Chapter 1
Functional Description
Before Release 7, during the procedure of radio link synchronization reconfiguration, RNC
sends RADIO LINK RECONFIGURATION COMMIT message with “Committed CFN” IE
to command NodeB and UE to switch to new RL configuration from a pre-defined time.
Normally in order to guarantee NodeB and UE process new configuration, a long time is
preserved before the new RL configuration is active. But it also results in long time delay
during RL reconfiguration procedure.
RL fast reconfiguration is introduced in 3GPP R7. RNC commands NodeB adopting
a new uplink scrambling codes in a radio link with new configuration. NodeB detects
the radio link from a CFN (to ensure UE to receive new settings) according to the new
configuration attribution. As long as the physical channel achieves synchronization, the
radio link with new attribution is activated. Theoretically, the RL fast reconfiguration
reduces the reconfiguration delay by 496ms or 406ms.

Network and User Benefit
Benefits
This feature supports RL Fast Reconfiguration. When detecting uplink Scrambling
Codes changes, NodeB hands over to new Radio Link configuration to fast complete UE
reconfiguration and enhance user experience.

Deployment in commercial network


1. Open the switch of RL fast reconfiguration, it can reduce the reconfiguration delay by
350ms on fact. It can reduce the delay and improve the network performance.
2. But in the field, some type of terminal (e.g. iphone4, iphone3Gs) have metal noise
ongoing call when open switch, the issue is only on the encryption network.

5.1 Test Purpose


The purpose of this test case is to verify the function of RL link fast reconfiguration is
normal.

5.2 Steps for Test


1. UE1 activates a PS service, and start FTP downloading. This PS service is
setup successfully. In the signaling message “RAB_AssignmentRequestMsg”,
we can see the traffic class is background, the maxBitrate is 2048Kbps. In the
“downlinkDirectTransfer”, we can see the Activate PDP Context request is accepted
by the CN.

2. During PS service’s establishing, there is an IE “Fast Reconfiguration Mode” in


signaling message “RADIO LINK CONFIGURATION PREPARE”.

3. There is an IE “Fast Reconfiguration Mode” in signaling message “RADIO LINK


RECONFIGURATION COMMIT”.

4. There is an IE “Fast Reconfiguration Permission” in signaling message “RADIO LINK


CONFIGURATION READY”.

5. There is no CFN information in signaling message “RADIO BEARER SETUP”.

6. Release the PS service.

5.3 Expected Results


During PS service’s establishing, there is an IE “Fast Reconfiguration Mode” in
signaling message “RADIO LINK CONFIGURATION PREPARE” and “RADIO LINK
RECONFIGURATION COMMIT”. And there is an IE “Fast Reconfiguration Permission”
in signaling message “RADIO LINK CONFIGURATION READY”. And there is no CFN
information in signaling message “RADIO BEARER SETUP”.
