UNDERSTANDING THE INDONESIAN UPSTREAM
OIL & GAS INDUSTRY
The Democratization of Indonesia has been a rather painful process. With four Presidents in
nine years, and associated changes in government ministers and bureaucrats, new laws and
regulations often appear to lack consistency and an understanding of the requirements of
both domestic and international investors. In many cases they have resulted in a general
feeling of discontinuity, disruption and even more bureaucracy, which have certainly not been
conducive to attracting new investors or even increased investment from existing investors.
The New Law on Oil and Gas, which saw the formation of P.T. PERTAMINA and BPMIGAS and
a new role for MIGAS, as well as the New Law on the Autonomy for the Provinces are
significant contributors to this confusion. The recent role of the Minister of Finance and the
Parliament (DPR) is also of main concern to the industry.

This course will certainly be of benefit to anyone who needs to have an overall knowledge
and understanding of the oil and gas industry, in Indonesia, and its recent changes, whether
as existing or potential investors. It will provide an understanding of who does what, how
things work and the differences between rumors and facts. It will help your company
understand and anticipate some of the frustrations and delays that are inherent
within the Indonesian Oil industry.

COURSE CONTENT
The first day will be devoted to a general understanding of the Indonesian Oil and Gas Exploration and
Production starting with the History, the Indonesian Industry Economic Outlook, Who is Who and Who
does What within the Government, the PSC Fiscal terms (Ring Fencing, DMO, FTP, IC, Indonesian
participation, sunk costs, cost recovery, permits, taxes, and simple calculation of the PSC), and the
Industry concerns.

The second day will be divided into two sessions. The first morning session (8.00 – 10.00) will be the
MIGAS session and devoted to the issuing of New Blocks, The delays, Bidding system and procedure,
Joint studies, Speculative surveys, CBM, and Evaluation of the bids. Dr. Evita Legowo, Director General
of MIGAS will be the main guest speaker for this session.

The second morning session (10.00-12.00), will be the BPMIGAS session, and devoted to the
operation of the blocks. It will discuss, among other, the Role of BPMIGAS, Cost Recovery, Incentives,
Bidding procedure and the recent problems facing the industry. Mr. R. Priyono, Head of BPMIGAS, will
be the main guest speaker for this session.

The second day afternoon session, will be a discussion on “Is Indonesia still attractive to explore for
oil and gas”

INSTRUCTOR
H.L.Ong is a graduate of the Institut Teknologi Bandung (ITB) and received a Government scholarship
to pursue his graduate studies at the Colorado School of Mines where he earned his Doctor of Science
degree. He returned to Indonesia, where he has taught for more than 35+ years at ITB and also
established and managed a successful private company, PT Geoservices. Dr. Ong has run numerous
schools dealing with the economics of the oil, gas, and mineral sector and through a keen interest and
understanding of the requirements of the investors and the governments, in Indonesia and worldwide,
he is extremely well placed to give this course. At present, Dr. Ong besides his regular teaching at
ITB, is an advisor to BPMIGAS.
