their ability to perform. It will help the maritime

students perform the task being taught by their teachers.

In Abraham Maslow’s theory of motivation, he said that “meeting these basic

needs does not guarantee that the students will be motivated to learn; however, any

area where educators can remove known obstacles, the path to learning is more likely

to succeed.” In connection with the researchers’ study, if the basic needs of students

are not being met, then time and energy must be used tending to those needs before

time and energy can be spent on academics. Looking at the importance of school

environment through the lens of Maslow’s theory of motivation, there may be some

evidence that without meeting basic needs it could be difficult for students to make an

effort to concentrate their attention on developing academic patterns and digesting the

academic materials they are being presented.

In Broken Windows’s theory by James Wilson and George Kelling, facilities that

are improperly maintained or have lots of broken fixtures of equipment tend to promote

a similar feeling of disregard (James Wilson & George Kelling, 1892). In connection with

the researchers’ study, schools that lack the maintenance and provision of facilities can

promote a similar feeling of disregard. This situation happens inside each school

especially in Golden Success College – Manila, a private school which offers their

equipment for free in a large number of maritime students. School facilities inside the

school malfunction sometimes that lead each student to lose focus and concentration in

each subject. The large amount of student in maritime courses in Golden Success

College –Manila also affects the similar feeling of disregard because some student are

not able to use the provided facilities because of limited number of students that can

use the facility.

Figure 1 shows the Input (I), the Process (P), and the Output (O) process. These

variables are the components of inquiry. The input includes the skills developed in using

maritime equipment and the effectiveness of using the existing maritime facilities. The

process consists of Statistical Basis base from the weighted mean of the gathered

datum. The output includes the result and conclusion of the study about the provision of

school facilities in the skills development of maritime students.

Statement of the Problem

This research aims to identify and recognize the additional facilities that can help

maritime students of Golden Success College – Manila Branch to improve their skills

and enrich their knowledge. Especially, this study endeavors to answer the following:

1. How do the school facilities affect the skills development of maritime students?

2. What are the skills that are being developed by using these facilities?

3. What are the maritime skills that are needed to be enhanced more?

4. What are the problems that may arise in providing additional equipment and

facilities?

5. How effective are the existing maritime equipment facilities?

Scope and Limitations

The scope of this study involves the provision of school facilities for the skills

development of maritime students, the possible additional facilities that are needed and

related to maritime course, and the skills that are being develop by the use of these

school facilities. The study also tackles about how these facilities affect the performance

of each student.

This study is limited only to the provision of school facilities for the skills

development of maritime students and what are to be improved more in these facilities.

It does not scope other study such as the psychological or mental effect of these

facilities to each student, and also the financial capability of the school administration to

provide each facility.

Significance of the Study

The findings of this research will rebound to the benefit of maritime learning

program considering that school facilities play an important role in maritime courses

today.

To the students:

The greater demand for graduates with highly trained skills justifies the need for

more effective, life-changing teach approaches. Thus, schools that apply the

recommended approach derived from the results of this study will be able to train

students better.

To the School Administrators:

Administrators will be guided on what should be emphasized by teachers in the

school curriculum to improve students’ performance in maritime field. Administrators will

also be guided on what should be emphasized by the school in the school facilities.

To the Future Researchers:

The data of this research will benefit the future researchers by being the basis of

their future studies in the provision of school teaching facilities such as providing

complete and functional school equipment and on how these help each student to

enrich their knowledge and improve their skills.

courses-   is a unit of teaching that typically lasts one academic term, is led

by one or more instructors (teachers or professors).


endeavors- an attempt to achieve something.
hindered- create difficulties for (someone or something), resulting in delay

or obstruction.
maritime- connected with sea, especially in relation to seafaring courses

outcome- the way a thing turns out; a consequence.


overcrowded- fill (accommodations or a space) beyond what is usual or

comfortable.
over-reliance- excessive dependence on or trust in someone or something.

preferred- like (one thing or person) better than another or others; tend to

choose.
provision- the action of providing or supplying something for use.

proximity- nearness in space, time, or relationship.
sequential- forming or following in a logical order or sequence.
simulator- a machine with a similar set of controls designed to provide a

realistic imitation of the operation of a vehicle, aircraft, or other

complex system, used for maritime training.
