Q.1: Does National Culture impact Pakistan’s Innovation Performance?

Ans: Yes, national culture of Pakistan impact on Pakistan innovation performance. If we look at
that global competitive index report, according to them in Innovation sector Pakistan is at
number 122 out of 138 nations which clearly indicates we are far behind in innovation. Now if
we look at global innovation index report Pakistan is at number 113 which is also an alarming
that why we are far behind if we have best brains in the world, if we look our neighbors china is
at number 22 whereas India at number 60.

In my view National cultural attitude which impact on our innovative capability. We have best
brains but we don’t use those brains effectively because we discourage to try new things and
chose easy path which is to adopt rather than innovate. The main reason of adopt is that it’s been
asking by our parents to go that way, we can’t chose path according to our interest and that can
lead to us to only adopt things rather than innovate. It’s in our culture in which we prefer to walk
on that path which is tested before instead of going on new ones or on that path which is
according to our dream. It’s been discourage in our culture to demotivate students not to go on
new paths. This culture is been vanishing in the middle class but it’s been taking time to spread
among all. One of the Director of MIT enterprise says that “Pakistanis have the right talent and
determination but they are too timid to dream big and dare, to create truly success story”. It’s
been in the culture of Pakistan that they don’t take the pressure from parents and others and
leaves their dream in beginning and chose the path in which they only adopt things rather than
innovate If they chose their dream path. It’s from parent’s side that they discourage their
children’s to not chose new paths or try their dreams, they have to live their lives according to
their dreams because they know better, and it’s the culture which kills innovators dream.

Q.2: Are we adopters or innovators?

Ans: This questions is also linked with above as well in which we see that we are at number 113
according to global innovation index, we can’t be innovators till we don’t have freedom to do
what we like to do. We follow those paths which are tested before by our predecessor and they
also want to do same from us. So there are some reasons that we are adopters not innovators, it’s
our culture, our learning is rote base, lack of linkage between industry and academia, lack of

government and private sector support and the last one is brain drain. As we know that for
innovation, you have to think out of the box and for that you need special attention and special
environment as well which will not be provided here in Pakistan. That’s is why most of the
brain which are talented and think out of the box are migrated to other countries where they give
the opportunities to work according to their will as they give them full support to try new things.
According to UNESCO report 60% of highly skilled Pakistani brain migrated to abroad to work
there which is been alarming for us, that why they chose to work there rather than own country.
We don’t say that we don’t have the best brains, we do have but it’s the environment where we
live that we become adopters rather than innovators, we don’t promote innovation, if anyone
want to innovate we criticize rather than to back him up which make him to think to move to
anywhere else which is not good for us as well as for country. If we see the government and
private sector they also not pay special attention to promote this sector as well, because they and
the private sector are the big giants which can provide suitable conditions to those one who want
to do something new. They can stop these migration of highly skilled brain by investment in this
sector and used those brain here for their own selves or for the interest in Pakistan.
